Mr. Sewakd.—The New York Timet, good au thority ou the point, denies that Mr. Seward’s nauti cal excursion has any diplomatic or political object. The trip is undertaken, it says, solely for the benefit of his health aud that of his son. The ship in which he sails goes first to Sauta Cruz, (touching, perhaps, at St. Thomas.) and from thence to San Domingo aud llavaua, but not, as is alleged, to \ era Cruz. Sot TitKKS Representatives.—Hou. Jacob Bar ker lias returned to New Orleans to await further ac tion ou the part of Congress with reference to the ad uiissiou of the Southern Representatives. Mr. Bar ker attributed much of the augry feeling on the part of the majority in Congress against the South to unwar ranted representations that have been made by un principled and mischievous scribblers, whs have de clared that "rebellion still existed,” when such was not the case. Mr. Barker says he endeavored to con vince some of the more extreme members of the House that they had been imposed upon by false re ports. but he found his pleadings of no avail, and therefore concluded to return. He, however, be lieves that the opposition will ere long give way, and that the President’s policy will lie successful. Views of Rai>icai.s.— Some interesting admissions as to the terms on which the Radicals are willing to re admit the South are given in the messages of Gov ernors Coney and Andrew, and a speech of General Schouek, of Ohio. The latter, in the course of his speech at Columbus, Ohio, on the 2d instant, assert ed that Congress and the President intended to stand by?—h other in demanding from the South the adoption of the constitutional amendment abolish ing slavery, provision against the payment of the rebel war debt and a constitutional amendment bas ing representation on the voting population. It is worthy of remark that the firms of the radical Gov ernors Coney and Andrew, uttered at the same time, are alino>t identically the same, anil that both ex press their pmpoic to support the President in his plan of recoil frui tion. From France we learn that Prince Napoleon has returned to Paris and has licen received at the '1 uil leries. __ Northern Ci.aims Against Poitiikrn ( bepi tous.—The special committee apjminted by the New York Chamber of Commerce, to enforce, by every means afforded by the law, Northern claims against Southern debtors, submitted the result ot their delib erations to that body on Thursday, in the shape of a memorial to Congress: The committee set forth that at the commence ment of the late civil war citizens of the rebellions States were indebted to creditors in the North, for money loaned and goods sold, to the amount of about $150 000 WK). ami that only a small portion of it has since been liquidated, while on the other hand a large pruprfftiou of the residue has been, or soon will Iw^bim-ed by the State statutes or limitation.— I.. .a-.u—iU.-i, -I-....- may oe adjusted, there i.ue. the memorialists pray for the passage of a law exempting suitors in the Federal courts ol the South ern State- from the operat ons of statutes of limita tion passed by State legislatures, for a period long enough to afford legal creditors an opportunity to enforce their demands. We made a fair copy thereof, intending, at some future time, to pub lish it as an act of justice to an old and firm friend. That time, in our judgment, has now arrived, and, as an appropriate pendant to the General's letter, published in onr last, we lay before our readers to day the letter in question.
