sod food on application to Captain Slaght. Assistant
<Jaartermaster, at the steamboat wharf, and the visitors
the Relief Commission have been instructed to'furn
ish no ration tickets to this class of individuals.
All destitute jiersons. white or eoiored. who have come
o from the country are directed to return to their homes
where there is abundance of work and where work will
Vrodu.e food.
It has been announced to the authorities that instances
have occurred of persous draw mg rations, when they
were already supplied with food. Similar cases will
la* summarily and severely punished. It is intended to
■ apply none but those who are absolutely destitute, and
who are unable to obtain work.

that men and women of the vagrant sort upon not re
ceiving the amouut of supplies, or the ration tickets that
they claimed, have threatened the lives of the visit™*,
who were engaged in .nvest'gating their cases. The
proupte.-t punishment will.be metea out to any guilty
of thus offence; meu will be placed iu irons aul woracu
a close confinement at once.
While the United States authority is anxious to re
eve entirely the suffering existing here, it is equally

the negroes on the different farms are refusing to work.

petted that its superior advantages will make it the
GREAT POPULAR LOAN OP THE PEOPLE.
Lee* than 1300 000,000 of the Loan authorized by the

icribed for within four months, when the notes will an
donbtedly command a premium, as has uniformly been '

In order that citizens of every town and section of the . •.

the National Banks, State Banks, and private bankers
throughout the country have generally agreed to receive
tubscriptions at par. Subscribers will select their own '
agents, in whom they have confidence, and who only are
to be responsible for the delivery of tbe notes for which.,
