If tho action of tho House of Delegates, un a bill authorising a vote to be taken in Augusta county on tho question of a »üb ctiption by that couuty of "not lets than $200,000 to tha Valley railroad, and y 100,000 to tho Shenandoah Valley rail road," is to bo taken as an indication of a general policy in regard to similar sub scription*, tin; subject is of such vast— nay, vitil Importance, that it deserve* tho full cut examination and closest scrutiny by peiple of all classos, before tbey sanction by their hallots the result of Iho roll-call. Every voto cast "for tho subscription," is, in fact, a vote to contract a permanent I"M— a .debt which can only bo evaded ihfca&ety of dishonor, or cancelled by ting grinding taxation from the people meet interest and principal. Saratooa Spbinbs.—The Evcelsior Spring, Saratoga, has taken a very prominent position among tho many bubbling, boiling mineral springs ef that fashionable watering place and summer resort, since the present enterprising proprietors of the valuable estate In which it rises have commenced tbo extensive improve ment! they havo had in contemplation' The Excelsior Spring is one of ten differ ent mineral springs on this estate, which aro I situated in a beautiful valley about one mile I east of the Tillage of Saratoga Springs, and it is reached by two roads, either of which leads I through a beautiful country; another route is I through a shady wood, much resorted to by pedestrians who desire to exchange tbe dusty road for the cool shade of a romantic forest retreat. The improvements in the valley in which rise these varied mineral springs, con sist of newly graded roads, a tract of reoently planted forest trees, and a greater and most Important ona for Saratoga, is an artificial I lake, which has been formed on the estate, by which the village is to be supplied with a head of water, which will, perhaps, bo the means of preventing any more conflagration, by which so many flno hotels have been burned, to the great loss of the business people of Saratoga. Further improvements are contemplated on I a liberal scale, one being a new and extensive Bottling Houso, to meet the increased demand for the Excelsior Spring Water, which is for. warded to all parts of the United States, and ts sold In bottles by most first-class druggists. I The water is also sold on draught, being ship ped from Saratoga in gas-tight reservoirs lined with pure block tin, and is forced out at the counter precisely as it fl iws from the spring.
