The special continuing order, thu House joint resolution, staying the funding of the public debt, under the act of last legisla ture, came up, when Mr. Daniel took Ihe floor in opposition to the resolution. . lie was followed by Mr. Brooke of Fauquier, in favor of it, who was followed in oppositi >n to the resolution by Mr. Poague, ol'Roek bridu. Mr. Coghiil, of Amherst, favored ihe resolution and called attention to the it of the A nditor of Public Accounts, a*l charged that over eleven hundred thousand dollars additional would have 10 be raised to meet the demands of taxa- Mr. Clopton favored the passage of the ;• ■ ilulion. Mr. Sutherlin opposed it. Vir. Douglas, who called his attention "to the provision of the constitution requiring the capitation tax to be applied to school pur poses. In reply to Air. HORSE-STEALING. Senate bill to amend and re. enact an act posserl February 12, 18IJC, in relation to horse-stealing, yvas taken up, reatl the third I hue, when Mr. Lackland moved that the vote l,y which the hill was ordered to its engrossment antl third reading be recon sidered, which was agreed to. Mr. Lack land then moved to amend by making the punishment not less than three years" im prisonment in tho penitentiary, or death, at the option of the jury.
