The threatened repeal of the bankrupt law at this session of Congress has called ■ nit in o.her states than Virginia, decided protests from the people. Tho leading com mercial bodies of Massachusetts and other Mutes, have spoken in earnest protest against the hasty and improvident action of the House of Representatives, when the repealing bill was sprung upon its attention last week, at the close of a day's session, without previous notice—withou 4 petition from any quarter—without a hear ing before any committee—and forced upon its passage under a suspension of the i ulcs, without a word of debate or a chance for a protest. More reckless legislation than this would be impossible. Five minutes between the offering of the bill and the calling of the roll was all that was permitted for the consideration of the proposition to repeal one of the most im portant statutes now in operation. This sort of legislation in matters ol such acknowledged magnitudo and im portance—putting in peril the rights ol creditors, as well as the rights and inter ests of debtors—is well calculated tc shake tho public confidence in the stabilitj of any legislation by Congress, relating tc the commercial transactions between citi zens of different states. The reliance ol tho country is now on the conservatism ol the Senate, and an appeal should at once bo made to that body from tho whole peo ple of Virginia, who arc to be more seri ously affected by this hasty and improvi dent legislation than any of the chic commercial communities of tho country The Boston Daily Advertiser 'comes t( 'ho defence of the bankrupt law, and urges some of the most cogent arguments for if< retentiou upon the national s f ".tute books it st-tcß a fact familiar to everj 1^2.1 gentleman in the country and painfully so to its commcrcia interests, that, before the passage of thi law by Congress, the state insolvent lawi were entirely inadequate to the commer i.'ial requirements of the country, beinj ol.en changeable and conflicting in theii provisions, and entirely incongruous ant ; -tharmonious in their operations as betweei citizens of different states. The nationa law was several years reaching its matu rity, with sotne of the best legal ant commercial minds in the country engaged in its consideration and prep ".ration for permanent enactment. I was designed to accommodate supposet sectional interests and produce a uniforn law as free from defects and infii mities a possible. Successive committees of tb two houses of Congress, acting mdepend cntly of each other, sought to reach th same end—a permanent and satisfactor; law to take the place of the inharmonious conflicting and often chaotic legislation c the stales. These committees not onb studied laboriously to this end them selves, but invited suggestions botl from legal and commercial gcntlcmei of large experience and study, PS touchin; tho bankrupt law's of this and othe countries. These two separate committees did mor than this. They sought not only sugges tions from the best informed sources of in formation and experience, but elicitec objections to and criticisms of their plain from all sources ; and the re.ult was, tha they framed a uniform law, or what thtj designed to be such, bringing order out o general chaos, and giving us what was do signed as a permanent national code, to b( accepted as the best practical solution o: one of the most difficult of all commercial problems. The system adopted is one ol the most complete that has ever gone intc operation in any country, its only defects being those of mere machinery, and these have hardly worked (o the disadvantage of any one. The Boston Advertiser makes tho fol lowing interesting and important state ments in regard to the history and work ing of tho law: Before Its enactment large editions of the bill were printed and distributed throrghout the country; abstracts of it were published in most ot the newspapers; every lawyer and man of business had opportunity to be e.me acquainted with Its provlsienß. In the Interval between its publication and adoption a select committee of the English Koitte of Commons, on the revi'ion of tha English system of bankruptcy, reported to ihe t parliament twenty-one propesitions of ammd nient.,of which eighteen were identical with the leading provisions of this bill. Other nations have since made it the basis for radical modifl . aiioiu of their systems,—facts showing the i ireful manner in which the bill had been pre pared and revised. After the enactment of ihe law bnsed upon principle* the soundness of which WU nowhere questioned, aud accepted with nearly universal favor by all vorts of mercantile Interests, it WM regarded as permanently settling the tribu nal by which questions of insolvency should be tieari. In many states, consequently, tho insol vent lows have fallen into disuse, or have been repealed altogether. Every business man may im____» the consequences which might follow the Immediate repeal of the national law, a* t he House proposes, or the repeal taking effect on the first ol July, according to the Senate bill, ... Idle the laws of the states are in more hopeless i onfnsion than ever, and some of them have nothing that .anbecalledluv.s at all! ft is to be hoped that the Senate will re fer its own bill and the suap-judgment of I louse to the new Coagress, or make s hoi t and conclusive work of both. Wo look to the Senate to stay this tide of reckless and incons'dcrate legislation. The term Credit Mobilicr may puzzle somewhat the general public mind. There is no reason for its use in this country, our language furnishing an equivalent term. It may be defined as personal credit, and when applied to a company means one which invests capital in personal property, 83 distinguished from a credit foncio; where tho investment is in land. The great French Credit Mobilicr company is about twenty years old, and was created, under government sanction, for the purpose of investing capital in banking, in contracts or works of public improvements, in stocks and other personal property. It is a joint stock company with a large capital, and for years tlid a large and profitable business, which of late has fallen off. The name and object of the American Credit Mobilier had this origin, though its busi ness, so far as we know, has been confined to contracts with the Union Pacific rail road company. A French writer said ol the French Credit Mobilier that it was the greatest gambling enterprise of all Europe, Its namesake in this country has proved an almost unprecedented popular specula tion, but attended by such circumstances as are not likely to make the name a popu lar one for future enterprises. The Readmg railroad company justifies its combination with the coal companies or the ground of general ben.ficence. Itl agents affirm that the middle men and re tailers, rather than tho producers, are the chief cause of the frequent fluctuations ir the price of coal, and that tho combination, in assuming the position of retailers as wel as producers will not only ensure stability and uniformity iv rates, but keep down tin prices below their recent average. If the public shall find itself really bene fitted by this proposed monopoly and com bination, it will be the first time in history Combinations are not usually entered intt for any such purpose ; particularly combi nations to control the production as well a sale of an article in universal demand.
