The eleventh paper of Herbert Spencer's
Study of Sociology, in The Contemporary
Review Cor M»y,is devoted to Political Bins,
and is a remarkably thoughtful contribution.
The following allusion to our own country
may prove interesting, coming, as it does,
from so thoughtful a writer as Mr. Spen
cor. lie has been speaking of forms of gov
ernment in connection with national char
acter, and has stated that new Democracy
is but old Despotism differently spelt!
"For, less strikingly, ana in other ways,
still with sufficient clearness, this same
truth is displayed in the 1 'nited States. I
do not refer only to such extreme
illustrations of it as were at one time
furnished in California ; where, along with
that completo political freedom which some
suppose to bo the sole requisite for social
welfare, most men lived in perpetual fear
for their livos, while others prided them
selves on the notches which marked, on
the hilts of thoir pistols, the number of
men they had killed. Nor will I dwell on
the state of society existing under repub
lican forms in the west, where a white
woman is burnt to death for marrying a
negro, where scerct gangs murder in the
the night men whose conduct they
dislike; when.- uiobs btop trains >
to lynch offending persons con- j
lamed in them; where the carrying (
of a revolver is a matter of course; where
judges are intimated and the execution of
justice often impracticable. Ido but name <
these as extreme instances of the way in
which under institutions that nominally \
secure men from oppression, they may be
intolerably oppressed, unable to utter their
opinions and lo conduct their private lives -
as they please. Without going so far, we '
may nnd in the eastern states proof enough
that the forms of liberty and tho reality
of liberty arc not necessarily commensu
rate. A state of things under which ]
men administer justice in their own cases, 1
are applauded for so doing, and mostly f
ncuuitted if tried, is a State of things which ]
has, in so far, retrograded towards a less c
civilized state; for otic oi the cardinal traits '
of political progress is the gradual disap- (
pearance of per-ioual retaliation, and the t
increasing supremacy of a ruling power'
which Bottles the differences between indi
viduals and punishes aggressors. And iv :
proportion as this ruling power is enfee
bled the .security of individuals is lessened.
That security, lessened in this general way,
is lessened in more special ways, we see in
the bribery of judges, in the financial ]
frauds by which many are robbed ■
without possibility of remedy, iv the cor- [
ruptness of New York administration, i
which, taxing so heavily, does so little. J
A nd, under another aspect, we see the like t
n the doings of legislative bodies—in the J
unfair advantages which some individuals 1
gain over others by "lobbying" in Credit
Mobilier briberies, and the like. While the 1
outside form of free government remains,
there has grown up within it a reality which
makes government not free. The body of
professional politicians, entering public life .
to get incomes, organizing their forces and
Jeveloping their tactics, have, in fact, come
to be a ruling class quite different from that 1
which the constitution intended to secure; 1
and a class having interests by no means ,
identical with public interests. This wor- .
ship of the appliances to liberty in place of •!
liberty itself, need continually exposing, j
There is no intrinsic virtue in votes. The t
possession of representatives is hot itself a
benefit. These are but means to an end ; t
uml the end is a maintenance of those con- .
ditions under which each citizen may carry I
on his life without further hindrances from \
other citizens than are involved by their c
equal claims —the securing to each citizen '
all such beneficial results of his activities
as hia activities naturally bring. The
worth of the means is measured by the de- i
gree in which this end is achieved. A citi
zen nominally having complete means and j
but partially securing the end, is less free 1
than another who uses incomplete means to 1
more purpose."
((iiiir Thing* Aboatt Babies.
A great many curious things happen to J
babies, in this round world of ours. Ono ,
thing is, planting them. This is done by 1
the dark-skinned women of Guinea, and it j
isn't half so dreadful as it sounds. The 1
mother digs a hole iv the ground, stands 1
baby in it, and then packs the warm sand
around him to keep him in place, as you
would set out a rose-bush. It keeps him ,
out of mischief, and he cun play in the
sand while his mother works. All daylong j
he stays in his odd crib, and at night, wheu ,
she is done with her work, and he is dug out. 1
When this agricultural mother wants j
to carry baby about, she ties him ,
into a little chair, which she
straps to her back. If it is some very
grand occasion, he is dressed neatly in
stripes of white paint, and ornamented
with dozens of brass brace'ets nnd rings ]
ou arms and legs. A funny looking baby ,
ho must be ! If you don't fancy a crib of
stud for a baby, what do you think of a
big shoe, stuffed with moss to make it
comfortable? The droll little Laps, cradle
their babies in that way. The shoe is larger, 1
of course, and made of reindeer skin. It '
comes high at the back, like tho slippers j
we wear nowadays, and is turned up at the ■
toes.
The moss with which it is stuffed is the ]
famous reinder moss, soft and white ; and 1
the odd little black-eyed baby looks very 1
comfortable hanging from the tree, or slung \
across its mother's back. Perhaps this ,
baby who lives in a shoe is no more comi- 1
cal thau the baby who lives in a fur-bag, !
another sober little black-eyed baby, away
off in the shivering Esquimaux huts. Be
sides bejng cuddled up in a fur-bag at his
mother's back, this round-faced little fellow
wears a lur-hood,and lookslike some strange
kind of animal peeping out in the world.
You may have seen the Indian baby, or
papoose, bound flat to a board—poor little
«*reature I One tribe, the Flatheads, make
a rude sort of box of bark or willow
work, and wrap the baby—"little man,"
they call him—in a piece of blanket, strap
him tightly to the box, and hang it across
two sticks. Besides this, the unfortunate
little follow has a board bound over his
forehead to make him a Flathead. Even
the Russian peasant mother cradles her
baby ou a square board, hung from the
wall by strings from each corner, like the
pan in a balance. In India the funny little
black babies either sit on their mother's
hips and hold on by clasping their hands
•over her shoulder, or they take airy rides
_n a basket on her head.
The babies are elegantly dressed in aim
.et«- bracelets, anklets, and leglets, (if ono
might make a word), finger-rings, toe-rings.
ear-rings, and nose-rings. As_to clothes,
they don't need many when they wear so
much jewelry. China babies—not dolls,
but babies that live in China —are sadly in
the way among the poor. Sometimes they
are cradled in a bag on their mothers back,
and sometimes they are tied to the backs of
older children, who go about as if they had
no such load. Many poor Chinese live in boats
in the river, and the baby that comes to such
a family is tied by a long rope to the mast.
It is long euough to let the child creep
around, but not long enough to let him fall
overboard. There is another curious cus
tom regarding babies which prevails in
some parts of China. It one dies it is not
buried, liko older people are; it is thrown
out carelessly, and crackers fired off at the
door. Here and there, at the corners of
streets, charitable people build small
ewith openmjjrs to drop the neglected
in, snd that is all the burial they get.
