The following amendments to sec tions 1 and 2 of articie 7 of the Con stitution of Virginia will be submitted to the people of Virginia at the No vember election: 1. Resolved by the Senate and House of Delegates (a majority of the mem bers elected to each house agreeing thereto), That the following amend ment to the Constitution of Virginia be, and is hereby, proposed and is hereby referred to the General Assem bly to be chosen at the next general election of Senators aud members of the House of Delegates for its concur rence, in conformity with the provi sions of section one of article twelve of said Constitution, viz: Strike out from the Constitution of Virginia sections one and two of arti cle seven, which are in the following words: Sec. 1. There shall be elected by the qualified voters of the couuty one sheriff, one attorney for the Common wealth (who shall also be the Com monwealth's attorney for the circuit sourt,) one county clerk (who shall dso be the clerk of the circuit court,) ;xcept that in counties containing fif teen thousand inhabitants there may je a separate clerk for the circuit jourt,) one county treasurer, and so uany commissioners of the revenue as nay be provided by law; and there ihall be appointed in the like manner, ;o be proyided by law, one superin tendent of the poor and one county mrveyor; and there shall also be ap pointed in the manuer provided for in irticle eight, one superintendent of ichools. All regular elections for iounty officers shall be held on the "ourth Thursday in May; and all of- j icers elected or appointed under this j provision shall enter upon the duties if their officee on the first day of July next succeeding their election, and iball hold their respective offices for the term of four years, except that county and circuit court clerks shall lold office for six yens. i Sec. 1. "After talks with all sorts and con ditions of men I formed the opinion that a vast majority of the citizens of Havana dislike us heartily, and that the disappearance of the United States flag will be to them an hour of almost universal rejoicing. I will haz-ird any reasonable amount of money that my statement is in accord with the facts. We are looked upon as aliens and in truders, and our presence down there is getting more hateful to the Cubans every day. They have nothing in sym pathy with us, there are no common ties, no similarity of custom?, or relig ion. We are distinct races, and these radical differences will continue per manently, "From no source did I bear any ex pression of a desire for annexation, and the annexation sentiment, if it does exist, is confined to a very small minority. The Virginia Iron, Coal and Coke Co., with headquarters at Bristol, employes 4,000 men in the various de partments of its coal mining, coke making, iron furnaces and railroad opeiations. W. R. Ryan, son of Mrs. J. R. Ryan of Ladd, this county, and grandson ol Mrs. E. V. McCormick, also of this couuty, has been, writing to his rela tives recently describing his surround ings. Below we give a few paragraphs from two separate letters—one to Mrs. McCormick and the other to Mrs Ryan. Bletter8 letter is to Mrs. Mc-Cormick second to Mrs. Ryan. They ows: Juan.
