ItfPort of tit* Boat&of Engineer* on the De rp . face of the Sea Hoard 1 “is document occupies uiore than two entire pages ol 'he National Intelligencer in email tvt>e. very general abstract of its contents, is all that Our limits allow us to give. It is preiaced by some remarks oa the necessity ’. a system of general defence, more especially worn the obnoxious position e Occupy, in relation to tire arbitrary governments of Europe. The means of defence are presented in four classes,- a .Navy, i unifications. Interior Communications by b.nd and water, an I a Regular Army, and well or gantzed Milnia The JYavy must be provided with establishments for building and repair, rendezvous ano reluge. For trficutions must close the har bors against an enemy; prev ent him from establish es nun-ell on the territory; cover the great cities; prevent the avenues of interior navigation from “cing b.ockade I at their entrance into the ocean; covet the coastwise navigation; and protect the ,,avaJ establishment*. Interior Communications mti-t be provide.! in order to bring the necessary supplies to the stations and harbors, facilitate the concentration of military force, and preserve do mestic commerce unimpaired by war. The Army md jMilitia, together with the Marine, are the vital principle ol the whole. The Board then show h- mutual connexion and dependence*of all these; dial w ithout the Navy , the defence becomes mere-j lv passive: without imtrior ci-iiiniunications, the, navy want* supplies, and the Unifications rein- I (orcements : and that wuhom fortifications, the navy must be naked and scattered. With our har - hors for'ified. the enemy would be unable to en orce a strict blockade, and our navy would tl.ere lore neither be needeJ for their delence, nor be confined within our wate.s by .« hostile lorcej while in-tea:l ol having the enemy at out doors, as in the last war, the contest would be trails cried to the ocean, and the interior cnmm-rce of the count.y remain uninterrupted. And it is another advantage ...... ...... me loss OI die I- les-, anil the hardship and di-ense Jess severe. The Report, however, confines itself chiefly to Fortific tion-. ’ One of the most important objects, continue the Hoard, to be obtained by these, i. to preserve that lute ot interior communication which, in time oi war, must be relied on in place ol tiie ex'enor 1 coasing navigation. The next i-, to guard, as be- \ fore inen'ioned, the channels by which irt.de aim 1 supplies may r~*ch the co.st ln.ru the in erior oi | the country. Hit it happens for.unately that the! -‘ectiri’y of ihe first involves the security of the l..s , , as will he evident from an examination oi the geo. 1 graphical features of the country. Thus the'line! ot interior coastwise communication he.ms in the ' great bay north ol Cape Cod, passes thence over land to Narragansett Roads or Huzza.ds’ Hay; thence through Long Island Sound to New York' 1 up the Raritan, and over laud to the Delaware; down that river, ar.d over land, to the Chesapeake’1 down that bay, up Hampton Roads and Kl.zibet!) River, an I, through the Dismal Swamp to Albe marle Sou ul; thence, through the swamps and sound- of the Cnrohnas and Georgia to the head o! ’he peninsula of Florida; ov er land to the Gulf ot Mexico; and thence through interior sounds and bajs io Or e.uis. Some of the short natural impe diments of this line are already removed ; others are rapidly disappearing, and ihe rest,i„ tj,e opinion ol th* Hoard, will ere long be over come. No tv, the works which would pri-erve this line of communication from north to south, would also protect the mouth- of the communication* from •ast to west, as will be evident when tlie advantage ot fortifying particular points, come- to be shown. To take one example among many, the security of the mouth of Chesapeake Hay, would at once pre serve the commerce from north to south from the Dismal Swamp to the head of the Chesapeake, an.! that which is carried down all the riveis which empty into it, as the Janies, the York, ihe Ila; pa hannnek, the Potomac, the Sutqueh anna, Uc. The sea coa-t ol the U. S. which extends 3330 miles is divided into lour di.tinct part-; the Non. Eastern, extending from Nova Scotta u> Cape Cod; the Middle, from Cape Cod to Cape H. ite rs-; the Southern, from Hatter.is to Cape Sable and the Gu.f ol Mexico Frontier from S.ble to the tnoilh of Sabine R:ver. Of these sections the Board enumerate the poB|tio..s to be lor.itied, and the advantage- nf each. i nc norm r-asieiii section is characterized by it8 set rated coast, iiulucious harbors, and dense fogH. On the eastern half of Hits coast, these, and the intricacies ol i s navigation, not only se cure an inttnor communication, but to protect it from an enemy. The remainder i« less broken, but contain* several excellent harbour-. On this p.irt of the maritime frontier the Hoard recon.mend the fortification of Mount Desert Island, Peimbscot Hay. 'he Sheep’s Out, the Ktnneberk River, Portland, Portsmouth, Gloucester, Beverly, Sa lem, Marble ead, Boston, (the additional Uelen ces of which last nr e estimated at $1,279,129,) Plymouth and Province!own. The coast between Gap- God and Gape H.itteras, has fewer hstbours than tha last, and principally i sandy shore. It is distinguished al-o by its milder clim-.te and clearer atmosphere, by tie depth and magnitude of its bays and sounds, a„d t|.« length of tiie deep tide navigation in the rivers. The important stations requiring aecurity, are Martha’s Vineyard Sound, Buzzard’s pay. New Bedford Narragan-ett Pay, (a station ol great consequence, as being the o; ly one on the coast accessible with a northwest wind, and as commanding the great inward curve of the coast from Gape Cod to Ha - teras.) Stoningten, Gardiner’s Bay, New London, anJ New Haven. New York will require ad li tional defences to the amount of $6,201,8.31 ; Fite Delaware Hay, tollie amount of $817,000._ In the Chesapeake, Hampton Roads is recommend ed as the chief naval rendezvous to the south, as Boston and Narragansett Bay are to the north; at»d the harbour ol St. Mary’s and the Patuxent,’ for fortifications. As to Annapolis tbe B .aid are tillable to slate whethei new wo Us will be rrquir [ ed; but a small work is itquired at the mouth of I Elk River, to protect the Dela* are and Chesapeake I Canal. Tbe District of Columbia is protected by | Fort Washington, which work cost $416,167.— j This fort had been better placed on Lower Cedar ^ Point. For securing Baltimore Harbour a fort I is nece-sary at Hawkins’s Point, and another on the j extreme end of the flat on Holler-’* point The | estimate of them Doth i- $917,512. Ti e present fort M’Henry, Redoubt Wood. & Covingu,,, B.Ue | ry, should be retained ns a second barrier.
