DEPARTMENT OF STATE. { Continual.) The Fourth Jludilor's Office. Iti-* rcui.iikc«l that, in this office, there ha-' beer an extraordinary increase of expenditure. Fur the last six years, it stands thus: 1322, £ .J53 52 1823, t>yy jo 182 i, J ,636 01 1825, 1,226 01 1326, 3,73237 1827, 27 It is necessary here lr repeat a rein uk which has been aheady made, namely, that the expendi ture of a given year being greater than that cf a preceding year, i« no proof of extravagance, but may really be owing to the smallness oi tin; pre ceding expenditure. That this was the case in the i mirth Auditor’s office, is quite certain, l't r, iipon estimates furnished by the Department, in Congress, iu the year 1822, appropriated for thi office, one thousand dollars, which was thought necessary for the service; yet, in tint year, only £153 32 were expended; in 1823, 1,65') dollars, wero estimated and appropriated ami only COD dol lars 19 cents expended; in 1821, before the present Auditor was appointed, 1,800 dollars were esti mated and appropriated, being within 200 dollars of what has been allowed for any subsequent venr. Now, it in two years, £2,650 were thought1 ne cessary fur the service, and only 1,143 dollars Cl cents were expended, it must be evident, that the apparent saving could not haye been without the consequences already mentioned, and explains ufUriently why the expenditure afterwards Was greater, lint it is duo to the present officer tosav, that tins increase has not been ow ing to hitu, toi the estimate of 1,600 di Mars was made some lour or five months before lie came into the office. The • uso of the reduced expenditure in 1822 5- 3, is to be found in (ho history of the r-ffice. The pre decessor of (he presont officer died in the month of June, 1824, cf a lingering illness, as appears from the fact, that the appropriation law or 1826 al lowed to Thomas 11. In 1825, there was added extra clerk hire C77 dollars, and hi 1827, extra clerk hire SCO dollars, which must, i f couise, have been uuthoii/.od bv the Secretary <>. the Treasury, upon the ground of their necessi ty. These, it will readily be observed, arc pro < ic!y the items in which an increased expense would be required to biing up arrears, and put the office upon an efficient fooling. Resides, the num ber of vessels and men employed in the naval scr ice has been augmented, and, of course, (he num ber ol accounts to be settled The total estimates arid appropriations for the last six years were 19,460 dollars, and the total expenditure was 7 J*70 doll- rsand 20 refits; it,.* < ihrmi?'-**.
