Mr. Allen, of Preston, rose and said— Mr. Speaker :—Nothing but the principle of aell-defcnce could iui|>el me to take the Boor on this occasion, amidst the lucid discussions with ! which the House has been favoured; but this prin ciple that runs through all the animal kingdom, [even to the vilest reptile that is induced to turn when trod upon,) is now too poweifu) for resistance. . 1 trust that for the obtrusion of my remarks upon this House a sufficient warrant is given when it is recollected, that 1 represent one of those unfortu nate bantlings, that has its place in a tpur of the Alleghany mountain—whose location is so partic ularly contemptible in the eyes of the gentleman from Harrison, (Mr. Williams,) and said in this House to be recreant at home, and a supplicant a broad: Thus becoming fair game for the bellige J rant parties, whose sangninary shafts have left us : bleeding at every pore; and whilst 1 would say to i the gentleman Irom Brooke, (Mr. Doddridge,) that i I disclaim ingratitude to the old stock from which we were taken, 1 would say to the gentleman from Northampton, (Mr Parker,) that 1 disclaim the character of a sturdy supplicant, taken into favor, upon the condition that I will become a game-fowl, prepared with spurs, to strike to the vitals of my Western Brethren. i came Here, Mr. bpeaker, witha determination to impart to the larger counties a representation in Conventiou, according to their free white popu lation, upon the consideration that the smaller counties should retain unimpaired, the representa tive’weight to which they would bejustly enti tled.without losing itself as|a drop in the great flood. That the small counties do possess a political wcight.to which they aie not justly entitled,1 have never doubted, nor do I yet doubt; and that they should still retain it in Convention, 1 conceive to be an unwarranted retention of a right, belonging properly toothers; but, that the ungraduated ben utoriul l)i*irict Plan, and thai of County gradua tion, arc inadequate to a removal of the evil, 1 am well prepared to say; and that, in the adoption of the Senatorial Disirict Plan ungraduated, or that of the County giaduation, as classed by the gen tleman from B.ooke, (Mr. D ,) (all printed and put into our hands lor consideration—wherefore, 1 take it for granted, 1 have a right to discuss them col laterally,) while you relieve on the one hand, you oppress on the oilier. Is the Senatorial District Plan oflered by the gentleman from Fairfax, (Mr. Fitzhugh,) giving to each District 6 Delegates, better than the Coun ty Representation? By it, that part of the Stale West of the Blue Ridge, would have 45 Dele gates, and that Fast ot it, 75—this is no acquisi tion oI strength to the YY est; yet, as an induce ment tons, the large county gentlemen say, let us support it, ami the principle is gained. YY'hat principle is gained? They ansa er, the principle of representation according to free while popula tion, and yet they y ield the increase of population hr IS years ! YY hat is this for—because there is no latei census? No. There was a census taken only 8 years since. Then, what is the reason it is yielded? 1 will tell you, Mr. Speaker: It is to appease the slave-holding counties, and to en list them into a plan, that but for this relinquish ment they would spurn; and, in after time, the Federal Number Representation will be insisted upon, with a much better grace, titan it now is, when coupled with the recollection, that we of the YY’est yielded 18 years increase of population, iu consideration, that the Fast would he quiet about their slaves. 1 thought, Mr. Speaker, when in Committee of the YY hole, the County Plan supplanted the Con gressional District Bill; that the great enemy had fallen—-but 1 now find a resurrection of him in the Senatorial District Plan, base*! upon the cen sus ol 1810. “ YY e have scotched the snake; not killed it”:—It is the same thing, by adilfeient name '1 he advocates of this latter proposition, talk se riously cl principle, when some, and 1 th nk a ma jority ol the YYcatein large county gentlemen sat quietly in their seats, while the work ol death was going on in Committee of the YY'liole; and, thereby, gave a negative vote in favor of the Con gressional Distiict Bill, in a single-handed struggle between it and the County Bill—one a icprcsen 1 tat ion by federal numbers, (which, a few-days since, w as parlicula ly odious to some of the same gentlemen, in-omuct) that they were heard losay, “ They would neves, mingle with, or sit by the side of Slaves, or the Representative® ol Slave®,”) and the other entirely tree liom tlii® objection: Vet, we set these Mine gentlemen, then -o jias sive and indifferent, now seeking to make allies of these small neighboring counties, to whose inter ests they wire so indiliereut, and whose very ex istence they were willing to annihilate, by these sable, new-born constituents. Scott, with a population of 3992, is also entitled to one delegate. Now, the same princi ple that would give to Warwick a representative for 620, would give to Scott a delegate tor every 620 it could furnish, which would entitle the latter to 6—and taking out 620 (which is all that is re j quired to give it a delegate,) there is left an unfeml resented number of 2372, which is 6-6ths of the county. (I should not name this example, only that the scheme proposes to be an equalising.one.) —Let us pass from Scott, the maximum of "the h>t class, to Lewis, the minimum of the 2nd—the lat ter having a free white population of 4122, *|130 more than the former, gives it an additional dele gate,) 130 being the price of the additional one in Lewis (because it possesses that many inoie than Scott,) ought to give to Scott a delegate for every 130 that it possesses, which would entitle if to up wards of thirty delegates, and even Warwick fo‘ four: and these are small counties, of the first* class; and the same number ought to be 'more highly appreciated than in the larger county pi Lew»«:—But Lewis has not this advantage only, over Scott of the*lst class, but a much gregier a*l^ vantage over Albemarle of its own class.
