DIALOGUE II FT WEEN MR. KOI L AND MU. SUFFRAGE. Mr. Sail—What goo l news, do yoa have, Air. Suffrage, since town-meeting. Mr. 8ufliage—Mr. Soil. I have made many proselytes this season, and the people believe I, in light, ought to he a free auJ independent voter.— Impossible to tell you of the tinu show and gaudy dress the editors have adorned me with. My presence, indeed, was enchanting at town-meet ing, and I have the promiso of a Loudon hotel in town like the a read.-; to be a hero, and.go to the General Assembly tin's season. Mr. Soil—Mr. Suffrage, an l rightly named too; for you have no ju t right of your own, u’d but your name you borrowed of me, and that is too in significant for mo to claim. Only look, and see who support you. They borrow their bodios, food and raiment, from my bountiful hand, and iiko the wretched jews they deny lltrir creator. You boast of your proselytes (but such aro not my sons;) you brag of your lino show, your arcade Hotel, your plumes, your wonderful presence and assembly hero, your masijuerado balls, and con quests in other p..rl3 of my via yard, but cuter not into Rhode Island, Sir. Mr. Suffrage—Friend Soil, you aro a bigot; you talk like a tnad man; let tna tell you, Mr. Soil, that this world was made free for tne as well as you. You arc rightly named foot-stool; I confess 1 am not like you, neither arc my fol lowers. Wo aro al/aue you, and I should bo ashamed of inyself, it 1 weio as dirty a fellow as you are. I do not deny iny maker. Beauty, labor, skill and the fine arts, aro my G'o.l. All other portions of this Republic, save ono, l have conquered, and 1, the hero, will subdue Rhode Island, bhe can not resist my army, commanded by that invincible general, public opinion. Mr. Soil—Mr. Sutli igo, I want nothing to do with you, oxccpt to help pay my taxes, put out my fires and fight iny battles. This is all you are good for, and ycu ought to thank me for suf fering you to breathe the air, when you do not own a particle of my propel ty. You are a lazy, Idle, lying fop, a drunken gambler, living by borrowing, a knave; you hold fast to your old in tegrity—sny thing—but, work— A (tec my plant ing, sowing, and' cultivating the good fruits ot spring, I will chat with you again an I see if I can’t bring you to reason. If 1 sfop to idle nway my time, you will all starve and your name will perish —you are going to upset every tiling; you have destroyed good old Adarn and now aro not willing to let us have the Clay. Mr. Suffrage—Well, good by, Mr Soil. It is a pity that one who liar beon so nuleh cultivated a3 you have, should not have learnt better breed ing. But never mind, I oniy ask of you to give me my rights, or if you don’t choose'to do that, •ince old kiDg Charles gave you the power, and you can keep it,-why I would thank you the next time your house is on lire,or you aro invaded, to ?ork the Engine or shoulder th. firelock yourself. ou had better pay your own taxes too, and not put every cent of them upon me. Mr. Soil.—Ah, Mr. Suffrage, it lakes two to make a bargain. I have got your nose to the grindstone, and i mean to keep it there. Captain Basil Ilall, the traveller par excellence, who was to give the British public the clearest in sight info American manners and jffairs, and whom Sir Walter Scott thought so eminently fitted for tho delicate task, has, according to the Caledo nian Mercury, given the following as the general j result of hi • observation . on our country. The re fu irk* were mad< at the Edinburgh mooting in fa vour ol Catholic Emancipation. The honest sea captain says, with at least sufficient bluntness.— “I am just returned from America. In that coantry there is far less freedom than in Britain— less freedom of the press—less freedom of speech —less freedom of thought. And this i ascribe to (lie principle of their government—unversal suf frage and tho want of an established church. But, I havo written my observations on the subject, and will tell you all about It by and bye. I concur in the present petition, because the measure which it supports is calculated (o secure the blessing of *n established church—and became it is to be accotn Ranied with the abolition of the forty shilling (ree olders—and thereby to restrain the greatest curse in any country—a democracy.” We are curious to see iu detail tho premises from which those sweeping conclusions, are drawn. Our traveller should remember how he was hoax ed at JL-oo Choo. (To had at least ample opportu nities of (earning -the truth in America, having been received with that confiding hospitality to which, ?n despite of many legion*, our country men are very prone in the case of Englsh travel ers. The captain labours, it is to be presumed, under the national mania described in the follow ing passage frun a modern French writer: •’We ridicule the ignorance of the Chinese when '.'icy show us a map of the world in which Chi* na alone occupies n greater space than all other countries put together. But (here is aftoiher peo tt-J, tr.tteh mote glvi! . rd »rd entighfoTie !, whoso uaU'ju-l |>!.do is scrneUiucs quite as aU»unK^Tbo i English, like the Chinese, make themselves the ! centre ol the World.--One would think, to hear them talk, that evriy thing began, continued and ! ended in the Ltriti-b Isles. Tlio Edinburgh Rcviovv, in an article on tho state of the British Wool Trade, havinff'iio refer ence to the United States or our tarilT, has several sensible rcmaiks, grounded on tacts and documents i which cannot be controverted, which we would recommend to tho attention of our fellow-citueos. : It is tiHtunate for tho world that tho true princi j pies of political economy have found such nblo ex i jKMitors .uni advocates »3 adorn with their cotr.po j silions the pages of this Iteviciv. From the arii I clo which we have mentioned above, wo extract (the following which contains the conclusions at which tho writer arrives in relation to the wool J trade: [Boston V. U'as. It is, therefore, clearly established, first. That f the fiee importation ol foreign wool is absolutely j essential to the very existence of our own woollen j manufacture; and, smnnt, That its impm t.ition ■ !ia< not occasiouod the fall in the price of English wool; but that, on the contrary, by cuabling the latter to be partially worked Up into cloth, which cannot be wholly manufactured of it, its pi ico bar been sustained ot n higher elevation than it would olherwiso havo reached. In proof of theapeura cy of this viow of the matter, wo may mention tho fact, that the price ot English wool Jell in 1919, when tho high duty was laid on, "and that it con ' tinurd to decline during the who’ .*-,; . . operation Hence u lotiowa, that tbe re-impoM ’ tiou of the duty would not cflect the obj»ct In view—that of rnisiug the price of British Wool; audit has been shown, that in attempting to ac i complish what is thus evidently impracticable by \ such means, we should indict ainoita! blow on a ' branch of industry on which not fewer, perhaps, than a Mir.z*to.\ of individuals are directly de • pendant. Colonel John Crowell, tho lato Agent in the Cicck Nation, wo are authorised to say, has been directed to remove his Agency west of the Missis sippi, to the country allotted to tho emigrating In dians He has very lately returned from W ash ington City, and has, wo unilvrstand, a talk from the Executive to the Creeks. Tho President tells them that an Agency will no longer be retained in their present nation; that it is his wisli they should remove, and his determination to have their lands surveyed; that inasmuch a* tho State of Al bania has extonded her jurisdiction over them, they will ho thrown without the protection of the General Government, and that tho only cour.so left to bo pursued is for them to remove, lie also informs them, that such as are disposed to remain, shall have a strip of land set Rpart for them, but that they will bo subject to the jurisdiction of aStafe in which the land may lie; but that such as remove will have continued to them the protection of the Government. Capt. Walker, from whom we de rive this information, further informs us, that a meeting of the Indians is to bo held on the 2Sth inst. for the purpose of deciding on the President’s instruction;. Capt. W. thinks they will emigrate cn masse, and that they will never plant another i crop in theii present country. American claims on Francs.—The excellent i spirit which is now exhibited Ly the American public on the subject of these claim*, if vvcil se conded by the Government, cannot fail to receive a peaceable and beneficial result. The I'lench catlcr? are full, and the interna! claims on them are daily lessening. France paid promptly and without any iistress, the enormous tribute of sev en hundred millions of francs which site was a merced by the Aiiies in 13iy. The French Min isters, educated in the schcoi of Talleyrand, are well known to be the mast adroit of any in Europe.; but they have found that the cannot always resi-.-t punk with finesse They have never denied that Americans had fair claim* for spoliated property, j But they have had tho art to postpone to a luturo day any dr.c'sivc measure on th • snbjoct. Tho French Ministers of Foreign Affairs Live nlways conducted their correspondence with those Envoy* with wonderful biensiancc and mystification; but when pressed far an ultimatum, have found it no- I cossary to resign; and thereby give the new Min ister the convenient plen, that he had not sufficient time to make himself so acquainted with the impor tant subject us t a give his sovereign any specific ad vice ther-an. Tliis has boe.n the trick for years; and they have considered it as a cheap mode of getting rid of the disagreeable subject by compli menting the moderation of our ministers. It »s high time this course was altered, and that Yankee spunk should bo matched against French finesse.— France and tire Bourbons, have too large a stake in the continuance of Peace, to risk a contest with the United States; and they are fully able to pay for old misdeeds to the last cent. [Bast. Sent. Gkorgbtoww,(D.C.) May. 1. The Canal.—Itis not only interesting, but quite surprising to ohserva the progress the contractors have made with that portion of the Chesapeake & Ohio Canal which passes through our town, to the basin at lira mouth of Rock Creek. There is, wo believe, already about four hundred and fifty fact, oxtending from Congress Street, west, cut through x bank, to the depth of at least thirty-five feet. The work has also been commenced between Washington, and through Green street*, extend- j ing Last, which goes on finely. Also, tho upper section, in the direction of General Mason’s foun- j dry. The workmen all appear to be in fine spir its, executing their work with seeming cLeerlul ness and delight. At sunrise, at eight o'clock, and at half past one, tho merry boatman’s horn, wind- \ ing its shrill but charming notes through tho town, may be heard summoning the laborers to their dai ly task. At the close of (lie day, it is amusing to see them paraded like a troop of horse and infan try, waiting patiently for the roil to be railed, after which they disperse, the trooper* galloping through Bridge Street, with their arms (chains and geers) clanking like a heavy body of cavalry , entering in upon us after tho carrying of a besieg ed city.
