That object was the destruction of the sys tem of Internal Improvement, which had thus far been pursued lay the St,.tc. The liist blow was levelled at the Board of Public Works, in order to check the dif liision of informal on, without which, tho Legislature could not act. The Board had been characterized as useless and inefficient; but to that opinion he was far Irom subscribing. On the contrary, bo considered it to bo highly useful, and its labors' mo f beneficial.— The members came from different parts of the country, each bringing Ids quantum of local information. That information was interchanged at their meetings and consultations, until a lull view of the necessities and facilities lor improvement, of tho whole Stale, was bc lore them. They came hero wiiilo tho Legislative whs in session, an I were thus enabled to avail them selves of ti.c local knowledge of the members. I he Legislature levied the Governor for the whole Coin tnonwealth; and lie was President of flic Board. When all were assembled, their duty was to apply their con < ntrated knowledge to the recommendation cl schemes °* Internal Improvement, for legislative action. And Mr. I). could not imagine a Board more capable, from its very formation! of carrying into lull effect the objects °t its organization. Their labors had thus lar, boon o' great utility; as gioat at any rate, as the tardy end un willing legidation of this House would permit. As to l!lC forgotten corner of the Stare in nliicli ho Jived, It would have been entirely neglected, but for the recom mendations of the Board of Public* Winks. Whatever had been done in the West, and lor the West, was at tributable to tho labors of that body. The gentlemen li'om Dinwiddle and Mecklenburg were opposed to In ternal Improvement, because their Counties had noth ing to improve. They asked for nothing; and would therefore refuse tire requests of tho«e less happily situ ated. Surely this was not tho principle on which the measures of liberal and enl ghtc cd legislation should lie founded. Mr. I). was a warm, a devoted friend to internal Improvement, not .alone because his section of the country needed it, (although that was a powerful motive,)—but, also, because he saw tho rapid strides with which other Mates were surpassing Virginia, in this most vi'al of all domestic policies, lie saw their daily progress, the perfection of their roads and canals; ami he ardently wished this Commonwealth to enter boldly into com; etition with them in the race of pros peiity. I lie IN cst had a deep interest in the persever encc ol tlie Sta.e in its system of Internal Improve ments, nor w< re (lie other portions of she State unin'er es ed, although gentlemen seemed not to leel that (lie system was capable of contributing to the good ol the whole body politic, / lie progression of the system, and the extension ot legislative aid, wherever it was needed, would have the effect to strengthen (lie bond by which tho State was united, to bind together the in terests <.f the various sections, and give to Virginians the feelings of a band of brothers. Break down this system, and discontent and division must prevail—the on rgics ol the Stale be (littered away. The spirit which i. • -v exists among the people, would lie checked it not extinguished; and Virginia stand (he mock of the surrounding States, a secondary Commonwealth, neg lecting alj the blessings which nature has so lavishly bestowed upon her. lie saw in this hill the first step towards the destruction of Internal Improvement; and the dissolution ol the fund tgr lute-mil Improvement would, he anticipated, h > the next object of its enemies. He trusted the hill would hot trass. [home explanations here took place between Messrs. Goode and W Ulianas of Shenandoah, not essentially con nected with the argument.] Mr. Goode could not perceive the Injury which was anticipated by some gentlemen trom the passage of this hill. He could not pretend to direct or advice the friends of Internal Improvement, lie might not be* ranked among them; but he was a friend to the pros perity ol the State, and he wished to cn«ure it by using his efforts to prevent the Government Irom be coming involved [ill debt. Gentlemen had frightened themselves by conjuring up shadows—and the gentle man Irorn Harrison had supposed (hat the fund for In ternal Improvement was to ho destroyed. This was a mero fancy, and ii might truly lie said, that —-"Shadows to nijzht struck moro torror to the sou I of Richard Than cjin tho substance or ton thousand soldiers." There was no design to injure or Impair that fund: nor coahl there he any Injury in sinking off this fungus, lor the Board of Public Works was nothing more. Mr. Mason ol F. sad that every session since he had been in the House, this proposition had been he lore it, advocated hy die grntein an from Mecklenburg Mr. Goode said, * last year only." Mr. M son said he might have been mistaken. He thought the gentleman ought o have looked at the his tory ol legislat on in this House, be'ore he threw out the challenge to tho friends ol Intern-I Improvement to shew (hat (he Board had done any good. It had been truly stated, that the House had disregarded the recommendations of the Braird, and thus rendered their labors nugatory, rim legisliture had always rejected t ietr advice. 6'ui Av/io do they ndvise us, says the gentleman.
