THE DAILY DISPATCH Virginia Mondat, Dec. 20. Senate. A bill from the House, in relation to "Chari ty Schools" in New Kent county, and authori sing the election of an additional number of Overseers ot the Poor in Paid county, was passed. Also a bill incorporating the Carbons Mining ard Manufacturing Company. A minority report on the sulject of small notes, was presented—and both reports order ed to be printed. The remaining business of the Senate to da* was confined to preliminary stages of le gislation. House of Delegate*. The Speaker presented to the House a com 'rum W.
