Private letters received by the Atlantic are in definite with regard to the Eastern question. They mention rumors of the Sultan having de clared war. and of an actual commencement ofhos tilities, but nothing certain was known. When the Atlantic sailed breadstuffs had taken a decided up ward turn, and the impression prevailed they would further advance. The very latest accounts from Constantinople are certainly warlike, but many had hopes that the calamity would eventual ly be arrested. Relative to the despatch received from Vienna, published by us on Monday, the London Globe ssys: "In publishing the foregoing important intelli gence, we would merely state that although our own information does not authorize us to corrobo rate the main fact of a declaration of war, it is of a nature to warrant us in placing every credit in the statement. That the Sultan had, on the 27th, con voked a grand council, consisting of one hundred p.ad twenty of the principal ministers, counsellors, pat-has and others: that the question of peace and war was submitted to them by him. and that they had decided in favor ot the latter alternative—all this is beyond a doubt. Such being the case, our readers will see that all the probabilities are in fu ror of the correctness of the main feature of the in telligence." Other accounts inform us that at the Grand Council despatches from Omer i'acha were read, urgently counselling war before the winter should set in. It was further stated that Prince Gortschak iff was moving troops as if he intended to cross the Danube for the purpose of attacking the Turkish position at Roustchouk. It will be perceived by the following correspon dence dated Olmutz, Sept iff. chat peace was then expected. Ihe conferences between the two Powers have nded. The Emperor Nicholas and Count Nesselrode have given to the Emperor of Austria and Count Buol Schauenstcin the most positive assurances that there is now a lid henceforth no question of any isolated action on the part ot Russia with a view to the subvert ion of the Ottoman F.mpire, and that the sole object of the Emperor Nicholas is to terminate the entire affair with honor, and put an end to the suspense in the European money mar ket as quickly as possible. For this purpose it is the anxious joint desire of the Cabinets of Vienna and St. Petersburg, that, with the concurrence of the governments of England, France and Prussia, collective action of the Vienna conference should be renewed, and that its result should be a formula of assurance so perfectly satisfactory to the Porte as to hold forth every prospect of acceptance. The question is therefore regarded as substan tially terminated, and henceforth involving only a lew forms, which we may safely leave to the tact of the diplomatists, unless the Moslem fanaticism which Russia has so incautiously evoked, should in terpose a barrier. These assurances will take place with a view to enable Russia to accomplish, without humiliation, the wished for point of the evacuatiouofthe Principalities, but will involve, on the i art of the five powers, no technical guarantee to Turkey beyond what already exists in tne treaty of 1841. and which, in fact, (says the writer,) would be superfluous. This, i: will be seen, transpired previous to the reception of the war news. On Mouday, the 3d inst., the ministers in London, constituting a ma jority of the British Cabinet, held a long conference on the position of Eastern affairs. The intelligence, which was the immediate occasion of the meeting, was that on Sept. 2G, a week later than last letters, the Grand Council, a body consisting of about 140 magnates ofthe Tnrki-h empire, had recommended the Sultan to ma!ie a declaration of war. Theforce of that recommondation, and the probability of the Sultan acting upon it, as well as the particulars ot the proceeding ascribed to the Grand Council, must remain a matter of conjecture until the arrival of more definite information, which was hourly look ed for, by the route ot Marseilles. We find in the papers the following summary, which possesses considerable interest: By the way of Belgium comes a statement, for which the public were not unprepared, to the effect that the French cabinet had at last expressed, in strong terms, its surprise at the irresolute conduct of the British ministry with regard to the affairs of Turkey. It was openly asserted that the French govern ment considered that France had been duped by Austria, outwitted by Russia, and unskilfully led by Lord Aberdeen. The Minister of War was said to have issued or ders of a nature to convey the impression that France must be ready for every emergency. A Toulon paper confirms this by sta'ing that all officers and soldiers on leave in that city are order ed to join their respective corps immediately. THE LATEST DESPATCHES. Paris. Oct. a—6 P. M. Man.—On Sunday lart, an inquest was held in New York on the body of Jos Nowitzky, aged 18, a Polander by birth, who shot himself through the head with a pistol. The ex traordinary feature in this case is that the despe rate act was caused by a hopeless love attachment to Mrs. Sarah Nowitzky, his brother's wife! He had on several occasions made improper advances towards her, and on Saturday, she repulsed him with blows, subsequently ihformiug her husband of his conduct. On Sunday morning Mr. Nowitz* ky ordered the deceased from the house; he did not go immediately, and while they were taking breakfast they heard the discharge of a pistol, and on going up stairs saw the deceased bleeding on the floor, he having shot himself through the head. Shocking Affair i* Dinwiddik.—The Peter burg Express, of Tuesday, has the following: ' We were informed at a late hour last evening of the chief particulars of a tragical event, which is said to have transpired yesterday morning in the Court House of Dinwiddle county. The parties concerned are cousins, of the names of Thomas and Edward Louis. It appears, that for some time past, Edward Louis has been on terms ot too close intimacy with his cousin Thomas's wife. The jealousy of Thomas was doubtlessly excited in consequence. The par ties met yesterday morning in the county Coart House, and after some harsh words on the subject, Thomas drew a pistol and shot his cousin through the right lung. A gentleman wholeft the neighbor hood at 4 P. M., reports that Edward was in a dy ing condition. Petersburg.—We learn from the Express that the bark Hebron arrived at City Point on Monday with a cargo of iron, from Newport, Wales, con signed to James Dunlop and Uriah Wells. We copy the following touching narration from the Southside Democrat. Artless Simplicity.—A certain little boy of this city who recently lost his father, found himself de barred thereby, trom attending school, as formerly, and in the fullness of his faith,he detet mined to seek the wherewithal, at that footstool to which he had dobutless been taught to look for other and higher blessings. In the simplicity of bis heart hesatdownand gravely wrote a letter to his Redeemer, thinning, perhaps, that so formal a mode of preferring his request would meet with greater attention. What was the surprise of our worthy postmaster, Wm. N. Friend, Esq., on discovering, among the contents of his letter box one morning lately, a missive di rected to "Jescs Christ"! Opening it, he read the story of the boy's wants, and. with a noble kind ness which we are not selfish enough to deprive our readers of the pleasure or profit of hearing, he de posited in an envelope the amount required and di rected it to the young supplicant We have never heard a story that in so short a compass contains a more instructive and interesting lesson. It com bines a singularly felicitous union ot fine illustra tions of the great pillars of religion, Faith, Hope and Charity, and we would not wish to know the man who could hear this "plain unvarnished talc,' - without feeling himself and his kind ennobled by the recital. Under the new arrangement, by which the con. solidatiou of the Union line of Pittsburg and Cin cinnati packets, has been effected, it is agreed that any existing arrangement of the Union line with the Baltimore and Ohio Railroad, shall be fulfilled by the combined line, and that none of the parties are to use any influence to the prejudice of the business of said road, in favor of any other rail poad. . The Board of Directors ot the Wilmington ar.d Raleigh Railroad at their regular meeting on Fri day last, (says the Wilmington Journal,) declared a dividend ot 4 per cent, from the earnings of the Road for the last six months; and further ordered a payment of thirty-five thousand dollars to be made to the Literary Board on account of the principal of the debt of the Road. The financial condition of the Company is very favorable, and sound in every particular. Has Garrett been Arrested! —Contradictory statements concerning the arrest of Garrett, the murderer of Cumbie. who escaped from the jail at Northampton, N. C., recently, have been published.
