Tuesday, Jnly 18.—The market is still unsettled, ar.d will be so to some extent, until the question in regard to the New York and New Haven Road is disposed of in one way or another. The general sen timent of the fiuancial portion of this community is very decided upon the subject, and a repudiation of the ' over issue,' upon any grounds, would meet with public disapproval, even from those wbo have no pe caniary interest in the result. The effect of such re pudiation upon the Railroad interest, and upon all classes of stock securities, would be more disastrous than the first discovery of the fraud. We do not be lieve that it is possible wholly to separate the sctnel old stock from the over issues ; the Courts may draw a line and declare what, shall be consirieied genuine stock, aud fraudulent; but this will fee a mere arbitrary distinction. The Stock Market is hoavy, aud lower. Foreign Exchange is still in favor of the buyer.— Jour, of Com. Last week we accompanied to the grave the corpse of young Baretta. the chorus master of one ot the operatic companies He was an excellent musician, a uood piai ist, and a promising artist. Almost every member of the two Italian opera companies has been sick The directory of both are ruined by their enterprise. I have never known Mexico as sad and desolate as at this moment. The cholera, typhus and dysentery are raging in our city, and the rains which would remova the tilth and impuri'ieg accumulated in ourstreets, do not make their appearance. The N. Ou the privileges of the Christian subjects ot the Sullan, be will only treat with the Porte, and refuses to admit the interference of the other pow ers. Although many (■eeut alarmed at this intelli gence, and although the funds continue to fall a lit tle, I have no doubt that it is the best thing which could have happened, especially as Austria'has no longer any t xeuse for temporizing, and all the pow ers will be able to prosecute the war with vijor.— Additional troops are about leaving England, most probably for the Crimea, where it is expected that preparations will immediately be made on a large scale for the investment, of Sebastopol by the allied forces. The Emperor of Russia must either be demented, or feel a confidence in his otrength be yond all probabilities, to decline taking advantage of the only chance which appeared open to him for au escape from his present position Report says that he is about to carry the war into the heart of Austria: but although he is likely to make a hard strueele to retain possession of Moldavia, and the command of the Danube, it is more likely tiiat he will send ali his disposable force to the Crimea, CONGRESS—TUESDAY.
