Wkh sueh a spirit animating its friends, this great improvement cannot but be pushed forward to a triumphant con summation. We cannot but believe thst the greatest success will crown the labors of the committee appointed in pursuance of a reso lution of the meeting, to solicit from the citi zens of the three counties above named, a loan of their credit until ninety days after the adjournment of the next Legislature, up on which means may be raised to apply to the construction of the rosd. Kentucky and Ohio have projected mil roads to conneot with this great work, and it will be a burning shame to Virginia if the disappoints their just expectations, and re fuses the Western States a highway to the seas, which will not only accommodate their immense trade, but enrich every foot of her borders over whieh it passes. The faith of the State may be considered as most solemn ly pledged to the completion of the Coving ton and Ohio Railroad. She cannot abandon it without dishonor and disgrace; without ruin, both in reputation and purse. Cu ha.—We copied on Tuesday a paragraph f.om the New York Mirror, in which the edi tors alleged, that for several weeks, they had been iu possession of positive information that certain intelligent and influential persons in that city had gone to Cuba for the purpose of making necessary preparations to receive an expedition, which, they say, is effectively organized in this country to sail for Cuba at a day not very distant. We have heard so many tales of expedi tions to Cuba, that really we do not know how to credit even this " positive informa tion." If it be true, it shows, what we al ways maintained, that the main spring of Cu ba fillibustering is in the North, as indeed it naturally should be, Northern commerce be ing even more interested in Cuban annexa tion than Southern slavery. In the present position of affairs, being without any permanent government, and Cuba, like "Ja phet," "in search of a father,'" the South might consent to receive the island waif, and incorporate it in the American confederation. But its consent can only be given on the con dition that the slave institutions of Cuba re- j main undisturbed —a condition without which indeed the island would be as valueless to the commercial interests as St. Domingo. The practicability of a successful expedi tion against Cuba presents another question, and one by no means easy of solution. The principal portion of the naval force of Spain is concentrated around Cuba; the flower of her veteran soldiery is collected on that is land, and the fortresses are almost as capable ot resisting a sea attack as Cronstadt and Sebastspol. At the head of the Cuban gov ernment is Gen. Concha, a soldier of talent, experience and decision, and whose hands are yet wet with the blood of Lopez, Crittenden, and their brave companions. In addition to these means of defence, it is possible, and, perhaps probable, that the French and Bri tish squadrons, released from active duty in the Black Sea, may be sent to the Gulf of Mexico, so that the expedition may not only be prevented from a successful invasion of the island, but involve the country in a war with the Allied Powers. We throw out these suggestions for the benefit of Fillibusterers. We would be glad to see Cuba independent, or annexed to the Union, but that end can only be defeated by raih and preeipitate action. Let the leaders of any future Cuban expedition "look before they leap" ; let them count the cost and ap preciate the magnitude of their enterprise.— Better not undertake such an expedition at all, than undertake it and fail. efforts made in Philadelphia to shield Dr. Beale from justice, do not indicate a very stern sense of morality in that city. As the Northern presses take the liberty to criticise the verdicts of Southern juries in murder cases, Southern presses may be per mitted to criticise the action of Northern juries in cases of worse than murder, and in which the jury invokes mercy for the offend er. If such a crime as that committed by Dr. Beale escape punishment, there can be no security for any female who consults a physician or dentist in a Northern city, espe cially when the ground is assumed that un der the influence of chloroform imagination takes the place of reason, and the testimony of the subject cannot be relied upon. Dr. Beale should be punished to the full extent of the law. It is due to the irrepara bly injured victim of hU villainy; to the re spectable members of his profession, and to the virtue and good repute of Philadelphia, which must sink lower than Sodom if such crimes can be perpetrated in broad daylight I in her midst, with impunity. j Angel Gabriel seems to have led a somewhat sad and disconsolate life in the Southern communities. Thi Mechanic*' Inctitvtic.—The interest which the Exhibition of this Institute has excited in this community and in the minds of our people at largp, is cheering in the high est degree, not only to the friends of the In stitute, but of Virginia. It hns been a con stant reproach by her enemies, that she has neglected her mechanical interests—interests with the prosperity of which the success of every State is identified. This sneer can be east in her teeth no longer. Her Mechanics' Institute has made a noble beginning. It now only remains for its members to carry it on in the resolved, energetic and fraternal spirit which has characterized its commence ment, to ensure the hearty good wishes and co-operation of the whole community, and j to reap a rich harvest of usefulness and re- I nown. Tux Mormons.—We feel some anxiety to know who will be the successor of Brigham Young. The President, it is said, has deter mined to appoint a civilized man in Brig ham's place, while, on the other hand. Brig ham has emphatically declared that he would remain Governor as long as he pleased, and that he acknowledged no authority to put him out except that of the Almighty. It now remains for the President to show this "high er law" Mormon, that "the powers that be are ordained of God," and that the Almighty will put him out through their agency. It is a duty which the President of the United States owes not less to humanity, civilization and common decency, than to the country at larjre, to displace this brutal savage from an important post under the government, and not to permit the Executive authority to be brow beaten and defied by one of its own subordinates. The President could not perform a duty which would be more acceptable to men of all sections and all parties, than the removal of Brigham Young. It would be hailed with one long and loud acclaim from one end of the Union to the other. Put him out, and send a couple of regiments of United States veterans to keep him out. Baltimore and Ohio Railkoad —A' scene of much excitement occurred at the meeting of the stockholders i&thUcompauy on Tuesday, at Balti more. A large number of the private stockholders withdrew and refused to vote on the ratification of President Harrison's report. They were to hold a meeting yesterday. Henrico Cmj*TT Court.—The session of this Court yeaterday waa spent in the trial of * frea negro named Beverly Cousin*, charged with unlawfully and maliciously stabbing Eliza Clarke aad Wesley Jones, free person* of «>lor, oo the 24th ot August last. [Messrs Williams and Randolph appeared (or the defence, and Mr. John B. Youog for the Com.ncn wealth ) These jarties, it soems, connected 6y marriage, and bad been at va riance for several month*. Last Christmas a row occurred between Ibem, wben tbe prisoner was dangerously beater, and would probably bave been killed, but for the interference of neighbors. On the night of the stabbing, Cousins had a difficulty with hi' wife, hearing wbicb Wesley Jones and Eliza Clarke rushed in. and were stabbed in tbe affray, tbe prisoner in tbe meantime receiving a violent blow upon his head. After argument by counsel, the prisoner was sen tenced to fire years'imprisonment in the Peniten tiary. Rogues Captured.—Yesterday morning as Watchman Baptist and his partner were passing along 18th street, between Main and F-anklin. tbey discovered WilfOn Powell and John Robinson, two white man, under suspicious circumctancps, near the door of Mr. W. W. Bailey's wheelwright estab lishment. Concealing themselves for a short time, ibe c ffieers soon saw the accused start off with some thing in their possession, and on overtaking them, saw that Robinson bad a large tin box under bU arm, and that Powell had a cliliel and an iron spike in bis pocket. They Immediately arrested the two, and carried them back to tbe shop, when Mr. Bap tiat found that the door bad been opened. Thia satisfied tbe i ffieers as to the course of duty they were to pursue; but before caging tbe prisoners they examined the tin box, which contained four teen cakes of butter, and proved to bave been sto len from Jobn H. Goodman at tbe first market. — Yesterday morning the prisoners were examined before the Mayor, who sent Robinson onto be tried before the Hustings Court for petty larceny, and Powell, who bas served odc term in the State's pri son and been several times since convicted of petty larceny, to answer the charge ol felony , These two prisoners are the worst looking living objects we have seen for months, and it their coun tenances are a fair index of their characters, could readily be employed for any deed. 1 ire.—About half past one o'clock, yes terday morning, tbe school house on 12ih street, between Marshall and Clay, occupied by Messrs. Montague &. Bassett, and owned by Dr. Maupin,was set on tire and partially burned, but owing to tbe promptness of Pfcienix Company, the flames were extinguished be'ore doing any serious injury. The buildine was insured in the Virginia Fire and Ma rine office for 5, an amount sufficiently large to repair it. We are gratified to learn that this burn ing will not distuib the regular duties of Messrs. Montague <fc Bassett's school, there being sufficient room in the building not injured to accommodate all their scholars. Poverty and Distress. — During the greater portion of yesterday a large family of men, women and children, wer&encamped in the woods near Blakey's Millpond, about one mile and a half from this city, and judging from what we saw, they were in great distress We understand that they were on ilieir why to York, county, travelling on foot,but that owing to tbe serious indisposition of one oi the children, they had encamped thereto procure medical aid. The residents of that section ol the county, on learning the condition of these poor travellers, inmediately took steps to afford them temporary relief. Grinding Corn.—lu the basement of Corinthian Hall are being exhibited every evening, two grist mills of different patterns, In fall opera tion. We are not sufficiently versed in such-machi nery to say which of the two is the most useiul, but judging from the amount of meal that each can turn out in thirty minutes, it seems to us that either of tfiem would prove invaluable to farmers, who now have to depend on other .han their own mills to fur nish them with breadstuff. To those who never saw either of these machines in operation, we say, go to the hall and see them to-night by all means. " The Angel's Whisper"—a painting by Mr. Sully, now on exhibition at Corinthian Hall, is one of the most attractive pictures to our eye, that we have ever seen, and needs only to be seen to be admired. Mr. Sully Is an artist of great merit, as his paintings abundantly prove. Tobacco.—The specimens of manufac tured Tobacco on exhibition at Corinthian Hall, are ol a superior quality, and do credit to thcae who exhibit them. VVe noticed in one of the show cases several pieces of tobacco, manufactured by Robert A. Mayo, Eeq nearly five years ago for the General Government, aul sent oat in the memorable Kane expedition in search of Sir John Franklin, that were as sound and sweet as when first put up. Fine Saddler*.—We have noticed for several days past, some fine specimen* of Saddlery and Harness, manufactured by Mr. S. S. Cottrell of this city, which are really superb. The Dock continues to be crowded with vessels of all classes, receiving and discharging cargoes. The officers in charge of this improvrment are to untiring in their eiforts to accommodate tbe shipping community, that nearly all the masters of vessels arriving at cur port are anxious to secure positions in the Dock. Lmbkoideri.—Our attention was called yesterday to a child's white embroideried frock, exhibited at the State Agricultural Fair, last week, which in point ol beauty surpasses any thing of the kind we have ever seen. The needle work on it equals Htiy thing of the kind imported from Paris, and the taste in arranging the flowers, at well as the skill displayed in working them, prove that our country women are equal to any task they may im puse upon themselves. This frock is the handiwork of .Mtss J. C. Thomas, of Southampton, and it is to be hoped that the Secretary of the Agricultural So ciety, who has it in charge, will depot it in Corinthi an Hall for a few days, that the ladiea of Richmond may have an opportunity of examining it, and of seeing what a daughter ol the Old Dominion has done. Occupying the middle ground in the commun'ty, being second to none other than the agricultural classes, they reaorted to none of the trick# and intrigue* oi politician*, but in a spirit of true patriotism, stood by the Union aa it Is, and the rights of each of lta members. lie next adverted to the ad vantages to be derived by tbe rising generation of mechanics and the com munity at large trom the success of the Institute, in wbicb is to be established schools anil a library; and alluded in appropriate terms to the intellectual 'east to be served to all in practical and scientific lectures. Ilis peroration in behalf oi the Institute, clothed in beautiful language and rich imagery, was so touching and appropriate, that even the ladies could not resist tbe opportunity of applauding the speaker as he gracefully retired from the stand. We regret that we have not the privilege of 1 ay log this happy and appropriate address before the mechanics of Richmond, to let them see what one of tbeir brethren has said. The address would bave done honor to tbe first statesman of the land, and as a mechanic we feel prond that tbe working men hare such a representative of their cause, and from their body, as A. M. Bailey. Dealing with Slave*.—lt is a little as- that the law of the State prohibiting par sons from dealing with slave*, without the writt n consent of their misters, is allowed to remain as a dead letter on tbe statute book, when the slavts theirsilves, as well as their matteis. are mere in jured by Its violation, than by that of any other law ever passed by tbe Legislature of Virginia. Keep ers of cros*-road groggeries, in almoat every county in tho State, grow rich hy their nefarious traffic with »lavr s, and farmer* snd other*, apart from the vaat amount* they lose riailv by the pioduce itolen from them, are actua'ly having their servant* murdered by the violation of this law, and yet *ca»cely an ef fort is made to enforce it. At whese door dosn tbi* dereliction of duty re*t? Are the officer* of the law, the farmsra, the court* or the juries, responsible for this crying evil? Surely there are acrew* loese ■omewhere, and if the people, in tbe neighborhoods infected with theie peat*, ran get no other relief, let them take the matter in hand and redrea* their own grievatces. We have r»ceived Iwo communications on tbis subject within the past week—one from Han over and the other from Henrico, near the Western Square cf the city—which we cannot publish, owing to tbeir length and the pe'sinal allusion* contained in them; but we cheerfully invite attention to the subject, knowing a* we do the jnstice of the com plaint*, with the hope of inducing the powers that bs to make an efloit to provide a remedy. Steamng Money.—Patrick Beazley ap peared before tbe Mayor yesterday to aiiswer the charge of stealing $26 in gold and back notes from Wm. Dav!ne, but wben the case was called and the prisoner arraigned, the complainant stated frankly that he did not know what became of bismoney, and had no good reason to suspect the accused. He was drunk when he lest it, and of eourse could form no correct opinion ss to what became of it With this confession, the jMayor promptly discbaiged the sc cused.on the motion of A. Judsjn Crane. Esq , his counsel, and pronounced the charge a frivolous one. Convicted.—Eliza, slave to J. S. B. Tirsley, was convicted before the Mayor, yesterday, of stealing a pair of stockings valued at fifteen cents, from Wm. Burke, keeper of a grocery onj the South side of the basin, and ordered five stiipes. The pris oner had always borne a good character for honesty, and on being questioned denied stealing the goods, but admitted that she had puichased them for a lady without a written order. Lovers of good broth know where to feast and grow fat. First Vessels Through. — Yesterday the steamship Virginia. Capt. Teal, took in tow the two canal boats Napoleon and 8. C. Hurt, loaded with cement by Mr. Letcher, of tbe James River Works, for Norfolk. These boats are tbe first two that have passed down the canal and taken the tow for Norfolk. It will be seen by his advertisement that Dr. Stkin has removed his office to 10th street, near Mr. Duval's drug store.
