LATEST MAIL NEWg "WASHINGTON LETTER. >»o* op» »r»c>*fc c #»»iiroM#«»T.| Washinotoh, Dec. 17, 18. H. It sometimes happens, even In Washington (hit there are no near events to talk about, »nd ire then descant a little upon foreign af- C,irj. The aspectot thin*# on the Crimea, and those affected thereby, are now our topics of discussion. Hebatfopol will not be t*lien—this winter; perhaps not in the spring. In the spring there may be a fierce and san .' lin.ary attempt made to capture it; but it is thought a grand element or success will be wanting—the perfect unity of the Allies, and rr. :ttt*l confidence. Water and oil do not mingle. «or have the English and the Krqpch f ver evinced the possibility of any affinity. The theory of their recent coalition would b ive been sound enough between other na. ♦ions bnt it was uot sound as applied to Eng l*nd and France. That they will quarrel in the end, whether successful or defeated, is untto certain: and that the end will be has tened by a rupture between them is very far from impossible. There was in the begin ning a party in England opposed to the al ii mice, and all the recent accounts indicate the increase of that party. Does the Czar not understand this? De pend upon it that the volunteer nurse of the •Sick Man' has counted well upon it, and that when the quarrel comes he may exclaim with I ago, "Now, whether he kill Cassio, or Cassio him, each way makes my gain," In the meantime what will be the fate of the 'Sick Man"—ot Turkey 1 For the life of me I never could understand why we should cure. While he possessed power I never knew of a virtue possessed by him; and in tbe days of his decline, though he has had policy enough to assume the tone of liberali ty, 1 have never perceived aught in him but tiie craven and abject spirit ever manifested by the tyrant in las adversity. So far as he i- concerned, I would as 6oonsee him beneath the fret the bear as upright with his nose toward Mecca Hal we have Turks of our own to deal with, and our dealings are to be accompa nied with much trouble. We have permitted them to gather strength beneath the wings of our eagle, and they are now in a condition to repay us as we well might count (puon.— The I uioa of to day quotes the following from the Baltimore American : The W'aihington Union confirms the report that the Preaident baa nominated to the Senate Brevet Lieutenant Colonel Edward J. Steptoe to be Governor oi Ctah We are glad to hear it, and hope that he will be sustained by the eovnrnment *• itb nil necessary power in whatever dijjicultir * may nri<t from the disviistai of Brigham Young." The significance of the line I italicise will be understood anon. Mr. Fillmore, in effect, sustained the iniquitous usurpations of the .Mormon people, when he appointed this man Young to the oftice of Governor, and the country will have to reap the bitter fruits of that act. I have before me the San Francisco He rald of the -2d of November, containing ex tra eta from the Descret News of the 12th of October. I quote as follows : A General Conference of the Saints was held in the Tabrrntcle, Greßt Balt Lake City, which corc m-nced on the Gth of Oct and wa* continued for opwßrds of a week. A great deal of church busl »k«6 whs dore. interapersed with prayer, addrcaes ami singing, &c. The Nevis aays "Brigbam Young took up the bu« r.r. *6s of the conference, and asked the congregation If they were satisfied with him as President of the Cnurcii of Je*u* Christ ol Latter Day Sa nte, if *c, to sonify it by raising their right hands, which was co e unanimously." Rrisham then nominated a multitude of Counsel lors, President of the Quorum of the Twelve Apoa ties, the Twelve Apostles themselvf*, Pres'ding Pa triarch. President of the High Priest's Quorum, C'juwellors of the same. Presidents of the Seven ties, President of the Klders' Quorum, Presiding Hishop, President of the Priests' Quorum President of the Teacher's |y uorum. Superintendent of the i'ublic Works, Architect oi the Church, Members ol the High Council, Cburch Historian, &c., &c , all ol" which were unanimously confirmed by the Con ference. Brigham nominated himself for only two posi tions, but those two were the ouly ones involving the handling of the cash. They were, Trustee in trust for the Church of Jesus Christ of Latter Day Hninta, and Preaident of the Perpetual Emigrating Fund to gather the poor. It was ol course confirm ed, nem. con. After reading the above, we may well con .lecture the meaning of "the difficulties that may arise from the dismissal of Brighaui 1 oung." It_ may be no easy matter to con vey to that distance the "necessary power," while the following item, from the same source, will indicate the rapid growth ot the necessity alluded to: Emmigrant Trains ot Mormons are rapidly pour ing into Great Salt Lake City, in good condition. On the 29:h Sept., one company wtth iorty«two wagons—on the 30th, another with forty wagons— on the Ist Oct., a third with thirty eight wagons, and on the .1 th, the great Cburch train arrived! _ There is trouble ahead, which must be re sisted and overcome, and the sooner the bet ter. Yet Brigham Young is strong in influ ence and position—so strong that no means at command of the Colonel or Governor Steptoe may prove capable of |subduing hirn. From this we should learn that no people should be permitted to organize communities in our territories wlio do not give some suf ficient guarantee for their observance of all the requirements implied in the social as well as the political organization of society in this Republic, and who do not refrain from violating those rules, whether written or un written, which the genius of our government and people have called into existence. A. B. C. Acquitted.—Basil Eoali wa« tried last week at Irederlck.Md., and acquitted of the charge of mur. during his wife last spring. Dr. Samuel Parkmao, an eminent surgeon of of Bjtlon, died in that city, on Saturday morning last. The Spanish Minister, who was recently thrown from bis carriage in Washington, and severely in jured, is raldly recovering. Four frame building* were destroyed by fire In Troy, N Y., on Saturday last. The |depot of the Boston and Maine Railroad, at Lawrence, Massachusetts, was destroyed by fire on Fdelay night last. The depot contained a large amount of freight. Joseph Overholsee was Instantly killed Sunday morning, in Philadelphia, by falling from an omnU bus in Front«. It U supposed that be was asleep. In consequence of which he fell from bis box. THE RECIPROCITY TREATY IN THE BRI TISH PROVINCES- MARINE DISASTER SEIZURE FOR SMUGGLING, &c.
