Failure and Defalcation.—We announced on Monday the failure of tbeGlendon Iron Company of Boston and the departure of the (uperlnteadent to part* unknown. On the Wednesday following the company had received a letter from him, In wh'ch he Mated he was a defaulter, and added that it was useless to purtue him, a* he would not be taken alive. The defalcation is eatiiuated at 9250,- 000. Bank I*.vsic. —There wit a severe run upon the "Provident Institution for Saving*," in New York, on Saturday last, ami in ali about one hundred thousand dollar* were withdrawn from it, princi pally by the Irish aud German depositors. The bank, however, is perfectly solvent There was a run, aiso, upon another bank, principally by small bill holders, owing to the circulation of false ru mora of trouble in its financial affairs. Failubk. —The Columbia Insurance Company of New Orleans suspended last week. Increase and Reorganization cp the Abut.— General Shields has introduced a bill into Congress the effect of which is as fmfows: The bill increases the pay of offers to the fol lowing rates, to wit: Of Major Geaeral, £365 per month ; Brigadier General, $165; Colonel, $135; Lieutenant Colonel, $115; Major, $95; Captain Cavalry, $85; Captain Artillery and Infantry $75; <t Lieutenant Cavalry, $65; Ist Lieutenant Artil lery and Infantry, $57; 2d Lieutenant Cavalry, Sr.,"; Cadet, $33; Paymaster General and Sur geon General same as Colonel. The bill also pro vides for a retired list. Naturalization —Judge Dean of Poughkeepsie, N Y., has forbidden his clerk to take proofs of citi s unship and grant naturalization papers, and has directed that all those who wish to become citizens hereaiter must apply to the Court. After hearing the proofs from numbers of applicants, he rejected nearly all of them. He has given a written opin ion, hoUing that admitting an alien to the right of citizenship is a judicial act, and requires an exam ination by the Court in each case. Fire.—A fire occurred at Troy, N. Y., on Monday morning, which consumed Dr. Thomas' stables on Albany street, eight barns and sheds, and the French Catholic Church on Ferry street. Five horses were also burnt. The loss on the church is etti mated at $10,000. The fire was the work of an Incendiary. .—The following have been con- firmed by the Senate. William Nolan, surveyor of the customs at Paducbah, Ky.; William Shearer, surveyor of the customs at Lake Porte, Louisiana. Rolling Mill Burnt.—The extensive rolling mill of Chonteau, Harrison and Vallee, was de stroyed by fire on the 17th. Trial of Arbison.—The trial of Arrison, the alleged murderer of the Allisons, is still in progress at Cincinnati. CONGRESS-MONDAY. Sxnatk. —Mr. Shields reported a bill for the|in crease and better organization of the army, and for other purpose*. Mr. Brodhead submittted a resolution instructing the Committee on Naval Affairs to inquire into the expediency of sending a rteamer and tender to the Arctic seas for the purpose of affording relief to Dr. Kane's expedition. Mr. Stuart reported a bill for the relief of the purchaser* and locators of swamp and overflowed lands; which was considered and passed The bill to establish a board of commissioners for the examination and adjustment of private claims was taken up, and debated at some length by Messrs. Brodhead, Hunter, Clayton, Pettit, and others ; after which the subject was referred to a select committee, and the Senate adjourned. House of REFRitsKjrrATiTEs—The Speaker laid before the House a communication from, the Presi dent of the United States on the subject of the re moval of the Creek and Seminole Indians. Mr. Richardson introduced a bill providing for the construction of military road* in the Territories of the United States. The House then considered the Indian and Mili tary Academy appropriation bills, which were raad the third time and passed. Mr. Oliver of Missouri, read a speech of Mr. Benton in reply to the speech of Mr. Mace. Mr. Barry delivered a speech against knownothinglam, and Mr. Banks delivered one in lavor of it. disaster on lake superior—twenty five LIVES LOST.
