But men rite and fall, and fortune* shift in America like the changeful hue* of a kaleidoscope Whilst po litical equality U secured to all, social equality U a thing an unknown in this Republic a* in a despot, isni. All our large cities exhibit the spectacle of a few towering fortunes, and of "a toiliug multi. tude, willing but uuabie to earn the means of com fortable subsistence. Whilst we have no recog" nized aristocratic orders, such as exist in other countries, and are capable of leading aHd enlight ening public opinion, we have, at least, in our Northern States, the vilest of all distinctions, that which is founded upon the mere possession of wealth, and has no regard to either intellectual or moral merit. It is very doubtful whether, if the great Dr. Johnson were alive, and should visit New York, be would receive a., much considera tion from its "upper ten," as he diu from the mo narch of Groat liritain; or whether Milton, ltums, or Shakspeare, would be looked upon in the aris tocratic circles uf that city, as equal to some vul gar upstart who had mad* a fortune by the most sordid or even immoral traffic. Just as likely or. not. the king* of the Koglish tongue would be el bowed from the pave by mushroom nabobs, who can't write their own names correctly. Social equality is an impossibility, unless all men can become equally intelligent and refined; bat, larely, of all despicable and unnatural ari*. tocracies, that which is based alone upon wealth, and affects superiority over virtue and talent in poor estate, is the most degrading, irrational and demoralizing. Tlip IMrehniiie*' Inktitutr. ft is to be hoped that our citizens will not be lukewarm in their responses to the efforts which the mechanics of Richmond are now making for the erection of a suitable hall. Let us have an edi* lice which will afford every convenience to the noble purposes of the Mechanics' Institute. See what Baltimore has achieved in the Mechanics' Institute of Maryland, the noblest monument in the City of Monuments, to the liberality, good taste and sagacity of that wide awake people. It is, as every body knows, to mcchauical skill and industry chiefly, and not to commercial enterprise, that Baltimore owes her astonishing growth and immense prosperity. We profess, in Virginia, to be vastly afraid of Baltimore; we are constantly on tho alert to prevent her from topping our pub lic works; we attribute much of our own short comings to Baltimore's powers of absorption.— But, the truth is, we are the authors of cur own misfortunes We turn our backs upon those hum ble, but unfailing springs of prosperity which have caused Baltimore to flourish like a green bay tree we have not her practical spirit, laborious habits, lior dominating will and energy. ]Vurk is the on ly panacea for the ills we suffer from ■ we must dignify lab»r and make it honorable ; we must work ourselves, and encourage all who work, whether with the head or hands—nay, we must nnite the head with the hands, or our mechanical labor in Virginia will never producc its legitimate result*. This is what the mechanics of Richmond are seeking to accomplish. They invoke their fel low citizens to aid them in an object which, iinpor taut as it is to the mechanic* individually, is of far greater importance to the interests of the city and State. Richmond has extraordinary facilities for becoming a great manufacturing and mechanical town. Let her raise up a class of workmen worthy of her position and advantages, and she will be come the great work shop of the Southern States. The people of the State and of the South will no longer be compelled to send their money North, as they do now, for almost every article of use in the household and the field. They will keep tht-ir money here, and thus, as they build up their me chanic*, build up also their owu strength and prosperity. Cnrljrle on Congress. In ene of Carlyle's Litter Day Pamphlets he thus refers to an American Congress : " Cnly perhaps in the United States, which a'one of countries can do without governing— eveiy man being at least able to live, and move ori into the wil derness, let Congress jargon as it will—can such a li>rm of so called ' Jovernnient' continue for any length of time to torment men with the semblance, when the indispensable substance is uot there. If, indeed, America should ever experience a higner ca'l, as is likslv, and begin to feel diviner wants than that of Indian corn abundant bacon and irolasses, and unlimited scope for ail citizens to hunt dollars—America, too, will find that caucus's, division lists, stamp oratory and speeches to Hunkum will not carry men to the immortal gods; thst the Washington Congress, and constitutional battle of Kilkenny cuts.there as here, are naught for such objfcts; quite incompetent for such; and in fine that said sublime cons ituttonal ar rangement will require to be (with terrible throes and travail such ai few exp»ci yet) remoddled, abridged extended, suppressed; toin asunder, put to gether again; not without heroic leti-r, and effort quite otberthan that ot'the Stump-Oiator and the Revival f reacher, cue day." We commend thefts iiusintnesses of Carlyle, which are not without truth and point, to those members of the present Ceugress. who seem to think that they have the world in a sling and the 1' uion in their breeches pockets. Congress is not half so dangerous a body as it thinks itself. The United States can do icituout governing, and if Congress should dissolve itself into the air, and not meet again for ten years, the country could easily spare it,and would save much per diem. Kay,if Con gress should dissolve the Union, we doubt whether the l uion would be dissolved. If there is any ob serviug and dispassionate member of Congress, he may perceive, by getting up early some flue morn, ing, that the fussing and fretting Congressional tea pot is not that great ocean, the Ainerieau people, which spreads in solemn majesty from Canada to the Bio Grande, and which cannot be moved from its propriety by the bursting *f all the teapots and teakettles that ever were tossed by tempests. Vikuima Coitcr.—'The Cranberry Copper mines near HUUville, Ya., are yielding five tons of ore p«r week, and working fifteen men. The Wild Cat mine employs sixteen men and yields six tons of ore per week. At the Ann Pbipps mines eighteen hands are employed and six tons of cop per raised weekly. Yesterday there were watery clonds flying over the city; but they vouchsafed not a drop for the parched earth hereabouts. There seemed to be rain atadistance, aoutbeastwardly from us. We do not remember when tbo James riTer was lower< and when we ware deduced to so low a supply of water for all purposes. We learn from very vene rable and observant gentlemen, that for thirty past it has failed to rain on the Jirnt Saiur da] in August only twice! This is encouraging. So if we have cot some grateful showers befor* Saturday, we may confidently hope for them on thai cUiy. Sentenced to Death.—We learn by a letter from Benicia, California, that Mr. Beverly T. Wells, formerly of Richmond, who killed Dunn at that place, in an affray, has been sentenced to be executed. The act, according to the publications at the time of its occurrence, was the result of au attack on Wells by Dunn and another man, nud was alleged to be in self defence. Mr. Wells, while in this city, was much esteemed by those who knew him, and was an industrious, peacsable citi zen. This fatal decision has proved a severe and unexpected blow to bis numerous relatives here. No r So.—The Boston Journal says its edito rial columns nerer advanced a sentiment in fa vor of monarchical institutions. A selected para graph was published in that journal which was seized upon by papers opposed to it to misrepre sent as tho Journal's own opinions As we were unwittingly lad into the error, it is but fair that we should give the Journal the benefit of this de' nial. MORTAI.ITV AMONG CHILDREN.—In the cities of New York, Philadelphia and Boston, last week, the following number of children died, under five years of age :—New York, 436; Philadelphia, 273! Boston, 34. Launch—To-day, from the ship yard of J. J. Abrahams (c Son, Baltimore, will be launched a splendid schooner, built for David Currie, of Rich, mond. She is 375 tons burthen, 122 feet long, has 30 feet beam and 12 feet depth in her hold. She was built under the superintendence of Captain (}. W. Allen, and will be a first class vessel. She has been named the "Crenshaw, - ' and will be com tnanded by Captain Fonerdeu. The same builder* have contracted to build two more vessels of the same size for the same party—the keels for which will be immediately laid. The steamer Hiawatha, being built at Baltimore for Missis. Ludiam & Watson will Boon be com pleted. Iler frame is now up. There has been n > rain here since the tiib inst., ar.d the drought in this vicinity is becoming alarm ing in view ot' a short corn crop. The weather in intensely hot and this afternoon at 4 o'clock the thermoueter stood at !)<>. Bad accounts ot' tha crop* are received from North Carolina. 'I he work on the Albemarle aad Chesapeake Ca nal in progressing favorably. Seven steam dredges are at work Arrangements are being made for the construction of the Great Lock at the junction with tha Elizabeth river. Vessels with cargoes of stone from Port Deposit, Maryland, are arriving aimost daily, and all the materials will be prepared for an early commencement of the work in the fdl\ This lock, when completed, wiil, we learn, be one of the largest in America, measuring 220 feet long by 40 feet wide. The aceounts of the city register, shows that the expenditures of Norfolk, for the past year have been $82,480 27, and there is now 51,419 75 in the treasury. Capt. llichard W. Baugh, of Portsmouth, an old and much respected citizea, aied yesterday. He was formerly Sheriff of the county and for many years a magistrate. I)r. J. M Covert, now of Portsmouth, and one #f the volunteers who went there during the epi demic, has been presented, by Mr. \V. It Single ton, with a costly stiver pitcher, in token of his appreciation of Dr. C.'s medical services in his family. There is to be a character dress ball at the Ily geia hotel, on or about tbe 20th August. A splen did affair is anticipated. Gov. Shannon's Successor—A dispatch from Washington, speaking of Gov. Shannon's succes sor, says : Col. John W. Geary, of Pennsylvania, is a little less than forty years of age, and has held high civil and military positions. He was born in Penn sylvania, graduated at Jefferson College, in that State; was for many years a civil engineer; was selected to be calonel of the second Pennsylvania regiment in the Mexican war, where he distinguish ed himself by great bravery and military skill; was appointt-d by President Polk, 1841, to proceed to California as Postmaster of San Francisco, with the extraordinary commission to arrange tbe pos tal matters of that State; was subsequently ap pointed by General Riley to be a Judge, or Al cade, in and for the district of San Francisco, with power to organize and establish a police force tor that city; and was elected tirst Mayor of tbe. city of San Francisco under a city charter, and was appointed by the State Legislature as a member of the Board of Commissioners for the funded debt. He is represented as admirably fitted for the wiso discharge of the duties of the office to which the President has appointed him. Washington", July 29 —The jury in the case of Daniel Jarboe, charged with the murder of Nally who seduced his sister, came in this afternoon with a verdict of not guilty, \V« nther North. TAKEN In.—The South Carolina Times, allu ding to the late assault of' Mr. Stan wood, of Maas., by B. W. Vicks of N. C., says : When Mr. Vicks was about to leave North Caro lina in company with Mr. Haywood on a Northern pleasure tour, he was requested by the State au thorities to take with him a negro who had b«>en sentenced to banishment from North Carolina for a glaring outrage upon the laws of that State. Mr. V. consented, and on his arrival'at the Hotel in Philadelphia he registered his name Vicks and servant. Soon after the Abolitionists appeared gnd used every persausion to induce the negro to abscond; and he informed Sir. V that thev had of fered bim #."50 to run off. Mr. V. advised the boy to demand $100. The amount was paid and the bauished negro who was takeu to the North to bo left there, received aid unexpectedly and is now residing among a class of people altogether worth his association. VaTal. Moody of liosefleld, Peoria county, was accidentally shot ou Thursday, the 10th inst. A young man living with Mr. M. was playing with a double barrel pistol, one barrel of which was loaded. The young man was not aware of this fact, as there was no cap on either tube.— lie put a cap on one of the tubes, and, with the design to have a little sport, pointed it at Mary Ann. who was standing a few feet from biui. say ing he was going to shoot. He did so, and the fatal ball entered her side. She wag to have been married to the young man in a few weeks. - ' The store of Simeon Alden, in Baltimore, was entered on Munday night and robbed of $1200 worth of groceries.
