Our distance from the sea i* not greater than that of most of the principal commercial cities of the world, and, since the introduction of steam, that distance ha* ceased to be even an ap. parent obstacle to commerce. We have at our own doors a noble river which, when the obstructions between tbl* port and Warwick'* bar are removed, will admit vessels of heavy burthen to our wharves, and, another stream, accessible, after the comple tion cf the Vork River Railroad, in a ride of an hour and a half, which can float the navies of the world. If Richmond, with such advantage*, doe* not become an important commercial city, the fault will be her own want of enterprise and public spirit. Thia increase of our Richmond shipping, and of such vessels, is •napicious of good. We are well aware that Richmond's facilities for manufacturing to tint make her one day the Lowell of the South_ but we want to see her a Liverpool also—on a small scale, at any rate. We fancy we see the broad grin that Rteais over the faces of some of our Nor folk friends at this announcement, but there's no" thing impossible to human energy. It may be, too> that we are somewhat selfish in these aspirations. Our let being cast here, we don't want to have to go periodically to Norfolk to gratify an old longing— which no change of time or cir;umstances can ever eradicate —for the sight of vessels, and for nautical sounds and even odors. We confcss it with shame and contrition, but it is true, never theless, that we prefer the smell of a tar bucket to the prettiest rose that ever grew, that we would rather talk with an old sailor than with the Lord Chancellor, and admire the sight of a ship un. dsr full aail more even than a pretty woman ! On the whole, we sometimes incline to the opinion of Long Tom Coffia that, there's no use for land any how, except now and then a sand bank to drop au anchor in. The Vigilance Committee of California. It is but * fe*ryear» since Americans made, with truth, tbo proud boast that, whilst Europe was per petually the prey of revolutionary and civil strife, our own country had, from the first, presented the proud spectacle of a people demonstrating their capacity for self government, by profound submis. sion to the laws which emanated from themselve*; and that civil war and rebellion were things un known in the United States. That is a boas' which can no longer be maue. The shout of pre. mature exultation has scarcely died upon our lips before it is drowned in the discordant clamor of both civil war and rebellion. At this moment, both are rsging in Kansas, whilst in California there is au organized usurpation of power by a Vigilance Committee, which has set itself in opposition to tha regularly constituted authorities of the State which has a standing army of its own, and is at this moment the supreme power in California, ex hibitieg the melancholy and disastrous spectacle of the people, overriding the laws, the constitu tloa, the officers which themselves have made, and glorying in their shame. This is the ruinous and disgraceful feature of ail American rebellion. It is the people rising aj;aiu»t their own authority, impcacbing their own wisdom, overturning their own sovereignty, and in every conceivable way and shape stultifying them selves. If laws are inadequate to the protection of society, if the administration of justice is in efficient or perverted, "better bear the ills you have,' - under a republican constitution, which pro vides a regular and legal mode of changing laws aud changing officer's, than fly to the measureless abyss of anarchy. Free society can suffer from no crime like that which it commits against itself, when it raises its hand against its own authority. Lynch l&w in a Republic is a political suicide, which destroys both the form and the soul of Liberty. This Vigilance Committee of California is Indeed a monstrous apparition in a free government. Its organization has the command of seven thousand bayoaots, and from twenty to twenty-five pieces of artillery. Among its troops are three orYour hundred Frenchmen, formerly members of the (iardt. Mobile oi France. The Freach Consul re moustrated against their joining the organization, but they excused themselves on the ground that they had no other mode of earning a subsistence. The Danish Consul at San Francisco, a member of ru abolition society at Paris, is a member of this organization. It is to the honor ef the South, which respects law and order, that but few South era meu belong to this colossal tribunal of Lynch And what are the mighty achievements which required the creation of this anomalous tribunal, on so stupendous a scale, with an apparently un limited amount of men and means at its commaud? They havu hung four men, and banished some fifty, who of course can return as soon as the Vi gilance Committee loses its hold of power! "An ocean into tempest tost, To waft a feather or to drown a fly " We cannot but believe that this Vigilancl Com mitteehas some other design than that apparent upon the surface. We strongly suspect that, while the handfull of Southerp members are ut terly unsuspicious of any ulterior object, it iB part and parcel of the grand scheme of rebellion and revolutien which resisted to the last the passage of the Army bill in Congress, wbieb threatens to deluge the plains of Kansas with fraternal blood, aud which is seeking to substitute at Washington a sectional for a national Government, and subju gate tbo South to freedom. A great many pur poses might be subserved by the establishment of such a vast military organization besides the hang ing of a handfull of felons. It might interrupt the regular operations of law, so as to prevent the col lection of debt*; it might overawe and obstruct the exercise of the elective franchise, so as to throw the State into the hands of a Black Repub lican candidate for tbo Presidency: it might pre pare tbe way for the establishment of an inde pendent Pacific*tepablic. Political matters are ont of our province, but we cannot withhold the opinion that the administration ha* greatly erred in failing to order the whole army and navy of the United State* to enforce obedience to the regularly constituted authorities of California The committee may bow disband, but it will dl»- baod in triumph, and will, no doubt, keep up * secret organization till its real objects, whatever these may be, are accomplished. But no matter what it* purposes, It is a mob; its ■access is a victory of madness over reason, of rebellion over law, of the people over tbeitselves It Is a stigma upon Republican institution* which all the gold of California cannot gild, nor all the waters of the Pacific wash away. The organiza. tion of the California Vigilance Committee and its triamph over law, will do more to weaken the faith of the world in man's capacity for self government than aay event which has occurred in the history of the American Republic. Improvement of Irish Laborers —A letter from Limerick says that the wages of harvest laborers there is 3s. CI. per diem, with board.— Most of the laborers are from the west of Clare, Galway and Kerry, and, it is said, they are all nntisually well clothed this season; in fact rags are an exception. President Pierce, and W. W. Seaton, of the National Intelligencer, passed through Alexandria Saturday, on route for the Fauquier White Sul phur Springs. Virginians in Paris.—Among the Americans registered in Paris on the 21st of August were John Allan and E. Taliaferro of Virgin;*. Safety of the Arabia.—The steamer Per sia spoke the Arabia on the 24th ult., inside of Cape Clear, and she would reach Liverpool the fol lowing day. The Arabia sailed from Halifax leak ing at the rate of 18 tons an hour, and her arrival will quiet the apprehensions felt for her safety. Thomas Basye, formerly a member of the Vir ginia Legislature, has been appointed Judge of the First Instance of the Oriental Department of Nic aragua. Further Reports from Kansas.—The fol lowing is the substance of telegraphic despatches, from St. Louis and Chicago, dated the oth, about Kansas affairs : Further accounts of the affair at Ossawatomle say that there were two hundred men on each side. The abolitionists fired first, which the Southerners returned and then charged, killing Mr Brown and his son and some thirty others.— The abolitionists attempted to swim the river in they - retreat, and a number drowned Advices from Kansas via Nebraska report the lowa road elosed by a band of armed Missourians under the command of Gen. Richardson. A party of 150 emigrants near Nebraska had been pre vented from entering Kansas, and were expected to force their passage in a few days. Private advices up to Tuesday last say that every Free State man had been driven from Lea venworth at the point of the bayonet, all their property having been destroyed or confiscated. Mr. Phillips, the correspondent of the New York Tribune, and his brother, are among the killed.— Their property was also burnt. It is said that- Philiips fired from his house and killed the pro slavery men. Forty sufferers arrived here to-day destitute. To show how much reliance may be placed on the above despatches, the N. Y. Tribune of Satur. day states that Phillips, its correspondent, was in New York on the day of his reported murder in Kansas. Medals for the Portsmouth Physicians.— The Philadelphia Ledger of Saturday says : Six gold medals, intended for presentation to Lewis W. Minor, SHirgeou; Thomas B. Steele and James F. Harrison, passed Surgeons; and Ran dolph Harrison, Frank A. Walk, and John C. Coleman, assistant Surgeon, at the Portsmouth, Va., Naval Asylum, by the Town Council of Portsmouth, in consideration of their services du ring the ravages of the yellow fever in that place and Norfolk, last year, have been manufactured iu this city. The origin of the lire i* unknown. Mr Cain, the lessee of the honae, waa residing in the build ing, and had retired previous to tbe alarm of fire. Hi* *on, Philip Gain, Jr, escaped from the build ing by leaping from the second story window, bat w*s badly burned. With tbe exception of the son, the whole of Mr. Cain'* family periibed in the flames. Tbe following is • list of those lost: Philip Cain, Sr., tbe lessee; Andrew Cain; Mar tha Cain; Sarah Cain, and Mrs. Albertaon- Tbe charred remains of Mr. Cain were found this morning. FURTHER PARTICULARS. Philadelphia, Sept. 6.—Mr. Philip Cain, Sr., with Col. Frank T. Poster, of this city, were the proprietors of the ill fated hotel. Mr. Cain resided at Vincentlovrn, N. J., and went to Cape Island the present season, tor the purpose of opening the hoteL He was sixty-five ye*rs of age. Andrew Cain, his sou, was about twenty years of age. Martha was in her seventeenth year, and Sarah was but thirteen. Mrs. Albertaon was thirty five years of age — She was a widow. She had gone to tbe Island to •ct as housekeeper at the hotel. The elder Mr. Cain leaves a wife and several children at Yincenttown. Mrs. Albertaon also re sided there. Young Philip Cain is about eighteen years of age The Meunt Vernon was built by • cempanyof gentlemen, at a cost of #125,000, upon wbich there is not one cent of insurance. The building was first occupied in 1853; but Messrs Cain and Poster did not become the lessees until the past season. Tho hotel was celebrated for its immense size, and for tbe superior accommodations the building af forded to guests. The interior was well finished, aud tbe apartments were larger and more comfort able than usual at watering place hotels. Although the hotel, in it* l*te condition, was ca pable of accommodating 2100 visitors, it was not finished at the time of its destruction. It was de signed to have the buildings occupy three sides of a hollow square, or court yard, and thefrontrange and one wing were up. One wing had never been commenced. The building was constructed en tirely of wood: it was four stories in height in the main, with four towers, each five stories in height. Three of these towers occupied the corners of the building, and one stood midway of the only wing. In addition to these towers, there was an im mense tower, six stories in height, in the centre of the front. The entire structure, both outside and upon the court-yard, was surrounded with wooden piazzas that extended from the ground to the roof, with floors at each story. The wing was a quar ter of a mile ia length, and the front covered near ly an equal extent of ground The dining room, which was 425 feet long and 00 feet in width, was capable of accommodating 3000 persons. There were 432 rooms in the building. It was claimed that the Mount Vernon was the largest hotel in the world. There was a tank in the centre tower of the wing of the Mount Vernon, capable of holding twenty thousand gallons of water. The water was forced into it by means of a steam engine. The furniture of the hotel belonged to Messrs. Cain & Foster. It was valued at §24,000, upon which there was no insurance. The total pecu niary loss by the conflagration will not fall short of $150,000. Congressional Nomination. lIACINK, Wis., Sept. sth.—The Democratic Con* vention of the Eastern Congressional District of this State, have nominated Mr. Hadley, of Milwau kie, as their candidate at the approaching elec tions The nomination was by no means a unan imous one, and many of the Democracy openly re pudiate it. The U- S. Frigate Macedonia—Cholera at iMayaguez. Boston, Sept. 6—The U. S. frigate Macedonia, which has been undergoing an examination for the past week, ia pronounced unsaarrorthy, her timbers being found to bo much rotted. She will liavo to undergo very thorough repairs to make her fit for sea. Dates from Mayaguez to Aug. 18th, state that the cholera was raging fearfully at that place, car rying off forty or Sfty persons daily. The mor tality was mostly among the blacks. Political Demonstrations. Boston, Sept. 5.—A report from Concord, N. H. t estimates that from twenty to thirty thousand participated in the Democratic ratification meet ing in that city to day. The procession was two miles long, marching eight abreast. Another report says tliatsooo were present, and that the number in the procession was 2810, from an actual count. Both reports agree that much enthusiasm was displayed. Beloit, Wis., Sept. 5 —The Republican demon stration that took place here yesterday was an im mense gathering. The estimate of the number present is 25,000. Rochester, N. Y., Sept. 5 —The Republicans of this city and the adjacent towns held an im mense demonstration here to day. It is estimated that there were at least thirty thousand persons present. Speeches were made by Messrs. Gid dings, Burlingame and others, and the whole pro ceedings were marked with great enthusiasm. Kei'ioun Kiiitroad Accident ALBANY, Sept. 6.—The Cleveland Express train, which left Buffalo last evening, overtook a cattle train at Port liyron about 10 o'clock. The switch man should have switched the Express train on to the switch, but neglecting to do so, the engiae ran into a car to which was attached a cattle train— In the car were six drovers Xo material damage was done to the car, but the shock disconnected the steam pipes on tho locomotive, filling the car with steam All the six drovers were scalded and died in a short time. Two or three of the passen ger cars attached to the express train were badly broken, but none of the passengers were injured. tirrat Firemen's Celebration in New Ha ven, Connecticut. Nf.w Haven, Sept. 6—Yesterday was a day of great excitement, on account of the Firemei/.s prize trial. There were 36 companies and 16 bands of music, besides 13 of martial music. The average number of men was about 50 to each company. This afternoon the prize trial came off on the Green, before a very large number of spec tators. Nineteen machines played each through 450 feet of hose, and the first prize of $500 was won by the Rippowan Company, of Stamford, Ct., who used a machine manufactured by Button, of Waterford, N Y. The height of the stieam thrown by them was 153 feet. The second prize of 8:200 was won by the Damper Company, No. 4, of Hart ford, with the machine of Waterman, of N. York. The height of stream thrown by them was 152 ft. The third prize of $100 was won by l'hoenix Co., No. 12, of Brooklyn, N. Y., with the machine of Hunneman, of Boston.
