How strikingly has the result falsified the predic tion I Lord Sheffield'* reference to cotton Is especially remarkable, not that he deserves to be taken to task for his inability to foresee that which no one could have foretold, the wonderful growth of cotton in tha United States, and ita enormous consumption in England, both of wb 'ch have almost entirely arisen since the date of ht, book. He says, "in tha year 1769, the American State* imported of British ootton 179.208 lbs., at 10d- -per lb ; and o' foreign ootton 217,439 lbs!" "Virginia and Caroli na raided, of a coarser kind, more than sufficient for their own use." How wonderful the change presented by the present time, when Great Britain exports from tbe United States no less a quantity tban three hundred and twenty millions of pounds! Lord Sheffield put* down tbe population of the separating colonies at 2,500 000, and say* that there are not, from the Cape of Florida to Philadelphia, inclusive, 400 American-born sailors, exclusive of masters and mates. There are now 400,000 sailors under the American flag, a large proportion of whom are native-born. Of sugars, Lord Sheffield said : "The Southern provinces of the American States, (wo hope that form of expression will not prove prophetic,) can never succeed in that article; frosts and Northwest winds will prevent. Attempts have been taada at New Orleans and failed." Again: "The truth is' we want but little of American produce in Great Britain, corn, tobacco expected." England now depends upon the United States for nearly all her cotton, for eleven twelfth's of her tobacco, for a very large proportion of her rice, and in years of Euro pean scarcity, for the necessary supply of bread stuffs. Lord Sheffield roferrcd to tbe settlements then rapidly making west of the Allegbanios and said: "The authority of Congress can never be main tained over these distant and boundless regions, and her nominal subjects will speedily imitate and multiply the examples of independence." Here ia another assertion which experience thus far has disproved: "It will not be an easy matter to bring the American States to act as a nation; they are not to be feared as such by as. A stamp act, a tea act, or some such act, could alone unite them; their climate, their staples, their manners are dif ferent; their interests opposite, and that which is beneficial to tbe one is destructive to the other. We might as reasonably dread the efforts of com- binationß among the German as among the Ame rican States, and deprecate the resolves of the Diet as those of the Congress." Lord Sheffield also says that the Americans have few good harbors for large ships of war, and that "there is not a possibility of America meet ing our Navy." lie thuß conclude*: "That country, concerning which writers of lively imagination have lately said so much, is weakness itself. Exclusive of its poverty and want of resources, having lost all credit; its inde pendent governments, discordant interests, and the great impossibility of acting again together, circumstances alone of such a vast country, with a third lesa of people than that sruall spot in Eu rope inhabited by the Dutch, is incompatible with strength. If the inhabitants were collected on one-tenth part of her territory, she would be infi nitely more powerful, and be more commercial.— Her population is not likely to increase as it has done, at least on her coast. On the contrary, the present inhabitants are likely to fall back to the interior country, to get better land, and to avoii taxes ; and there they may, in some ages, become numerous as a country of farmers without mar kets can be expected, but the settlers beyond the Alleghany mountaina can no; become commer cial" Since Lord Sheffield's day, the cotton, rice and tobacco of the South, and the Introduction of steam as an agent of navigation, has put an en tirely different face upon things. At the saino time, England has grown in like proportion with her gigantic offshoot, and these two countries are now the strongest and wealthiest of the globe,— the impregnable bulwarks of civilization aud lib erty. Tbe streets are thronged to day with a gay and unimated crowd, many strange faces appearing therein, and all attracted, doubtless, by the Union Agricultural Fair, which commenced this morning et tbe spacious grounds near tbe western bounda ry of the city. Nothing could ba more charming than the weather—a most important circum stance, be it remembered, for the soccess of an Agricultural Fair snd Cattle Show. A sky with out a cloud, and an atmosphere as delightful a* heart coull desire, is vouchsafed to all who happen to be in Petersburg this day, and not a few seem determined to enjoy it totheirfiil. As the Fair is tbe "great attraction " I weuded my way thither, and with but little difficulty soon found myself within tbe immense enclosure, surrounded by enormous bulls and dwarfish sheep, fine borne* And eijnealirg swine, crowing shanghais and gob bling tnrkies, and last but not least, lovely speci men* of find arts and crowds of 'adles, whose beauty is tbe crowning glory of the exhibition. The attendance was not as large to-day as it will be to morrow, the gates being closed to all save members of the Society, their (amiliea anil the " Press " The articles on exhibition In Floral, Farmers' and Octagon Halts, are not as numerous as they were at the two preceding Fairs, but there are home much more costly as well as handsome specimens of handiwork displayed. To make spe cial mention of all, in the brief limits I have pre scribed tor this letter, were simply impossible,— to single out one here and another there, where all are so eminently deserving praise, would appear invidious. 1 shall content myself, therefore, with a brief reference to but three or four, hoping with more time at my command to do better in my next letter Mr. Henry Stratton, formerly of your city, exhibits a magnificent velvet smoking suit—gown, cap and slippers, tbe whole costing, it is said, $200. It is beautifully work* d, and resembles the de scriptions which tourists have furuished concern ing the costly wardrobes of these wealthy old in habitants of the Ottoman Empire, who have wives enough to consign them to the American State prisons the balance of their days, were they to adopt tbe practice in this " land of the free " Miss Helen Duna, a young lady of tender years, having just entered ber teens, sends a series of small sketches, representing the seasons—Spring, Summer, Autumn and Winter—all the result ot ber neat and skillful penciliu'g*, which would do credit to more experienced fingers. Mr. J. T. Young's case oi watche*, jewelry And silvere wAre, are truly magnificent, ai.d attract much attention. Messrs. A F. Crutchfield Sc. Co., with their accus tomed energy, display in beautifully gilded frames handsome specimens of printing in colors, execut ed at the extensive Book and Job Office of the Ex press Buildings. 1 am now satisfied that as neat work of this description can be turned out in our Southern cities as from those of a more Northern latitude, and hope Southern merchants and other* will bear the fAct in mind My note book reminds me of other entries in th#Hail which would cer tainly find a place here, but for my want of time and space. The display of Agricultural implements is very creditable, and the exhibition of stock of every kind fully equal to those of former years, both as regards number and attendance Mr Paschal Bu ford, a very devoted friend of the Virginia and Tennessee Railroad, and one of the most success ful stock-raisers in Virginia, has a|large collection of cows, bulls, heifers.tyearlings and calfs—some of them having attained to an enormous size, aad al[ in excellent condition. The Executive Committee have decided on a grand cavalcade of all tbe horses daily at 11 o'clock—and it is especially enjoined upon all ex hibiting these noble specimens of the equine speices, that they ride, drive, or lead their auiinals arouud the track at tho hour above mentioned. To-morrow morning, the grounds will be open to visitors generally, (the restriction to members and their families being removed after the first day,) aud a very large company is anticipated. At 11 o'clock, Dr. K. O. Pritchard, of Warrenton, N. C , will deliver tho Annual Address, and those who know tbe gentleman's abilities, promise something highly instructive and entertaining. At the New Market Race Course, a very large company waa assembled to-day, it being tbe open ing of the Fall season. There wero three entries : Wm. H. Gibbon's Nicholas, Jaine3 Tally's Tally- Ho, and Maj. Doawell's Sue Washington The two first not appearing, paid forfeit, so Sue walked around the Course, aud took the purse. The second raco was more interesting The 6t*ke was $100, mile heats, play or pay. The en tries were : James Talley, ch. c. by Tally ho, dam Caddy Jones, by Sir Charles. O. P. Hare b c. The political cauldron is boiling over here, and the Democracy, availing themselves of the Fair week, seemed determined to avail themselves of the occasion. Last evening Gov. Smith addressed a large audience at the court-house. He was suc ceeded by J. Horace Lacy, Esq , of Spottsylvania. To night James Lyons, Esq , wiil harangue the sovereigns, and to-morrow night the Hen. John 8. Caskie is announced for a speech. Saturday night, I learn, has been assigned to Judge William W. Crump. This afternoon, at four o'clack, a pole is to be raised at tb" corner of Sycamore and Wash ington streets, in honor of Buchanan and Breck enridge The American party are making no outward demonstration this week, but I am told their Ward Committees are in session every even ing until after midnight and working like Beavers. So we go. Hurra for the " 'Little' Cockade." Rinaldo. Washington inb Alexandria Railroad — Two locomotives, the Edward Snowden and John T. Towers, built in Richmond, for the Washing ton and Alexandria Railroad, ariived in Alexan dria on Sunday afternoon via the Central aid Orange and Aloxandria Railroad*--, and wiil be at oace placed on the track of the Washington and Alexandria Railroad. These locomotives are built on Mr. French's plan, and are substantially built and handsomely finished. It is expected that the cars will commence running over the road in a abort time. The Difficulty Between Spain and Mexi co —The Havana correspondent of the N. O. Pi cayune, writing on the 112 th inst, says the Spanish fleet there in preparing with all possible speed to •et sail again for Vera Craz, with the view.of en forcing Spanish claims against Mexico. Qen. Urbistondo, the late Captain General of the Fil lipenea in the Pacific, is expected to arrive shortly at Havana to command the laad forces of the ex pedition. A Child Killed bt a Bear.—a child, son of Alien McDonald, of Dodge county, Wis , was kill ed by a bear which was chalned*to a post. The boy, four years eld, inadvertently ran within reach of the bear, which bad a range of abont twenty feet. St. Louis, October 18.—By an arrival from the Far West, we learn that Major Simmons' detach ment of United States Mounted Kifles was met, on the 2d of October, at the Big Bend of the Arkan sas, all well. Outrages on a Railroad. ST. Louis, October 18.—An attempt was made a few days ago to throw a train off the track of the Pacific Railroad, near Jefferson Oity, a leg having been laid across tbe rails. The flag man had been previously murdered and laid across the track so that the train cnt his body in two. [SPECIAL DISPATCH ] Arrest of a Mail Uobitcr. Wythevili.e, Va., Oct. 21.—Jas. Sterling, a clerk in the Post Office here, was arrested to-day, by special agent McGuire, tor robbing the mail.— He is a young man and came to this couutry from England. 0 (irain Shipment. Buffalo, October 20.—The latest advices from Chicago and Milwaukie, say there are seventy-two vessels now on their way to this city with J,0C2,- 647 bushels of grain. Republican Max* Meeting. DETROIT, October 20.—The lion. John P. Hale addressed 5,100 Republicans at the Pavillioa on Saturday evening. Pennsylvania election. Philadelphia, Oct 51 —No further official re turns have beeu received to-day from the State. Accident.—Edgar Beale, son of Charles H. ISeale, deceased, while gunning Monday, near Lambert's Point, wa< accidentally shot in his side by the discharge of his own g'in. The wound will probably prove fatal. Soldiers Of 1812.—These veterans of Norfolk held their annual meeting in that city Monday.— Thos. G. Broughton, tho vonerable Editor of the Hera'd, presiding. On calling the roll it was found that four had answered lor the last time, having died since the last meeting. Underground Operations.—Two female ser vants of Mr. E. Bradford, in Norfolk, after help ing themselves to $400 in mouey, jewelry and clothing, disappeared on the underground railroad lion. Pierre Soule arrived in Havana on the 9th inst from Nicaragua, on his way to New Orleans. There were 121 deaths ia New Orleans for the week eudiug the 12th inst., of which J were of yel low fever. A company of 88 U. S. soldiers, under Captain Seymour, left Fort Moultrie, S. 0., Saturday, for Florida. Samuel W. Phillips, of De Sato county, Missis sippi, was stabbed and killed by H. W. Bass, on the Bth inst. Ashbury Davis, lately from North Carolina, liv ing near Norfolk, Virginia, was killed on Saturday last, by failing from his cart. The rice mill of General Gadsden, on Cooper ltiver, South Carolina, with :SOOO bushels of rice, was destroyed by Are on the Isth Inst The Cassville (Ga ) Staudard says, 45 emigrant* passed through that pla„e on the 7th inst, en rout# for Arkansas. Cy* I have examined the prospectus of Loun Rozsanvi, Esq., for his Riding School in the city of Richmond, and commend his plan to all who desire to practice the art of commanding the horse. Ho follow* the system of Baucher, the celebrated cavalry trainer of France, whose work was translated by Jno. Sergeant, Esq ,of Philadelphia. I have witnessed the effects of training riders and horses under that system, in Philadelphia, have conversed mneli with the translator, and read the book, and I may safely a Mure the public of Virginia that it la considered the most perfeet system of riding known in either Eu rope or America. The Kre\ich Consul, Mr. Paul, has introduced Mr. Rozsanyi to trie with the highest com mendation of hitn as a man and as a matter of his art. 1 trust that he will secure such a patronage of his rcbool as to form a delightful museum of exer cse for tho ladies and gentlemen of Richmond.
