It, at once, changes the entire *s[>eot *f affairs—places tho formidable power of the great Eastern despotism upon tlte flank and rear of Germany —neutral- ises the assistance its several States way be disposed to offer to Austria—and leaves that power to battle it out in the best mariner ii can, with the forces of Imperial France. As regards the number of combatants who are to engage in the conflict, the parties are now more nearlj equal than it was suppposed they would be before the arrival of the Anglo Sa*ou. If it be true, as the telegraph says it is, that the French had already been )>ouriug into Piedmont, before the Austrians had crosifed the Ticino, the latter will cer tainly meet with a desperate resistance upon the very threehhold. Oa the Sardi nian side of the river, with anything like an equality of force, we entertain but little doubt that the allies will b<J successful.— The French troopsare.it is tobppresqmpd, ve terans tried in the terrible Sebibtopol, er the never ending petty wars af Algeria. They will be fighting on ground immortal ized by the valor of their ancestors. They will be animated by the memories of Mon tenotte, Millesimo, Dego, Mondovi and Ma rengo—all of them lying within the limits of the very region which is again to be the battle-field of Europe—to equal, if they can not surpass, the deed* which have rendered those spots immortal. Upon the same ground where, sixty yij-irs ago, their fore fathers so often met and so often vanquish ed the forefathers of their present foe, the) result will not, we predict, be doubtful for a moment. In one respoct, they will have a vast advantage over the soldiers of revo lutionary France. They will meet with friends in every native of Piedmont; and the Piedmontese army, so far from fighting against them, as in the former case, will stand shoulder to shoulder with them, in their efforts to drive the An#trians across the Ticino. On the eastern side of that ri ver, however, Austria possesses formidable advantages. Numberless rivers, all of them defended by formidable fortresses, traverse the country, from North to South, at right angles to the march of an army invading it from Sardinia, and fall into the Po. Be yond them is the famous line ot the Adige, which, through its entire length, from the ocean to its soiree in the Tyrolese Alps has been rendered impregnable, by the labors of nesrly half a century. The Russian alliance seems to have taken English statesmen by surprise. Yet it is difficult to conceive why it could not have been foreseen by the government of Lord Derby. In so great a struggle as that which they saw impending, when it became cer tain that France would be compelled to en counter the force of all Germany united, that she should endeavor to strengthen her position, and to render herself as formidable as possible to her enemies, was a policy so clearly dictated by prudence, that it might, one would think, be regarded as inevitable. And yet the Derby Cabinet, blinded by its tory traditions, never seem 3 to have consid ered it an event within the range of possi bility. The tory party has ever been the friend of absolutism founded upon legiti macy, and of course has always been averse to the French alliance. Not longer ago than the middle of last month, Mr. D'lsraeli told the House of Commons, as some of his associates had already told the Houso of liOrds, that the only obstacle to a peaceful solution of the Sardinian question, was the obstinacy of Sardinia herself, who pertina ciously refused to place herself absolutely at the* mercy of Austria by disarming, un less she were allowed a seat at the proposed congress, in which matters of deep interest to her were to be discussed. For this de monstration of ill-timed obstinacy the Court of Turin was severely denounced, by Mr. D'lsraeli in the Commons, and by Lords Maltnesbury and Derby in the Lords. The consequeuce was, that Sar dinia, although there could be nothing more just than her refusal, was compelled, however reluctantly to abandon her ground. She had no sooner done so, than Austria Bhowed the cloven foot at once so clearly that we presume nobody can now entertain a doubt of her designs. The cabinet of Lord Derby, instead of coming to an under standing with France and Sardinia with re gard to the nature and extent of their de mands, and ascertaining how far they were just with a view to settling them upon principles of equity, betrayed by its Aus trian proclivities, assumed a tone of dis trust towards France and of menace to wards Sardinia, and at last threw itself without reserve into the arms of Anstria, who by way of testifying her gratitude, took the very first opportunity to treat tbeir proposals with contempt. It is worthy of observation, that France yielded to every proposition which came from the govern ment of Lord Derby, and that Sardinia did the same, although by doing so, she exposed herself to the most imminent peril. And yet, after having treated these allies, who had so lately fought by the side of England with so much harshness and ingratitude, Lord Darby's cabinet is astonished—all England is astonished—that France has strengthed her arm in this perilous crisis by an alliance with Russia. The Channel fleet has been ordered to the Adriatic, with what view nobody appears to know. If the cabinet of Lord Derby be allowed to carry out its own objects, there can be little doubt, that, this movement will prove detrimental to the cause of Sar dinia. Most unquestionably, if war once commence, the cabinet will, if it can, en list England once more in a war to support absolute principles. But there is hope in the English people, to whose arbitrament the whole question is about lobe submitted at the approaching elections. What their award will be we do not doubt, although it may be regarded as certain that every effort will be made to stimulate English Kousy of Russia, into approval of the by policy. The Rcitral Rlghti (iueatton. The probable effect of a European war upon the interests of the United States nat urally becomes a subject of newspaper dis cussion. That it would be beneficial bv producing a new demand for our exportable commodities, and especially graiu, and provide new employment for our merchnnt "hipping, there can be no doubt; whilst, on the other hand, it might give rise to some delicate and troublesome political questions, an regards the neutral rights of the United States. A Washington corres pondent of the New York Journal of Com. merct reminds the public that on the occur rence of the late war between Russia, on the one hand, and France, Great Britain and oardinta, on the other, the question of neu tral rights came up at once, and, during the pregress of the war, the old pretensions of extreme belligerent fight on the part of Great Britain were suspended, bat not re linquished. That suspension, on the part of England, was induced by the coopera tion, partly, that it happened, for tbe time 1 il,u ' r, s ' ; and partly out occasion, ulic would act on the rule of free ship* »nd tree goodi—that id, the immunity of ncutml ships, except in the mutter of contraband of war. Meanwhile, the United States have Instituted negotiations on tins very matter, for the purpose of concerting it into a sort of convential law of nation#. Uussia and Naples promptly met us, and concluded with us treaties recognising neu tral rights. Austria and Prussia manifest ed favorable sentiments in that regard, but Great Britain took no notice whatever ol our overtures, and France, out of complai sance to her ally, was offith in the matter; and so the thing stood at the end of that war. But then, England and France, tn Paris Conferences, came forward with the proposition that the five great powers rep resented should enter into arrangements among themselves in the general sense of the overtures which had previously been made to each of them by the United States, and which overtures have been actually ac cepted by Russia, but with two peculiarities in the affair, of most remarkable and extra ordinary character. The two peculiarities were as follows : First, they entered upon the Neutral Rights question as if it had originated with them selves, and had not been previously present ed to them by the United States. In the second place, after agreeing to the neutral rights which the United States have been asserting ever since the revolution —name- ly, immunity of neutral ships from any in terruption, except for contraband ; immu munity for neutral goods, even in enemy bottoms; and immunity of neutral ships from any paper or merely nominal block ade. After agreeing to all this, they adopt ed a suggestion made by England, tor the apparent purpose of striking at the I nited States, although with careful suppression here as in other parts ot the proceedings, of any actual mention of the United States.— The proposition was—to tender the Neutral Right conclusions of the Conference to all other nations, on the condition that those other nations should relinquish privateer ing in war. Accordingly, France m.tde the tender, and the U. S., in reply, made an additional and amendatory proposition, that not only should plundering by privateers be abolish ed, but that ships of war should not be per mitted to plunder private property on the sea. Before this proposition, which emana ted from the late Secretary Marcy, received a decisive answer from the powers to whom it was addressed, and who seem to have been considerably taken aback by it, the Buchan an administration virtually withdrew it, having come to the wise conclusion that it would do no good for England to agree not to capture belligerent private property on the sea, unless with such precautions on the subject of the law of blockade, as should guard against England going to work and preventing any ot the merchants from going to sea with their ships. In this state of the negotiation,—remarks the intelligent correspondent of the N. York Journal of Cotntntrre, —which it will be seen only affects the rights of neutrals, and dimin ishes the power of belligerents as against neu trals, but also goes beyond the question of neutrals to diminish the power of bfjlligerents as against one .another, the possible risk is, that in case of a European war, the Paris Conference, including England, ma)* say to the U. States that, as we have not come into their terms, we shall continue subject as a neutral, to the old belligerent pretensions of G. Britain. That is to say, that enemy goods shall be subject to capture in our ships, and our goods be subject to capture on board enemy ships. That is a risk, however, which we are chiefly subject to, on the side of Eng land. Wokds. —We ha%e al readj noticed the announcement made bj Mr. Dickens of the discontinuance of "Household Words," and the counter an nouncement of Messrs. Bkaobcry k Evans, publishers, that that work would not be discontinued. A London letter, alluding to the legal proceedings on the subject.Ays: You may expect further applications to the Court* of Equity on the subject of Household Words, and the respective rights of the partners to that publication. Mr. Dickens, whose connect tioe with the HmvsthM Words does not expire un til towards the end of M vv, is about to bring out his new serial at tbe close of this month. One would suppose him likely to prove rathor a hard stepfather to the elder bantling while the new child is craving for support. I am told that the reduction io the value of Household Words, from tbe step taken by Mr. Dickens, has been calcula* ted at £4009. Tbe serial, copyright, back stock, stereotypes, Ac , was valued at £10,000 soma six months before Mr. Dickens so strangely announc ed the discontinuance of a publication in which he was ouly a partner, and since that announce ment the valuation of £6,000 has bees put upou it. This shows that the professional valuers, at least, do not share the extra j adicial opinion of the Mister of tbe Kolls,that the valuo Household Words would die with Mr. Dickeus's retirement from its editorship. I presume that a sale of the property can only be effected under a decree of the court, and that powers will probably be sought to pro vide for tbe efficient conduct of the journal dur ing (he interval that will elapse botween tbe ap« pearance of tbe first number of Mr. Dickens's new oerial and tbe termination of bis editorial connection with the old one. Short, which was done, though not in a manuer to escape detection, had it been subject ed to scrutiny. _ . Lp on making inquiries. It was ascertained that young Dubois had not been at the offlce since Sat urday, nor at his usual boarding place, and the forgery was at once traced to him. Fnrtber in vestigation developed the fact that he had not ouly perpetrated the crime we fcave described, which he must have had in contemplation for some time, but that in bis subsequent flight from the city, he bad taken with him a young lady about eighteen years of age, the sister of the wife of a very respectable citizen, to whose grief we will not add auother pang by giving publicity to her name. The guilty partner in tho flight of the young forger, is said to be handsome and well educated, and until this affair, had borne an irreproachable character. She had been a resideut of the city about six months, having came from New York city to reside with her brother-in-law. As soon as the fact became known that they had left tbe city the telegraph was brought into requisition in every direction, in hopes to intercept them bo fjre they got out of tbe country. Young Dubois is only about nineteen years of age, and had been in the rmploy of the Kailroad Company for the past eighteen months, during which time,his conduc', so far as the officers had any knowledge, had been above suspicion. lie was prompt in his attention to business, and bad the entire confidence of his employers. lie was oue of the youngvst clerks In the offlce, and was generally employed in assorting and couuting the caucelled tickets. llis habits and associations wore supposed to be Rood, although sinc« his flight It ha* been ascertained that his morals, when not under tbe eye cf his friends, were not of the strictest. Shonld the money not be re. covered, the loss, will, we presume, fall entirely upon the Dank. A GnosTtr Procession. —Tbe Sons of Malta in Louisville, turned ont in procession at midnight last week. Woman as a Farmeb.—We learn from a South» ern paper that tbe incst extensive plantation in Louisiana is managed by a woman—Mrs. A. E. Flint. During tbe last year she raisod 1,800 hoss bwads of molasses, aud 400 bales of cotton, —tbe largest crop produced on any plantation in that State.
