He traced with great Clsuraess ths steady inroads from tbe North upon tho rights of tbe Sooth, and tbe riss aad progress of abolition fanaticism.— His picture of the present attitude of our relations with the North was gloomy saough. but not nt all overdrawn. He proved very conclusively that the guarantees Of tho Constitution have been utterly unavail ing to protect the South. He argued tbat if ths Union must be continued tbe South must demand father and more elhcieiu guarautees, or usaks concession nf ter concession until she has lost all influence, nil consideration and all right In the Confederacy. He urged witb great force the propriety of a Convention of the Soathera States to consider the questions growing out ef our relations to the Northern States. With South Caro lina's political views, we, as iudepeuden t jour nalists, have nothing to do. They may be right, or they may be wrong; but, we never witness aa effort to bring tbem into contempt as a people, without the most profound con tempt for those who make the effort. The his tory of Sonth Carolina, in every war of this country, exhibits as much patriotism,self-sac rifice and courage, as the annals of any Stale or nay nation in the world. To those who pre tend tbat sbe has degenerated, we beg leave to point tbs conduct of tbe South Carolina Regi ment in Mexico, whicb was never surpassed in heroism by the most desperate exploits of the Zouaves in Italy. We do not mean, gene rally, to demonstrate the coinage of South Carolina. Heaven forbid ! We should as soon thinb of proving that the sun shines. When, however, the Black Republican journals represent ber as Impotent, ignorant and corrupt, they are guil ty of n perversion of facts which every man who respects truth or the dignity and honor ofhiscountry, ought to rebuke. If South Car otins were an impoverished State it would hs no detriment to ber dignity, but her great staples make her one of the wealth iest Commonwealths of the Union. She *t *A*o one of the most conservative, and deserves universal respect for having stood Swans urock against tbe ridiculous and de moralizing constitutional reforms, as they are called, which bid fair iv tbe end to convert most of tbe States of the Union into organized mobs, nnd lead, first to anarchy, and then to a military despotism. All this may be an ad dltloonl reproach to South Carolina in Black Republican eyes, but we respect her the more for It. They may call ber an Oligarchy. Sup pose she is I Does her Oligarchy hurt them ! Do her own people complain of any Oligarch*- >. Is not un Oligarchy better than a Mob .' We trust Sonth Carolina will never sacrifice her rational and respectable government for that insane radicalism which is the rot in the heart of our American oak, that will one day bring down iv stately form and branching glories to tbe dost. Rut, after all, the national character of a country must depend upon the Individual eharacte Aiu people. How can such a people as the Sonth Carolinians are Individually, be collectively a community of Imbeciles snd traitors! Thk Ice in tub Potomac—The Alexandria Gazette, of yesterday, says : The stenroe Powhatan, lor Acquia Creek on Tuesday morning, on her way down the ri ver, when near Fort Washington, came in con tact with a large mass of ice that had accumu lated between Sheridan's Point and the Fort, and got jammed iv so that she could not make ber way out. Yesterday morning the steamer Philadelphia'wentto tbeassistar.ceof the Pow hatan, when she, too, became jammed in the same mass of ice, about fifty yards from the Powhatan, and could not get out. The pas sengers from the steamer Powhatan g.-t ashore on the Virginia side, and walked back to this city, yesterday, arriving bere about noon. They reported both the sieamers hard and fast in the ice, with but a slight prospsct I for speedily getting off. The new iron suainer Philadelphia is to al ternate with the Powhatan to Acquia Creek during the winter, thus securing a double dai ly service between "Washington and Richmond j during tha season, which has been uncertain ! since the closing of the Potomac by tho ice. The Philadelphia was built expressly to run between Norfolk and Seaford, Del., at whicb latter point sbe is to connect with the New York and Southern air-line route; and will commence her service there with the spring opening. The MABBAtiirfIKTTS Peksosal Liukrtt Hill.—The Boston Courier concludes a re view of the Personal Liberty bill of Massa chusetts as follows: "That is where Massachusetts now stands.— The Personal Liberty bill is either a dead let ter—a wooden gun, a stuffed scare-crow—or it is possible and potential civil war. With this law upon our statute-book, all onr professions of attachment to the Constitution of the Uni ted States are but 'as sounding brass and a tinkling cymbal.' Here is astatine which every body in Massachusetts known to have been passed solely to neutralize and nullify the Fu gitive Slave Law. It is a law for which the Republican party, and none else, are responsi ble. And yet there is not a member of that party from Massachusetts ou the floor of Con greee tbat will stand up like a man and avow thia to have been the object of the law; and if interrogated, they would, probably, make their escape in some sounding uousense about li berty and the rights oi man. And this want of manliness in our public men is, to our minds, one of the most melancholy facts in our present state of politics. They blow hot and cold. They say one thing in" Massachusetts, and another in Washington. Here tbey caress Abolitionism, and there they deprecate it." The line halted in front of tbe Ballard House, when Col. Meuminuer, attended by Speaker Crutchfield of the House aud Mr. Beale of the Senate, briefly addressed tbe volunteers. He 'banked tbem, in the name of bis State, for the honor they had conferred upon him; ap plauded tbem for the alacrity with which they obeyed the call of their Governor when the soil of Virginia was invaded; and assured them that should the hour come when they might again be called upon to defend their rigbts and protect their firesides, thousands of young asen in his State, and throughout the whole South, would gladly draw theirswords, shoulder their muskets, and join them on the battle-Held. The two companies forming the escort, ap peared to better advantage than we ever saw j them, and farmed a battalion that would bave it.ne credit to any city in the Union. Their [ commanders are thorough tacticians, and by iheir energy and perseverance have infused into their men that military spirit soesseutial to the prosperity of citizen soldiery. York River Railresad. —A meeting of the stockholders of the Richmond and York Elver Railroad Company was held at West .Point on Tuesday last, and the proposition of the New York and Richmond Coal .Company to ('(instruct n new road from the Richmond and Fredericksburg Railroad, commencing near j the Fair Grounds of ihe Virginia Central Ag ricultural Society, to some point near the old j powder maga/.ine on Gillies' creek, about one I r.iile east ol this city, there to connect with the : M River Railroad, was frt ely canvassed: j ing to the fact that two-thirds of the was not represented, the meeting ad d until the -'fist inst., when the proposi ill again come up and be acted upon. jig. h ol tbe new road will be about six miles, and will throw upon the York River Road the carrying of one hundred thousand j tons ot coal upon the York River Road,every year, thus iii.-iking .in item in tbe receipts of that road not to be despised. The Coal Company, under their charter, have no power to construct the road necessary to make the connection with their works, and for that reason tbey desire to have the road constructed under the authority and auspices of the York River Railroad Com pany ; but tbey are willing to furnish the means and pay all costs and charges incurred I n,or incident to the construction. The County Roods, in certain sections, are said to be almost impassable, and as long as the present method of working them is ad hered to, the people need expect no improve ments to bs made by the Surveyors." On many of the roads tiie Surveyors ure farmers, who dislike to an noy their neighbors by calling out their hands to work, as they haven right to do, and thus the hignways become nothing but boles and gulleys, and every one who has to ride 01 drive over them is m vie to suffer. By levying, a road tax on each male over the age ol sixteen years, every county would be enabled to keep its j highways in thorough repair, and every farm jer who had to haul over one or more of tbem i would more than make up the tax in the ad | ditional amount of produce he could haul to market, not to .--ay anything of the pleasure ! lie would daily derive frees having good rosdt to travel over. In other States road taxes are levied, and tbe roads are kept in perfect order. Why may not a similar system be adopted iv Virginia > Paying the Folemte*rs.—Tmt volunteers who lately served at Harper's Ferry and Charles town—or at least a fair proportion of them are complaining bitteily that the General As sembly have ao! yet niaile provision to pay them lor their lot lime whilst ia the service of the Stale. Many of them are poor men, with large families, and bavins; nothing to de pend upon out iheir labor, feel severely the loss of two or three weeks' earnings, at this particular season ot the year. Five or ten dol lars go B long ways Witb a v\orkiug man, who has a wile and children to support; and the withholding of that amount from his month ly supplies, is a punishment that ought not to be in WCted by the Commonwealth. Unless arrangements are made to pay this class ol soldiers in a very short time, their claims may be bought for one-fourth the amount now justly due them. Water Pipes.—Tbe late contract by the city with Joseph 11. Anderson k Co. tor casting the iron pipes for the extension of the city water works, will give employment to a num ber of persons, and besides putting into circu lation in Richmond abou f tSOAHAi, will relieve the North of that much " pap." the profits of which might be invested in the publication of " Helper pamphlets" and other abolition docu ments as devoid of truth as are their authors of common honesty. Messrs. Anderson <k Co. are preparing their patterns and making other necessary arrangements as rapidly as possible, and from all we can learn will furnish supe rior pipes to those heretofore purchased at the North. Class of the Season.—Tho lovers of field sports, in tliis section of the State, have had B good season for partridge shootinp, and it is now about time to tie up tho poimers, lay aside tho double-barrels, and allow the birds an opportunity of feeding nnd fattening pre paratory to the spring. In some neighbor hoods vast numbers of birds were destroyed in October, November aud December, and if the pursuitafter them is continued, none will be left as breeders for next season. The Le gislature ought to pass a game law before its adjournment, hut fioin present indicationa other aubjects of greater importance will probably occupy the attention of the members until tin-close of the session. Instructive Lectures.— The Rev. J. Davenport lilackwel), pastor of Trinity Church, is deliv ering a series of lectures on the parables of our Saviour, every Wednesday night, in the lecture room of tile church, on Franklin stieet. Mr. Blackwell is :i young minister of decided ability as a scholar and theologian, undone of the most promising of tbe junior members of the Virginia Annual Conference. Il is known to many of our readers, that du ring his recent pastorate of tvv# years over the Methodist E. Church on Union Mill, be won for himself an enviable reputation as an able minister. The cost of this improvement could not tie a great deal, and would enable many more vessels to enter the dock than can now get in. The New Warehouse, near Mayo s bridgre, in. tended for the storage and sale of tobacco, when completed, will prove a great conve nience to the public, inasmuch as its location Is a central one,aad its capacity very great. It will probably bs ready lor use in thecourse of a few mon tbs. Bad Thoroughfare.— Dock street from llih to 17th, is in very bad condition, and needs some attention to prevent its becoming impassable. A stitch in time may save nine, so it is said.
