Tke idea wbiah . -koy pooaoßS about freedom here as wall tv in Oaaada aad tk* W**t Indies is, tkat it is bb absolution from tbe primal curse, and tkat euros tk*y eonaider tke greatest of all. Tkey cannot bo tadacsd by any amount of uragaa to kesp stsadily at work. Ttey prefer to squat upon tko laud belonging to tko estates on wkick tksy ones wrought as slaves, and dragging oat aa existence scarcely one degree kigber than tkat of a ruminating quadruped. Give oae of tbem a patsk of ground upon which be can raise a few pumpkins and po tatoea, Bi.d ke is satisfied. Tbe vast quantity of idle laud iv tbe island, belonging in part to tß* Crown, nnd in pa_rt .o private proprie tor*, greatly sucourages this tlisposi-ion. li is retuarkabte that iv the I.iaud ol Harbadoes, Wber* tkere is v. iul* land, the same system atic ittleuess on tbe pari oi tbe. blacks does no; sx-st. There tbey are couipeiied to work or Starve. A Writer ill Chambers' Edinburgh Journal, eommeaUiig upon Mr. Tkollo. _ * book, admit* that tb* undue abundance ot laud in Jamaica i» tbe root ot the great evil under wbicb it lies crushed to the earth Me thinks it would be far better if the same ami* of things existed thst is to be found iv Barba/toes—that is, if the whole island were appropriated and cultivated io the last square lack of soil. Then, be thinks, the negro would be compelled to work or starve. In other words, tbe voluntary system, so far as the African race is coueerued, is a failure. Tbey must bave a master, if tbey be expected to work, and tkat m sier must be either starva tion or n while owner. As to working irom tb* earns motive thst a white man works— to better hi* condition—tbat is fairly admitted to be altogether out of the question. It is a thing wbicb is not to be expected "Iv Jamaica, Dominic*, St. Lucia, and Grenada," says Mr. Tbolloi'k, "ihe negro, when emancipated, could aqu.i and make himself happy; bnt in Barbados* tkere was not an inch for him.— Whan emancipation came, there was no squat ting for tbe poor Barbadian. He bad still to work aud make sugar—work quite as bard as wbsa ke was a slave. Ht had to do tha: or starve; consequently labor bas been abundant in tbis island, and in tbis island only ; and in all tko West Indian troubles it bas kept Its kead above water and made sugar respectably; not indeed showing much sugar geuius, or go ing ahead in tbs way of improvements, but paying twenty shillings in tbe pound, sup porting itself, and earning its bread decently by tbe sweat ol its brow. * * * There is not s rood of waste land in Harbadoes. 11 cer tainly is not the country for a gipsy immigra tion. Indeed, I doubt whether there is even room for a pic-nic." Tkat tko facility witk which land can tie acquired is one reason why the Jamaica negro cannot be Induced to work, can hardly be doubted. Bnt this facility encourages another propensity wkick is tbe peculiarity of the race. Ci-ili_ation, in a variety of shapes, bas keoa la contact with Africa for five thousand years, yet it is as barbarous now as it was in tbs days of tk* I'habaoiis. There are evi dsnees enough that tbe ancient Egyptians car ried tbeir civilization to a considsrable dis tance up tbe Nile. But npon tbe borders of Negroland it stopped. Tbe Pharaohs brought slaves from thst land, as tbe Pasha, do now. Tbey made warliae expeditions into it. Tbey established commercial relations witb it, but tbey could not civilize it. Tbe appear ance of the hieroglyphics in the Southern part of Egypt show that the people had been at least partially civilized, and tkat tbey kad relapsed, into barbarism.— So it bas always been with the negro, aa soon as •besustaic'utg baud of the white man hns been wilbdrawn. Hear what Mr. Troli.oi-_ has to say about him in Jam.ica: **__*ed from control and with plenty of land for notklng. the negro bas unbounded facility of squatting, and bas availed himself of it free ly. To recede from civi ization nnd hceoine again savage — as savage as the laws of the ommunity will permit — ha* ft-.n to his taste. I b-litve that ht would altogether retrvgade, if left to his taste." A writer in Chamrkrb Journal thinks the pron*r remedy would be to get the negroes off the laud which does not belong to them. Aye! but how is that to be done I Where is the Sta'esman that can suggest a sure plan for ac compli.hing that desirable object 1 It would he far easier to uproot the primeval forests that darken around the little spots which they scra'ch tor their potato ground?. No b dy doubts the power of Great Britain.— Tbe i _ueen can send an array to Jamaica and exterminate tb* race, or she can capture the whole<if tbem and reduce tbem a second lime t-. slavery. But her whole exchequer cannot bribe them to work, or her whole power, exer cised in any less energetic form, compel tkem to give up 'be custom of squatting. If beie be any doubt ab nit tbe tact, look at Canada, and (he proceedirgs 'of the runaway slaves. there. It is tneir custom to settle apon tlte land of any man, let him be who be may. If be attempt to remove them by pr..ce--ot law, ke finds a whole negro p tin aion in hiiu against him.ail be may he thank tut if he escape with bis life, after having c impromi-ed by ■ nominal aale of his property for one-flftb ol its value, upou credit, without the remotest possibility of getting even tbat when the tbe money become* due. If the magnanimous Parltaueut, or it* inignauuujus constituents. autiered la all thia, it would be- nothing more than retributive justice. Men sbould pay for tkeir magnanimity themselves, not make oth ers suffer for it. But in ibis case the authorn of tko mischief sutler not at all. The innocent planter iv Jamaica pays the whols penalty.— Even now, when be is attempting to reinstate kimsslf, and reatore something of its former ▼Blue to hia pro|.erty, by the introduction of Coolies, be is violently opposed by a party at borne. Aud ou what ground! Why, it will Interfere w lib tbe prosperity ofthe negroes. Tkey must have tke monopoly of all tbe labor In Jamaica, altbongh they will not work.— Nobody ia to be allowed the privilege of doing what tbey positively refuse to do. They are lo ke protected by act of Parliament, in tbeir lazy, tbrlftlosa, vagabond course oi life. Tbe plan tor is to have uo alternative but to give up bis plantation or to starve. Tbe while man is aothing. Tka "Almighty Nigger " ia all. To bays a plasty of land for tbe exercise of labor aad skill, Is undoubtedly a great blessing everywhere except in tke West Indies. The conservatives of tbe IVorth have a plain coiir.e ttefore them if ihey exjiect to bring iheae incendiaries to reason. Certainly, these conservatives have as much to lose by the triumph of abolitionism as ihe people of the slaveh-ldiii* Slates. Tho firebrand .i) tplied to Southern dwellings wouhl not cause as wide spread ruin, nor the insurrectionary days of war a* vast a havoc iv the Southern as iv tbe Northern States. The burnt house of ths Southern planter can be rebuilt, aud the kniir ofthe insurrectionist be met by such a prompt ■md vigorous application of ihe sword Bad the rope that it will ho crmhed at once and fui ever. Th* civilization of the world, wkick depends upon Southern products, would rally to the defence of the South against those who would lay waste its fields and destroy the cul tivation of tbe staple 011 which the industry and comforts of so large a portion of the human family are dependent. The South would come forth from the struggle stronger than ever, and ber labor be placed on a permanent aud immovable foundation. Hut how would it he with tbe North I The fountain of its wealth w*uld be cut off, its man 11 factories desolated, and its shipping rot at the wharves. Property of every kind would be depreciated, cities dwindle into villages, and villages vanish into tbe wildernes.. Can the conservatives of the North tamely give up such vast interests without a strug gle? We should think not. But unless they ars prepared thus to give them up, they must make up their minds to assume the aggressive, nnd fight the battles of the Union, and of tho rights and interest of all its parts at their own doors. There is no one here for tbem to fight. The South is notmaking war upon the North ; ths South is not preparing to carry slavery into the free States, nor 10 molest the rights nor tarnish the honor, nor take the lives of tbe people of any other section. The of ths South is pre-eminently their own cause; the interests of the South are their *wn interests ; the security of Southern labor the only guar antee of their own prosperity. The enemies of the South are their own enemies, and, un less they put tbem down, tliey will notonly lose all the iid vantage? of the Union, but, in any new government wkick may be framed, will be at the mercy of men wko are enemies oi all society, who will be radicals, agrarian?, and disorganizers in the new order of things as well as in the old. The same fanaticism and lawlessness which have made slavery the pretext for the gratification of its spirit of anarchy and rapine, will make war upon law, order, aud property, in a Northern :is well as a Southern confederacy. Tiie large commer cial and manufacturing cities of the North and the tendency ol thepopulatjon to city life would increase the perils with which agra riruusir. already threatens the whole fabric of society, and compel the esiabli»timent of a stronggoveriiinent, if not a military despotism.
