Let them see to what an enormous extent their own coun try—nay, they themselves—are implicated in the imaginary crime of slavery, and tbey will open tbeir eyes to the folly and wickedness of these who denounce it yet give every encour agement to it by becoming the best customers •of tbe slaveholder. Let them know tbat four millions of balm of cotton are annually pro duced by tbe slaves of this country, and tbat but a fifth of it is manufactured here, while England takes mnch tbe larger portion of tbe rest, and they will soon begin to ask who is the greater monster: the man who compels the slave to make tbe cotton, or tbe man wbo encourages tbe compulsion by buying it after it bas been mode T There can be no means so certain of exposing tbe Pharisees who put up long prayers for the emancipation of tbe negro, and make large fortunes out of tbe proceeds of bis labor. As for dispensing witb American cotton, that is altogether out of the question. If Parliament make up their minds 40 that iaaue, they might just as well moke them np to another.— They will have to dispense witb tbe present Government also, for a revolution would most assuredly follow in forty-eight hours. The number of operatives actually engaged in the manufacture of cotton cannot be, we take it, abort of one million. Every one of tbese, it is to be presumed, has connections of some sort or other, more or less extended; ao that If we were to put down the number of tbose whose very existence depends directly upon it at five millions, we should not be far out of the mark. But it is not tbose wbo are directly in terested tbat would alone feel the blow. The whole laboring population are dependent upon it for clothing cheap enough to come within tbe limits of their means. Capital to an enor mous amount is invested in it. Ths refusal to take American cotton would shut every manufactory in England, of every description —throw mil lions of men out of employment produce such a commercial convulsion as tbe world never beheld—and drive the furious multitude Into a civil war. Nobody knows this better than Lord Brougham, but we want tbe people of Great Britain to know it. We want them to see what would be the result of that policy, which tbe Exeter Hall crew de sire to see inaugurated in this country, upon tbe prosperity of Great Britain herself: •Tomsensatlea sf the Adjutant General. We concur heartily with the sentiment of the Petersburg Prtts, tbat the paltry sum paid Adjutant General Richardson for his ser •vicea (9100 per annum) is disgraceful to the State. When the late General Peyton became Postmaster of Richmond, we believe he had to resign hie ofllce of Adjutant General of the State. Gen. Richardson was then Secretary of the Commonwealth aud Librarian. At his suggestion the ofllce of Adjutant General was conferred upon him, with tbe addition to bis salary, perhaps, of this one hundred dollars— thus saving to tbe State nearly tbe whole sal ary previously paid Ibis officer. The idea was, that a considerable portion of tbe busiuess of tbe Adjutant General's ofllce bad to pass through tbe ofllce be (Geu. R.) held, and tbat he could attend te it without much additional labor. At tbat time, too, tbe military spirit of tbe State was declining, and the laws were undergoing a corresponding change, until Anally, at a later day, militia musters were altogether abolished. Within a year or two, however, a change has takes place la tbe pub lic fssliug, which bas become decidedly mom martial. Among the bills reported in tbe Senate yes terday, was one making an appropriation for the improvement of James river below Rich mond. A bill was passed to furnish Clerks of Courts aud Justices of the Peace with Mayo's Guide. A resolution was unanimously passed to inquire into tbe expediency of granting a peusion to tbe widow of the colored porter killed by John Brown's men at Harper's Fer ry. The joint resolution having in view a set tlement with Selden, Withers A Co.. late agents of the S.ute for the sale of bonds, was adopted in the Senate. The further consider ation of the Oyster Fundum tax was laid over until Saturday. All the present State officers, including Secretary of the Commonwealth, Public Printer, Ac, were re-elected by the General Assembly. In the House but little business was transacted. The consideration of the bill amending tbe charter of the James River and Kanawha Company was postponed till Friday, (to-morrow.) One or two unim portant bills were passed, when tbe House proceeded to tbe consideration of bills on tbeir second reading, and adjourned. Passage of the Postal Bill. The U. S. Senate yesterday receded from its amendment to the Postal bill abolishing the franking privilege, and then passed the bill.— The President has signed it, and it is now a law... The Senate after wards passed a separate bill abolishing tbe franking privilege. Post-Office Contributions to tbe Wash ington Mom-bent.—Since the plan of putting boxes at the Post-Offices for contributions to the Washington Monument went into opera tion, about four mouths ago, returns have come in from 841 places. The aggregate amount received is IMIHI. Nearly *2>_,_oo places have not been heard from at all. If the postmasters of these would co-operate with the others, and with as favorable au average result, the annual fund would be more than 5_*25,000. To keep tbe work in fair progress $lo,uoo a year would suffice, which would require an average return of 5i...0 a year,or cents a month from each town. In Virginia, 65 Post-Offlces have contributed _ 10-2..4, the largest contribution being *l(i si, which was put in tbe box at Petersburg. Norfolk gave $ 13, and Richmond only $10. Tbb Fibb ib Elisabeth City.N. C—The loss by the Are at Elizabeth City, N. C, on Tuesday last, is estimated at $40,000. The principal losers are T. R. Cobb, Cornelius Trueblood, W. W. Burgess, C. W. Kellinger, Mrs. Guirken, Wm. Laboyteaux, Thos. Shan non, Thomas Gatkins, and Pool A Wheeler. Several of the buildings were new, having just been completed. Tbe Norfolk Argus says: Tbe Are broke out at 2 A. M., Tuesday, in a new warehouse, belonging to Mr. Cobb, and raged for hours witb great violence, the flames sweeping onward on both sides of the thor oughfare, rendered furious by a strong breeze blowing at tbe time, and, meeting across the street, formed an immense fiery arch, above which they towered and flashed fiercely. The scene was grand and awful, and tbe excitement of tbe multitude tbat witnessed the destruc tive conflagration was increased by the fear that tbe whole town would be swept away. By tbis dread visitation to tbat pleasant town, many persons are thrown out of employment, a number of families are deprived of shelter and means of support, and an immense lose has beea incurred by individuals and tbe oor- K ration at large. Tbis sad calamity, wbicb b soQpieklyfollowed another In tbe same town, and which we chronicled last year, is again declared to be the fiendish work of some heartless and inhuman incendiary. The Cir cuit Court is bow in .session in Lexington, with a heavy criminal docket. There are two murder cases, both of great atrocity, which are to be tried. Tbe number of murders in Kentucky ia aaid to be tearfully large, and there ia a pretty general disposition to punish tbem by Lynch law, aa tbey rarely receive tbeir deaeru at the hands of the regular tri bunals. Mr. Ford, formerly of Williamsburg, is tbe bead of a very Urge boys' school in this city, and tbe Misses Jackson, formerly of Fredericksburg, bave a flourishing female school here. __ Tne negroes are notes numerous in Eastern Virginia, and, I should judge, not under as good discipline. They have five churches with negro preachers. Public sentiment on tbe slavery subject ia sound and there la a strong Union feeling, bnt at tbe same time no dispo sition to submit to any outside dictation. I ha re, of course, visited Ashland, the form er residence of tbe great statesman and orator, Uenry Clay, now occupied by his son, James B. Clay, Esq., late member of Congress from this district. Tbe house, having become old, was taken down since Mr. Clay's death, and a new one built, somewhat npon the same plan internally and externally. It is filled with mementoes of the departed statesman, gifts that were presented bim by bis admirers in various parte of tbe Union, and books and' paintings which show bia own good taste and culture. The iuterior arrangements of tbe house are more elegant and convenient than most of the costly fashionable houses of our large cities, and tar more bo than the unpre tending, though handsome exterior would lead one to expect. In Mr. Clay's time, the ap pointments were much plainer. Mrs. Clay, the widow of Henry Clay, lives near tbe old homestead. She is a lady of exceedingly do mestic habits, and tins not visited Lexington but once since the death of her husband. The monument to Mr. Clay, a tall shaft of Kentucky m ti Die, is nearly.finished. When surmounted by the statue of the great Ken tuckian, ii will be 120 feet high. It occupies a commanding eminence in tbe beantiful ceme tery near Lexington. When completed, the remains of Mr Clay, which now rest by tbe side ot his mother iv another part of the ceme tery, will be removed there. Mr. Joel T. Hart, the sculptor, whose statue of Mr. Clay has lately arrived in Richmond, is now visiting Lexington. He is a native of Clarke county, Kentucky, where he was born in 1810. He was originally a stone-cutter. A splendid banquet was lately given him by his frieuds and admirers in Lexington, at which speeches were made by Judge Monroe, R. W. Hanson, Esq., and other distinguished gentle men. The most enthusiastic praises were lav ished upon the artist. The medical school here numbers now but fifty pupils. A bill has been introduced iuto the Kentucky Legislature, prepared by two officers of the annv, providing for an efficient militia and volunteer system. B. Correspondence of the Richmond Dispatch. Affairs in Rockingham. Harbis onbl'BG, Va., Feb. 14, HMO. The news of the passage of the Manassas Gap Railroad bill reached here on Saturday night last. One week ago the prospects of tbis bill passing were very gloomy. Our citizeus wortj sad and elongated countenances from this fact; but when the news arrived that Manassas bad been ''put through," it seemed to change the aspect of things generally. The hearts of our citizens were filled with "joy and gladness," especially those who appreciate benefits and advantages to be derived by its completion to this place. A large brick dwelling and kitcben, belong ing to Mr. Stephen A. Harnsberger, residing near Port Republic, in this county, was de stroyed by fire on Sunday morning last, about the hour of 2 o'clock. Tbe fire broke out in the kitchen. A portion of tbe furniture was saved. Mr. H.s loss is about . i.._ «i. Preparations are now being made to cele brate the '.2nd. A supper is to be given by the ladies for the benefit of Eshman's Cornet Bund. Speeches,appropriate to ihe occasion, will be delivered: the 'Valley Guards" will be on pnrade, and the Masonic fraterni y wilt form in procession, and it is qu.te probable the stu dents of the Mossy Creek Academy will be present on the occasion.
