She protests against the auuexa tion, in favor of tbe Uapsburgs, alleflng trea- Use a century old, in which France undertook -to guarantee their poesessiou iv exchange for certain claims relinquished by them In Lor raine. She bas never learned even yet, that there is such a power ia existence as the peo ple, and sbe seems to have lorgotieu that there ever was such an event as tbe French revolu tion. Austria is tbe slowest of all national old fogies, the Rip Yam Wibklbol the nations. Sbe, luckily for the peace of Europe, conftue*. herself to protesting—hopes tbat iv ber doing mo, Europe will recognise ber desire to keep tbe peace—and (she might, have added,) ber inability to go to war with no aU.es and - bankrupt treasury. There seems to be far more danger to the general peace, frum the annexation ol Savoy. A portion of the Eng lish press, aud all ihe old tory remtiauts in Parliament, persist ia represeuting this an nexation ns tbe .irst step of the French Em peror in establishing what the first Napolkon called tbe natural boundaries of France: that is, the Ocean, the Rhine, and the Alps. The protest of Swltxerland, backed undoubtedly by some other power, is lively and strong.— We are disposed to think it a contrivance of tbe Emperor Napoi.bon nimself to get a Con gress together and procure the formal aboli tion of the Treaty of Vienna. Hm while the attention of the whole world lias been turned upon Italy aud the Alps, the London Herald has suddenly discovered a t>peck of war upon the Northern horizon. At present it is uo bigger than a man's hand; but if it swell not to the proportions of a clond large enough to envelop all Europe, It will not bs for wan i of assistance from tbs weather brewing English journal. The very novel proposition is stated, that the whole scope of the F.mperor Nafolboß's policy is to establish the ascendancy ef France in the Councils of Enrope, and that to this end he has devoted all bis energy to fomenting discord between the .treat Powers of Europe. To effect this ob ject, we are told—certainly, we think, not fer tbe first time—that be enticed innocent and unsuspecting England—who, of course, had never heard of Sir Uamiltos Sbyjiolb and bis conversations witb the late Czar about the disposition of a certain '-sick man's" ef fects, and wbo has no interests in the East to protect from the somewhat notorious cupidity of tbe Ru.sian bear—into an alliance against the Great Northern Bugbear of this enlight ened age, and forcing a peace, while the honor of the latter was yet unstained, left him with a heart rankling witb animosity against his ancient associate. With tbe same object always in view, be next contrived to sow tares between Austria and ber old friends, and, having caught her without allies, first crushed her to the earth, theu lent a hand to raise ber up, and left u>r too grateful for his forbearance, and hi tier against ber recreant friends. Having thus estab lished an irreconcilable difference between these delectable associates—having made Rue eia hate England for ber active enmity, and Austria and Prussia for their passive attitude while be bas secured ber friendship by his self-denial and courtesy, he has completely succeeded in sundering all the ties that bound these great robbers together when they met at Vienna and plundered Europe, leaving but a eiugle alliance—that between Prussia and Great Britain—unaffected by lus machina tions. According to the far-seeing man of the lie, aid, he is, even now, busily engaged in pre paring tbe wedge witb which be means to sunder this loving alliance also. The fashion of tbe wedge In question Is this: The relationf of Deumark witb the German Federation, touching tbe old quarrel about SchlezWig Holstein, are, at this moment, any thing but friendly. On a late occasion, the Diet at Frankfort made a demand upou Den mark for redress for certain alleged violations of the Constitution of the Duchies, and inti mated, iv terms too plain to be misunderstood, its determination to support tbe claims of tbe latter, by military force if it be necessary. The Danish plenipotentiary not ouly protested against such a step, but plainly intimated that liis government bad made all the conces.ious it iv tended to make. Tbe Diet is backed by the public opinion of Gerinauy, aud all Den mark approves the position of its Govern ment. There can be no doubt that Denmark is desirous to resist, and would have resisted loag ago, bad bar power been equal to her will, lv this crisis of affair, sbe bas been lor same time seeking assistance from some of tbe Grqgt Powers, and bas at last suc ceeded in 'dbtaiaiug it from Frauce. Nego tiations are ia active progress, and it is pro bable tbat ia a very short time aa alliance ofleuslve and defensive, will be formed.— iv the even I of a war with Germauy, the geo graphical position of Denmark will afford incalculable advantages to Nai.__k>h. With tbe assistance of tha fetaaieh aavy aud tbe Danish porta, he eaa crush tha commerce of Northern G.rmauy, and blockade all her porn. Nor are his iutrigues couflned to Denmark, lie will be content with nothing less tbaa a Scandinavian alliance. Ilia nego tiations bave been for soma time as active at Stockholm as they have been at Copenha gen, and, it is rumored, quite as success ful. Aa alliance betweea France, Denmark, Sweden, aud Norway, weald be a most for. mldable alliance. It would seem to resemble oae of those schemes for a consolidation of tbe Contlusntal Naval forces, wbich the great Napolbob was aa toad of entertaining.— Whether it bs feasible or uot, it is certain that it has alarmed tbe Mold Britons fully as much as they were alarmed by tbe empty kegs which soms wag Ist float down tbe Delaware, whea they occupied Philadelphia, duriag tha Revo lutlonary war. It is time for Manchester to go to work ia eeraest. It to time that buildings were rising rapidly betweea ths river aad the elevations beyond it. Imagine what aa elegant appear aaea tha place will maks whea that space to covered with handsome squares. No town that wa know of has each fine sites for public edifices and for monuments. A monument in Manchester woold be indeed a grand affair to behold from this side of the river. With these advantages for adornment, and the ele gant works of art, it bas noble advantages for commerce. With water power, aud with wharves for sea-going ships, sbe has extensive resources for manufacturing, and very fine facilities for marine commerce. Now, Mancbester can in no other way avail herself of these admirable advantages so well and so rapidly as by establishing a free com munication between tbe north and soutb sides of James river. Let ber, in effect, continue bar maia street into tbe city of Richmond !— Tbat will do the business completely. She will then put herself Immediately In the pos se.-ion of a share of tbe advantages Richmond enjoys in the public works which have cost so mauy millions of dollars, and which termi nate within her borders. She will thus tap the streams of trade which distribute thrift along the thoroughfare, of ber prosperous neighbor, aud direct them through her own deserted streets, which will soon shew the prosperous sign, of the beneficent irrigation.— Wake up then, O people of Manchester, and achieve this great revolution tbat will make your town great aud opulent! Northern and Southern Presidents. It is often urged by tbe Black Republicans that the Executive office bas hitherto been mainly in Southern hands. Tbe North, they say, bas cheerfully submitted to this, and the South ought to take her turn of being the gov erned party, with equal good humor. Now, in point of fact, the number of Southern Presidents, including Gkobgb Wahhimotom, bas only been one more than the number of Presidents from the free States r but, what is more important, those Southern Presidents were not chosen by a sectional party, nor as sectional representatives, nor with ihe slight est reference whatever to section, but solely and exclusively as the representatives of na tional parties, having as mucb strength in one section as another, and often solicited and nominated by tbe North itself, tor tbe leader ship of tbeir party. It is tbe purely sectional character of Black Republicanism, and of its representatives, aiming to make tbe South a province of the North, to wbich tbe South objects. Give the Soutb a national President, aud there are few Southern men wbo care a groat about bis birthplace. But tbe Republicans are not satis, fled with a man of their own section alone, he must be a sectional man. Was tbat the principle upon which the Presidents from tbe South were selected, and, If it had been, would the North have submitted to it ? If the Soutb, however, bas governed the na tion hitherto, bas sbe not governed it well 1— What other nation bas risen as rapidly?— After the sect ion alist s bave been in office a quarter cf a century, will they be able to show as rapid a growth in power, fame and Union 1 New Book. He is a lawyer of fine al.ility. and his stronr sense of justioe aud right, wttti hts learning and experience, assure the city that in him it would h»ve an uptight and enligatened Judge For more than fifteen years Mr. GRATTAN has been the patient and laborious reporter of the de cisions of the Court of Appeals. He is perfectly familiar with ail the decisions of our hi.hest Couit. His Strong native good sense would bring all the learning of that Court to the discharge of his public dut es. But there is another respect in which Mr. Grat tan has no superior. He is honest, without re proaon— and firm and decided, without fear. He is universally respected. No man's decisions would command higher respect for the int llige.nce which would nuide them, or for the manly integrity by which the. would lie prompted. Mr. <irattan is not a popularity-meeker, and yet i* bslo.-ed and esteemed wherever be is known.— He is never afraid to do his duty, and will ever conscientiously perform it. Let the people make him Judge, and the result will prove the wisdom of their choice. They want a man who knows the law, and will fesilesslv administer it. PEACHY R GRATTAN will answer these pur poses and Ist him he our Judge. All classes, the Bar, the business men. the mechanics, have a deep interest in this matter. Let tbem speak out, and make Mr. Grattan the Jinl_eof the Hustim.-nCo.irt. ap2l-lt* A CITIZEN. __-CS*-_ NATHANIEL P. HOWARD FOR _K__SHU..TINfiB JUDGE.-Tbe writer hens to present the name of Mr. N. P. HOWARD as a suitable person to fill the office of JUDGE OF THE H USTI NOS COURT, recently created hy the amended charter of the city. AH the most impor tant interests of our citizens, iKith as it regards tbeir liberty and estate, are involved in the proper selection of the incumbent of this office, aad. in ■ook'ii- over the member* nf the bar, no one can be found to compare with Mr Howabu in all and every qualification for the position, combining, as he does, sound judgment, strict integrity, stern impartiality, and a knowledge of both civil and criminal law equaled by few and surpassed by none. Mr. How as r> is a modest and retiring gentleman, not generally known to the masses; but, in an of fice of this kind, the people will certainly prefer a man fully qualified for the high trust, to any one, however mnch he ma* have their personal sym pathies as a "good fellow.' or understand better than he the art of electioneering. I therefore pre sent, with confidence, Mr. Howabd's claims, and hope the people will consult their interests and elect him The writer has no personal intimacy with Mr. Howabu, but is well acquainted with him aa a practitioner at the bar, where his reputation is of the highest order.
