countries, except, indeed, that commerce ac

mountable harrier of prejudice and bigotry,
that has hitherto shut out Japan from among
the nations of the woild, is utlengtb overcome,
and that the Imperial head of the country has
thus recognised the importance of an inter
c.urse with the United Stales, is a significant
