Mooaa, Librarian of said Society, upon tbe "Treason of Ota OKARiaa Laa."- A very Imperfect sketch of tbe paper was at the same time reprinted from some of the New York journals, whoao reporters bad taken it down apparently from memory. The title of the impei stai tied everybody, and very many expressed their derided incredulity. Since that time Mr. Moore ha* published it In book form, and we bave a copy now lying before us. We republish the document upon which the charge ik founded. If its authenticity can bo established, there will, we think,remain no doubt upon tbe mind of nay reasonable per son. It will be recollected that Gen. Lbk was captured at Haskiugridge on the i:3tk Decem ber, 1770, during the retreat of the American army through the Jerseys. He was, at the time, separated by an interval of several miles from his commeud of three or four thousand men, and bad only n very slender escort with him. The detachment which took bim was commanded by Lieutenant Colonel Harcoc bt, of the British army. The advanced guard ot this detachment—it may be interest ing to Virginia readers to know—waa led by Their old friend Tarleton, at that time only a Cornet of Dragoons. Lax was treated very roughly by his captors, who tied him, both legs and arms, on ahorse behind a dragi«on. and rode off with him at a furious speed to Brunswick. He was greatly alarmed, believ ing that he would be tried as a traitor and ex ecuted, for he had been a Colonel in the Brit ish service, although he had resigned pre viously to accepting tbe commission of Con gress, and was, in point of fact, only a half pay officer at the time of his resignation, and therefore not strictly amenable to military law. It was, doubtless, under tbe influence of apprehension for bis lite that Lee submit ted the paper In question to the Howe?. I think my self not only justifiable but bound in conscience to furnish ail the iuiit«. I can, to enable 'em to bring matters to a conclusion in the moat compendious mann«r and consequently the least expensive to ooth l'Arties-1 do this with the more readiness at 1 know the most generous use will be made of it in all respects—their humanity will incline 'em to have consideration for Indiviauals who have acted from Principle and their good tense will tell'em that the more mo'terste are the genera! condi tions; the more solid and permanent will lie the union, for if the conditions were extieme'.y repug nant to the general way of thinkimc. :t would be only the mere patchwork of a day which the first r>reath of wind will discompose and the first t] mp toms of a rupture betwixt the Bourbon Powers and •treat Britain absolutely overturn—but 1 really have no apprehensions of this kind whilst Lord and general Howe have the direction of affairs, and (litter myself that under their auspices an accommodation may be built on so solid a foundation as not to be shaken by any such incident —iv this persuasion and on these principles i shall most sincerely and zealously contribute at' in my power to sn desirable an end. and if no untoward accidents fail out which no human foresight can guard against 1 will answer with my lite for the success. *■ From my present situation and ignorance of - certain facts, I nm sensiole that I hasard propos ing things which cannot without difficulties be cumplvM with; I can only act from surmise, therefore hope allowances will be made for my c.rcuiuatances. 1 will suppose then that (exclu sive of the Troops requisite for the security of Khode Inland and N.York) (Seneral Howe's Army t comprehending every species, British, Hessians and Provincials) amounts to twenty thousand men capable to take the field aud act offen sively: by which I mean to move to any part of the continent where occasion requires—l will suppose thit the General's design with fins force is to clear the Jersey's and take pos session of Philadelphia—but in my opinion the taking possession of Philadelphia will not have any decisive consequences—the Congressand i'eo ple adhering to the Congress have already made up their minds lor the event; already They have turn'd their eyes to other places where They can hx their seat ol residence, carry on in some meas ure their 'internment: in short expecting this event They have devis'd measures for protracting the War in hopes of some favorable turn of affairs hi Kurope—the taking Fossessinn therefore of Philadelphia or any oue or two Towns niore.which the Weneral may have in view, wul not tie decisive - -to bring matters to a conclusion, it is necessary to unhinge or dissolve, if 1 may so express myself, the whole system or machine of resistance, or in other terms, Congress Government-this system <>r midline, as affairs now stand, depends entirely on the circumatanees and disposition ol the Pen pie of Maryland Virginia and Peausylvania-if the Province of Mary land or tha greater part ot it is redue'd or submits, and the People of Virginia are T-« vented or intimidated from inarch'ng aid to the 'ennsylvaniaArmy the whole machine tsdisaolv'd and a period put to the War, to accomplish which, is. the object of the scheme which I now tak the liberty of offering to the consideration ot his Lordship and the General, and if it is adopted tn full 1 am so confident of the success that I wo<i'd ■take my life on tbe issue—l have at the same time the comfort to reflect that in pointing out mens ures which I know to be the most effectual 1 point nut those which will be attended with, no bloodshed or desolation to the Colonies. As the difficult* of passing and of re-passing the North Kiver and tbe apprehensions from General Carlton's Army will i am confident keep the New Fnslanders at home, or at least confine 'em to the Hast side of Kiver; and ac their Provinces are at present neither tbe aeat of Government stregnth nor Politicks I cannot tee that any offensive operation! against these Provincei wou'd answer any tort of Purpose —to secure N.York and Khode laiand against their attacks will bn auffioient On the supposition then, that General Howe's Army (including evert spe cies of Troops) amounts to twenty or eve neigh teen thouthand men at li> erty to move to any part of the Continent; as fourteen thouthand will be more than sufficient to clear the Jersey't and take pos session oi Philadelphia, 1 would propose that four thoushand men he immediately embark'din trans ports, one half of which ahou'd proceed up the Po tomac and take pott at Alexandria, tha other half up Chesepeak Bay and possess themselves of An napohs. They will most probably meet with no opposition in taking possession oi tlieae Posts, and when posress'd they are so very strong by nature that a few hours work and soma trifling artillery will secure them against the attacks of a much greater foroe than can possibly be brought down against them—their communication with tne shlp pitii will be constant and sure—for at Alexandria Vested of very considerable burthen (of fivo or six hundred tons for instancei cau lie in clou* to the stii.ro, and at Annapolis within musket shot all the necessaries and relreshmer.ts for an Army are near at hand, and in the greatest abundance- Kent Island will supply that of Annapolis and every part on bath banks of tha Potomac tint of Alexandria. When it was first brought to me. with other documents from the same source in Encland, 1 was not allowed to examine it any tur- j • her than was neceesarit to satisfy myaell of its (cmiiaenei* by those testa with which all scholars are familiar—a restriction to which I submittal upon the undoubted aaturance that the asms con iiitons had been and would bo imposed upon ever) one to whom it had been or woud lie shown. As this restriction was intended to assure the pecum niary value of the manuscripts offered for sate, I have no reason to doubt that it was invariably im posed, so that when 1 purchased them a few days afterwards, I found myself in sole posaession of papers of a moststartlins character—a key to some j of the strangest secrets of the Revolution." Of the character of Mr. Moore, we know nothing whatever. From bis having been se lected to fill so important an office as that of Librarian to the New York Historical Society, we infer that it must be at least fair. At any rate, It Is hardly to be presumed that he is ca pable of forging such a paper as this; and, in deed, tbe internal evidence afforded by the pa per itself, annihilates any such presumpUon. There seems to us to be but one supposition that can save the reputation of Gen. Lee, and that is, that he was not acting in good faith to Sir Wm. Howe, when he suggested this plan- It is well known that the latter had devi-ed a plan, to be carried into execution during the summer of 17;7, for separating the Eastern Colonies from the rest of the Confederation, and subduing them in their isolated condition, before making any attempt upon the Middle and Southern Colonies. This plan consisted, in part, of a powerful expedition, to be sent from Canada by the route of Lake Champlain and the Hudson River, under the command o' General Bikooynk. To further the object of this expedition, Sir Wm. Howe was expected to march from New York, up the Hudson, with a force sufficiently strong to overpower all opposition, and the two expeditions were to unite somewhere iv the intermediate space. There seems to exist among military men, at this day, little doubt that the suc cessful execution of this plan would have greatly increased the peril to which the in dependence of the States was exposed.— Instead ol" attempting his part of it, however, Howe set sail from New York for the Chesa peake, and by doing so rendered co-operation absolutely impossible. Bi'Rooynk, isolated from all succor, and hemmed in by an active and enterprising enemy in a difficult and tho roughly hostile country, was compelled ta lay down his arms. The tide turned ia favor of the Americans from that moment, and it could never be reversed. The whole world was amazed at this movement of Howe at the tim?, and the amazement, instead of diminishing' grew stronger alter the war, when it became known that the plan for inarching one army down the Hudson and another up, was actu ally suggested by himself. It will be observed that Lee's plan is dated 29th March. Four days after Howe wrote to the Ministry that be had abandoned the idea of attempting on the Hudson anything more serious than an occa sional diversion iv favor of the Canada army, and a week after he wrote to Sir Guv Cable ton, tbe Governor of Canada, a cotilidecti.il letter, in which he said that operations had al ready been determined on, which would ren der it impossible for him to detach a corps up the Hudson river in the beginning of the cam paign. In the letter to the Ministry he reveal ed the plan which he afterwards adopted, and which was that proposed by Lee in its most essential features. There can be no doubt that the Southern movement was fatal to the interests of Great Britain, as well as opposed to the most obvious principles of military science. Is the supposition too far-fetciu-d, that Lee might have seen this, and have pro posed his plan for the very purpose of li ad ing Howe off from the spot where his pro aotaee might be fatal to the cause of America ! Taking the Census. In most parts of the United States, the work of taking the Census of ISan commenced on the Ist of the month.and the heads of families may prepare themselves to answer any number of questions. You must tell them how old you are, how many children you have got, how much money they are worth, what they are good for, or if they are good for nothing.— Brother Jonathan has always been renowned for his curiosity, and he is now about to give it an official illustration which will turn every thing inside out in the affairs of everybody who owns his allegiance. Every head of a family is required to give the name, age, sex, color, occupation and birth-place of every member of bis household, the value of his real and personal estate, and the causes of sick ness and death, if there be any, iv his family. What a day of judgment it will bo for single persons of an uncertain age! What a book of doom the records which the man who teltes tbe census will carry under his arm! Km there is this consolation : If you don't choose to answer, or if you see fit, after the approved Yankee fashion of answering one question by asking another, to demand the age of Brother Jonathan, what he is worm and whether his mother knows he's out, you are at perfect lib erty to do so. And besides, though the ques tions embrace details, only geueral results will be published in tbe returns from each dis trict, and, therefore, no man need fear that his domestic concerns will be known to any one but the officers of the government and their particular friends. Seriously, we trust that all good citizeus will impart cheerfully to the census-taker: such information as will be useful to the government, and not visit upon their heads the responsibility of ques tions some of which savor strongly of imper tinence; but which, while not your duty to answer.it is theirduty to ask. Everything that relates to population and which will throw upon progress in every department of industry, should be promptly stated. Manu facturers should be prepared to give particu lars in respect to their capital, number of hands employed, value of raw material oaedj value of articles manufactured, motive power and cost of fuel, cost aud descriptiou of ma chinery. Agriculturists will be expected to furnish information regarding their terms, and everything that gives value thereto, or affects the producliveuessof the land. Politi cally, this census is very important, for by it we are to be governed in the number of Rep resentatives from each State iv Congress. The rule is now to give one Representative to every uiuety-two thousand inhabitants, aud the people should not through obstinacy or care lessness, withhold information that is of such value to themselves. The Cattle Distemper. Since the appearance of the oat tie disease in New Jersey, the New Yorkers are considera bly exercised upon the subject of the milk and butler tbey are using, from the Jersey dairies. The distemper baa spread witb great rapidity. It is scarcely a year since it showed itself in this country, yet it bus extended to six States, and over thirty localities. More than eight hundred head of cattle in New England have been slaughtered to prevent the extension of the disease, and over oue thousaud have died of tha contagion. The island of Sicily, which theadventurous aud chlvalric Gabibaldi has recently in vaded, covers an area of 10,544 square miles, aud has a population of nearly three millions. The strength of the army i* 100,000, who are said to be brave aud disciplined troops. The island Is divided iuto seven provinces, each of which is ruled directly by an Inteudente, ap pointed by the King, whose powers are co ordinate with those usually exercised by the Governors of our State?. All other modes of minor government common to our system are common in Sicily. Over all the principal governments is a Council, appointed by the King, composed of eight members. The taxes are proportionally less in the Kingdom of the two Sicilies than in any country iv Continen tal Europe; remarkably small, when compared with those of Sardinia. Montgomery Mail. Col. J. J. HoorKß, the able senior editor of ♦he Montgomery (Ala.) Daily Mail, is about to visit our city and New York, to aid his edito rial efforts in building up Southern trade, and incidentally to expose the prominent aboli tion houses of New York, now doing a heavy trade with Alabama. We are glad to learn that he expects to spend a few days in Rich mond, whose manufacturing progress and commercial prospects have awakened consid erable interest in the South. We bespeak for him a cordial reception from our citizens and business men, who Will not, we trust, neglect so favorable an opportunity of making known the capacity of Richmond for supplying the wants of the Southwest.
