Bank Note?.—Since the adjournment of the Legislature there hai been an advance in the bank able funds of Uie different States. We quote the buying rates of Virginia aad Notth Carolina notes at __ 50, and the selling rates at $3; Georgia and South Carolina funds range from 25 to 30 per cent' higher. Stocss md Bonos.— We have no material change to note in the prices of stocks snd bonds since our last quotations. We tblnk the following amy be regarded as accurate: Cotton Int. loan, 150, 15 m. loan, 195, and firm; 8 per cent, coupons, "68. 106 % to 107 X; registered bonds, '81,11.1; converti bles, 112; Va. sixes, 906; N. Carolina, old Issues, 450; Noith Carolina coupons, old issue, 460 to 46-; new issue, ____; Louisiana coupons, old Issue, 45,, City of Richmond bonds, '75 and '90, 240; Cor poration of Alexandria, 185. Gbaih.— There is no when in market; but we have been Informed that sales of small quantities bave been made during the week at f 10. Witb an open market a higher figure would no doubt be reached until a fair supply could be thrown in The injudicious and indiscriminate system of im pressment pursued by the Government, through impressing agents who have no practical know ledge of the wants of tbe army or the necessities of tbe people, bas made the supply of btead for those outside the army a question for serious con sideration, and if not speedily remedied will make starvation a more tban probable event. Within two weeks flour bas jumped from $40 to $75 per barrel, and we have even beard of sales at f 100.— Some are ready to attribute thia unprecedented ad vance solely to speculation; but thto is a mistake. The flour is not Ib the market, aad people are be ginning to learn that an actual scarcity of the staff of life stares them in the face. We do not mean an actual scarcity in the country, but a scarcity in the market, caused, hy the starvation plan of im pressment of the Government. Beardless and senseless boys, wbo do not know how many bush els of wbeat it requires to make a barrel of flour, are sent through Uie country with authority to im press supplies foi the army, aad, without knowing what to aeeded, they serve written notices upon the farmer, that their whole crops are impressed! and tbat they must not send one bushel of grain to market. Tiie farmer believes that the necessities of die Government require ail that he has, feels that he is deprived of his interest in his grain, and It is leß to sprout and spoil In stacks or mould and mildew in granaries. Thto is one reason, snd tbe chief oae, too, why we bave not flour in the Rich mond market. What la true of wheat to also true of corn.
