We are induced to mnke these observations by a paragraph in the press telegram of yesterday morn ing, in which it is stated that four hundred citizens bad been killed in a riot in New Orleans, occasioned by Canby'* attempt to enforce tlie draft. When Sir Henry Clinton captured Charleston in May, 1780, he published a pro.lamation, in which he called upon the i«*ople of South Carolina to return to their home* and remain quiet, promising all who did so It they should not te disturbed. His successor, d Cornwallis, disregarding tliis promise, called m all people capable of bearing arms to come rard and assist in putting down the rebellion, I hi* agents and emissaries traversed the State n one end to the otjier in order to compel obedi e. Thi* proclamation produced results the up te of those intended. The pcopk* had .stud ,ome under the impression that they would not omptllel to engage m the war; but finding that r Wa*a? compelled to firiht, they determined to t by the rid? of their countrymen, and not nguin-t n. This was oue among the many cause's that conspired to bring on the war of ISI2, and during that war the Con gress of the United State*, in a formal document, denounced as unchristian and inhuman a policy Which retained the American seamen thus impressed, and rendered them liable to fall by the hands of their own countrymen on the deck of an enemy's Teasel. In what do the drafts of the Yankees at New Orleans and elsewhere differ from this practice of the English, save that, having been Baa-ate* 1 while war is actually raging between the Yankees and the Confederacy, it multiplies tin hundred-fold the danger of collision between the men thu> im pressed and their brethren in the Confederate ar mies, and that it is infinitely more sweeping, more' tyrannical, and more inhuman .' There is, indeed, no circumstance whicb can aggravate the horrors of war that has not been introduce! into this contest by the Yanke.M, There seems to be little doubt that one among the atereral causes, which led ta.. our failure on the Wel don railroad, las!
