LOCAL MATTERS. Discovert or a Plot to Break Oct op Castle Thunder and Murder mi Guard.—lnformation was received by the officers at Castle Thunder yesterday that the prisoners (seventy-odd in number) confined in the citizens' room in that place, had made extensive preparations for escape last night. Ther report was, that each inmate had armed himself, by some means or other, with a knife and revolver; that three holes had been cut in different parts of the building, and that, at the going down of the moon, they were to make a simultaneous rush for these places of egress, and, if necessary, murder the guard who might oppose them. Search was made yesterday afternoon, and the holes described as having been cut through the building were found to exist, and several other facts, mentioned by the informant, found to be true. A certain lieutenant was designated as the leader of the gang; but he stoutly de nied any complicity in the ali'aii. lie was, however, placed in closer confine ment. Under the . superintendence ol Captain L. *W. Richardson, the comman dant of the prison, the examination of the prisoners and building was still in progress at a late hourln the afternoon, up to which time the revelations made ol the plot were found to be correct in over particular. Judge Lyoks's Court.—ln Judge Lyons's Court yesterday, the argument in the case of Thomas Kourke, claiming exemption from military service upon the ground of being an undomiciicd foreigner, was argued to its conclusion ; after which, the papers were given tc the Judge; who reserves Kis decision till such time as he can examine the matter. Brigadier-General Caspar Toehman, formerly of the Polish brigade, qualified „ as a practitioner at law* before the Hust ings Court. The* Court adjourned to meet again al 11 o'clock this morning. Mayor's Court.—The following cases were disposed of by tho Mayor yester day: James E. Robertson was charged with * stealing six and a half yards of cassi mere from Beers A Spillman, valued, in present currency, at three hundred and fifty dollars. Mr. Beers stated that the accused came into his store, on Main street, on Tuesday, and inquired the price of various kinds of goods, but did not seem inclined to make any purchases, stating that he would wait for the arrival of sonip friend before he could decide what to do. Shortly, the witness went to the back part of tho store, where his partner was, and almost as soon as his back was turned, Robertson slipped the piece of cassimcre under his overcoat. — Observing the transaction, Mr. Beers in vited the prisoner to take a scat, while his partner went into the street and sought a policeman. Fortunately, officer E. 11. Chalkley was in the neighborhood, and made the attest The cloih was found by Chalkley under the prisoner's overcoat before he was taken from the store. The Mayor remanded Robertson for indictment by the Grand Jury of the Hustings Court. The prisoner will ap pear again this morning to answer the oifence of stealing cloth from a tailor, named Unkel, on Broad' street. " Thomas Turpin, charged with being a person of evil fame, and living in the city without any visible means of sup port, was ordered to be taken to the Provost-Marshal as a fit subject for mili tary service. William K. Sledd and Peter Lawson, butchers in the Second Market, were each charged with buying beef from the canal boats for the purpose of reselling the same at their stalls. In the case of Law son, the plea of buying for the Govern ment in conformity with a contract was set up, and a continuance was granted to prove the same; but Sledd set up no defence, and was therefore lined fifty dolfars and tlie beef ordered to be con fiscated. Thomas Anderson,-a young white man, was charged with assaulting and beating Mrs. Martha Franklin, his mother-in law, an old lady upwards of seventy years of age. The case being clearly made out, the Mayor require*! the prisoner to gbc security in the sum of five hundred dol lars for his good behavior, and the like sum to answer a bill of indictment by the Grand Jury, neither of which require ments had he conformed to when the court adjourned. Mrs. Ann Mosby was lined fifty dol lars for permitting her servant, Malachi, *** uJ * unc of ten dollars r* 8 011 *^ r6, * Ann Aut -* cii - on [In connection with these two cases, tlie Mayor took occasion to give some inatruc -Jg**y> ni« officers with reference to the , BMt of all negroes who might be found ■tog their own time. H e .said that our so blocked up by this class i _Lvr g, ? eS hat a wuite man could hardly y|? i tforthfcra *' aud » in his opin ■"*§©*, the enormous prices asked for them f was the cause of so many going at large i. c. t hiring their own time. Many °\*ar •ons, thinking it impossible to do wiih ;*out a servant, hired these negroes at the exorbitant sums asked for them, and afterwards,, finding themselves unable to comply with therequiditionj-of the l-ond ■es-^s»-_s-m^»»-g— given, pcTraiitted them to have their own time to do as they pleased in. So that they brought thcin the hire was all re quired. To make cnongh money to pay their hire and other expenses with, these negroes resorted to stealing and every other vice; and he wished it understood that the practice should be stopped, if it was in the power of the law to do so. \ Attkmptino to «;o to the Enemy.— Daniel Face and L. Dennett, citizens of Petersburg, were arrested on Tuesday afternoon for attempting lo cross our lines. They were brought to this city and committed to Castle Thunder.
