WAsnisoTOß, Dec. 16,186.".. c people of this city and District are to have the opportunity next Thursday of ex pressing their views as to the propriety of giv ing the right of suffrage to negroes. It has already been announced that a bill fer this purpose has passed both branches of the City Council. It has since received the approval of Mayor Wallack. Of course there is not the least probability that the vote will be in favor of any such privilege to the Africans; and there is as little that the Radicals in Congress will pay any respect whatever to the voice of t be lawful white voters of the District. It is understood that a bill is to be intro duced into Congress to repeal the charter of the city of Washington, and to confide its ad ministration and police affairs to two Com missioner*, to be appointed by the National Executive. The object of this is to deprive the people of the District of all suffrage, and thus to get rid of the vexed question of Negro Suffrage. A very happy riddance. It will much promote the quiet and order of the good people of Washington. Politics and elections are a great trouble to communities! Apropos of the "dark man"—as Varmount ers call him—and of Massachusetts; tbe Intel ligencer ot this morning calls attention to some recent revelations In regard to negro impress ments for tho army during the recent waiv Mr. Lloyd, President of the Board of Alder men, stated that most of the negroes who weut from the District into the army "were taken possession of by men of their own color, and s*M into the service of the United States," and it was added by Mr. Oulick that "many of them were credited to Massachusetts," that ever cunning, ever selfish State I The Intelligen cer boars testimony to the truth of these state" ments. It says further, " that many of the soldiers (black) were enrolled in the spring of j ISS4 tor the Massachusetts colored cavalry, j For each of these recruits that State paid a j bounty, of three bunded and twenty-live dol- j lars, and the towns and cities paid an addi- j tional bounty of one hundred and fifty to two j hundred dollars for each recruit." That truthful journal adds: "It is a fact, sus ceptible of the clearest proof, that none of these recruits ever received over three hun dred dollars. Of the residue of this bounty they were robbed by Government officials and Massachusetts agents. * * * Could the facts connected with these wicked trans actions be fully spread to the country, it would awaken a tempest of just indignation, and cause all good nun ie blush for the heartiest de pravity if their speciet." No doubt of it! It is ifndcrstood that Congress is solicited by influential citizens to purchase the ground on tho north side of the city known as the Washington J. Berry property, for the pur pose of erecting thereupon a mansion for the President, with a magnificent park attached. The ground has an area of between three and four hundred acres. The property is adver tised for sale on the 21st instant, nnd hence /the spur Is used to hasten up CJon gross to the rescue. It is very plain that tho tolerably spacious and moderately presentable mansion of the National Executive is much below the grandeur of the Federal Government in Its enlarged and overshadowing sphere; and whether the Washington J. Berry property bo purchased or not, a more gorgeous palace Will have to be awarded to the Chief Magis trate. What would answer for other days w ill not do for these. The Department at the j western end of Pennsylvania avenue must j have equal consideration with that at the j eastern end. If Congress deliberates in super splendid marble halls, the high officer who holds the veto power over its acts, and is chief of a co-ordinate branch of the Government, must have the equal honors of lavish expend itures upon the finest edifices that the genius of architecture can conceive. This is but right. Congress has no right to appropriate all the money for building purposes to its ele gant ease and convenience. Washington is full of beggars. Richmond I can hardly be fuller. The recent war may have thrown upon her more in proportion to her population ; but it also threw upon Wash ington a vast number. It is supposed that forty thousand blacks are how within her lim its, three-fourths of whom were slaves at the be*f tuning of the war. There will be immense suffering among them this winter. New York AH airs. New Yoek, Dec. 16, 1865. The Fenians and their troubles still seem to absorb much public attention here. At the Hall of Tara yesterday, the officers of the va rious departments were busily engaged in mat ters pertaining to the organisation. The arrival of General Mullen, the head of the Military Department in Ireland, has ex cited much interest and curiosity as to his po sition as regards the present causes of misun- j demanding bet ween their Fenian leaders. The chief difference is said to lie in the opposition Da views with regard to a proposed early move upon the "enemy's works." It Is supposed that the military chieftain of Ireland, with t*he views from either side before him, will take sides with President O. Mahoney; for the present, at all events. The appearance of their Secretary of War before the Senate yesterday, his speech there, ana his interview with the military delegation of nine, who have just arrived from Ireland, are said to have excited much enthusiasm in favor of his plans for Immediate aad decided action. On the other hand, many resolutions of en dorsement of President O'Mahoney's policy are passed by different circles. Upon the whole, the breach is apparently widening, and should the early contemplated move he attempted, the general opinion seems to he that it will terminate la a complete abor- The courts of the city present to the world a frightful record of crime and vice. The testl aaoay in each case discloses fresh crimes. The tvhU of Ward for the murder of officer Walker Is In progress now. The Italian opera, under charge of Max Maretsek, Is about to close for the season. The •losing performance, with the exception of the matinee for this morning, took place last eve ning. During the evening a handsome tribute was paid to the manager by way of a congra tulatory letter from some of the most promi nent citixens of the metropolis. Mr. Maretsek replied la a short speech daring which he took occasion to refer to the* issmdiag difficulty between the caterers to pub.
