Very many abk men In the main of the ma jorltj party In Congress concede that the adoption of so many different views by the Ropeblicnn element, all tending to provsnt the eatabliahment of peace add harmony throughout the land will recoil on them by a series of defeat* in the coming elections which is oertaia to put them Jn the minority in the next Congress. The policy of the President is plain and unmistakable; that of the Radicals is just the reverse. What they intend to do in the end, it is at present difficult to state definitely, and consequently they are losing ground daily. This fact Is admitted by several devotees to the principles of that party, and .they do not hesitate to charge it upon certain members who have in the past few days been rather more prominently mentioned before the peoople than ever before. The statement said to be derived from an au thentic source, and which was telegraphed north on Saturday, to the effect that thePresi. dent had sent a telegram to General Stead man, of Ohio, to proceed to Washington, seems to be generally understood as being with reference to the appointment of that officer to an important Cabinet position. He arrived here this morn ing and was at the Executive mansion during the day. Whatever was the object of the con ference it is certain that it was very impor tant. The indisposition of several prominent men in the Republican party to permit themselves to be used as aiders and abettors of the extre mists who are now so busily engaged in whole sale abuse of the President, is a sonrce of great annoyance to the Steven clique, who are desirous of presenting an unbroken front in their crusade against the policy of restoration as distinguished from that of radical recon struction. The War Department is being rapidly set in order preparatory to receiving a new tenant. The old incumbent will certainly go out, whether by resignation or otherwise remains to be proved. There has been great bustle and confusion there within the past few days, and the clerks have had much work to accomplish in the way of gathering up and preparing # papers for the Secretary's signature. It Is noticeable that among the newspapers most personally abusive of the President are some whose editors and proprietors hold gov ernment positions of good pecuniary value. This is especially the case with some of the German papers. Many of these parties were appointed in tiroes of high party excitement. Since that date they have waxed very fat and are now kicking obstreperously. The mass-meeting fever is contagious, and will extend all over the conntry. The oppo- ( uents of the President's policy have under- 1 taken to stay the tide, and will do all that lies in their power to prevent these evidences of the popular approval of Johnson's course. The plans for the next Presidential campaign will soon be developed, and are already talked of in private caucuses. Timo.w The Farming rrospects. Peteksbi*r?, February 24, 186#. j Meeting with a gentleman a few days ago who, before the war, was distinguished as perhaps the most successful farmer in this part of the country?one who has gained many premiums at our agricultural fairs?I asked him if he could not favor us with a prize essay adapted to the altered circum stances of rural life. Whereupon lie gave me a statement of the present condition of his farm, and his prospects for the coming season. All the labor he had been able to secure was one old negro, formerly a family servant, whom he furnished with a couple of horses, with the means of supporting them and him self, in return for which the negro is to give him three-fourths of the crops. Living but a few miles from town, where thousands of freed - men are cougregated, nothing in the form of wages is a sufficient inducement to take them back to the country. Not a grain of wheat was seeded last fall on the land, the anuual crop of which was formerly twelve or fifteen hundred bushels. The most he expects this spring is to get in a small crop of oats, with whatever breadth of corn a single hand may be able tocultivate. Such is pretty much the .state of things within a compass of live or six miles rouud the city, as I have learned from intereouse with the farmers. Further in the country it is doubtless better, but labor Is scarce every where, and farmers are continually sending in to their commission merchants, asking them to hire bands, white or black?any kind of labor that can be had. One fact is clear beyond doubt?that throughout the whole surrounding country, as far as1 have been able to hear, very little land was seeded to wheat last fall. Not one-twen tieth part of what was formerly considered an average crop will be reaped at the next har vest. After Richmond, this wasonce the lar gest wheat market in the State. A number of Aonr mills were kept in continual motion day and night from August to March, and tens of thousands of bushels were bought by agents of \ northern millers for shipment. During the grinding season, now drawing to a close, it may be doubted whether the supply of wheat has been more than sufficient to keep one pair of burrs in constant employment. And the prospect for the immediate future is not more promising. One oannot recnr to the good old days, when the agriculture of this region was so pros Grons, without a sigh at the change which s come over it. Tne neighboring farmers, most of them wealthy gentlemen, aud all well-to-do, were in the habit of meeting in the city once a month to disenss topics in con nection with the Agricultural Society and the Model Farm. They were pleasant reunions, those meetings of Farmers' Clubs and Execu tive Committees.
