The Austro-Prussian Imbroglio. * Krta in this country uo one can contemplate ?the probability of a general huropean wai without pain and regrei. and now that the lirm attitude of both Austria anil Prussia in rotation to Schleswlg-HolMeln renders the 1 pros poet of continued }H?acf cxtrpiu^lj uttcei - tain and vigue. it is highly important tons certain the exact nature of the differences which may plunge two great and powerful nations into the sorrow and desolation of war. The Duchy of liolstein pas?od by marriage under the rule of Denmark, and upon tin death ot the King, by whom it was :%* quired. its restoration was demanded by tin* Germanic Confederation. Denmark refused to restore the Duchy, and tin* refusal caused the Prusso- Danish war, which ended in Pru* sia obtaining jnwse>*uMi ot liolstein, the Duch> in dispute, and. in addition, the Duchy of Schlesw ig. which liail not before been claimed as 1>elonging in any way to Germany. The two Duchies are extremely limited in their area, their greatest length being about fifty miles, anil greatest breadth not more than thirty-five miles. Schleswig, the more north erly of the two, is bounded on the north b> Denmark, and on the south by liolstein. while liolstein i< di>ided on the south from the Kingdom of Hanover by the i her Kibe. There is little doubt that in the Prussian Danish war the former country was sustai ued by the opinion of the whole Germanic Con federation: but ii was understood that the Duchies. when wrested from Denmark, would l>e allow ?*?1 to remain independent in nam** and fact. I'ower ami dominion are. however, as sweet to the great nations of the world as to those pet t\ sovereigns who can survey t !??? whole extent of their domains from the ter race of their one royal chateau, and the great Protestant Kingdom determined to make the Duchies t?f Schlesw ig-Ilols?ein an integral por tion of her territory The whole of Germany is dotted over with miniat lire duchies and principalities, where everything is small and insignificant but prodigality and pride? an.: their rulers became naturally alarmed at the establishment of a precedent of annexation which might ere long be practiced upon them selves. King I.oi; was better, in their judg ment, than King Stork: and Austria, who is now apparently supported by the great West ern Powers, as well as by the general feeling of Germany, has announced distinctly and em pliatically that the proposed annexation -hall never be consummated with her consent. Determined to conciliate, if possible, het aggrieved neighbor, Prussia has offered Austria pecuniary indemnity to compensate for the increase of territory and power which she her self would gain : but to this proposition Austria has declined most positively to accede. Alls tria does not apparently desire an\ advantage to herself, and in advocating the claims ot Duke Fkiki'Uk ii < 'hristian to the sovereignty of the Duchies, she is but contending for the best interests oi the petty Powers of Germany . In the course of a few years the Duchy of Krunswick will merge into the Kingdom of Hanover by the death of the present Duke, who is childless, and so long as amalgamations result from the natural laws of inheritance, no one has any right to complain : but against the principle that a great Power may at plea sure swallow up her weaker ueighbors, Aus tria is evidently determined to contend, even though the assertion and maintenance ol her position should involve her in a protracted and ruinous war. All the resources of diplomacy and media tion will of course be exerbil toavoid an ap peal to arms: but as neither Power shows an> inclination to give way, it is quite possible that at an early day we may receive advices ol the severance of diplomatic relations between the two conn I lies. The area of the Duchies whose possession i- in di-pute i*, as lias already been stated, comparatively iu-ignilicaut : yet the Schleswig and liolstein of modem days was the home of the cimWi, and AwjUs, ami ,s. * i "ut s, those hardy Northmen who over-ran Hurope, planting their banners in the heart of Paris, and laying in Afjh-b'n-l the foundation ol that great Anglo-Saxon race which, how ever changed by traditions in the Old World, are modified b\ circumstances in the New. now holds predominance as being first in pliy sical force as well as first in civilization and 1111 proveinent. Schleswig- liolstein cannot there fore be altogether forgotten, whatever her form of government; and we can only hope that the requirements ot justice and modera tion may be satisfied by some other means than that of war; for surely if Kuropeau ex perience i* in any way like ours in the last four or five years, the arbitrament of battle will, if consistent with honor, always be avoided. ? He has returned to the Missis j sippi State Library, through Governor Hcm I'liKCVrf, of that State, a number of books which at different times during the war came into hits possession as commander. A very good example. We wish that a large number ol" books stolen from the Library of this State had fallen into such honest hands. Our library was one of the finest of all the State libraries. It was seriously impaired by the ravages of those into whose hands it fell at the time of the evacuation. What a world o 1 restitution business would hare to be done were all the rogues who have , in their possession the valuables and movables of Southern people to be so stricken in con science as to induce them to give up the stolen property ' We apprehend the means of trans portation would be altogether inadequate to the demand it would occasion. The Govern- j inent transportation was largely employed in this way? and as that has been diminished to a small scale, we do not know where the car- 1 rying means of restoration could be obtained. It would break down all the Kx presses of Adams & Co., Harnden, the National, the Southern, and as many more! Indeed, it1 would be more than we could expect some 1 persons to do, considering the burthen it would impose upon them' How could Gene ral Hi it kk begin to distribute the effects in , hit> hands of those unfortunate persons upon whose estates he became the administrator <1* H'nt tart! As the business of restitution I would be so nearly impracticable, it would be kind in Providence to harden the consciences of the preseut holders ol the vast property lost by the Southern people. The bill was ordered to its third reading, with an amendment pro viding that the lockv on the Krie canal shall first be enlarged to the dimensions of two hun dred feet in length, and that the Krie shall otherwise be made suitable for vesaels of six hundred tons, and that the proposed Niagara canal bhail not be constructed until this work on the Krie shall have been finished. That is, if a merchant sells two thousand j dollars' worth of goods in the month of April, and commenced business on the first of that month, he has to pay a tax on sales as if he | had been in business for a year, and sold twen* 1 ty-fonr thousand dollars' worth.
