Does anybody imagine that the consoli dated line will not be partial and selfish in itjTregnlation* and charges for transporta tion ? Why has Richmond never had a car upon that road since the present system of interchanging cars between the roads has been in operation? Simply be cause of the discrimination against her. It costs less to carry a box of tobacco from I.ynchbnrg to New York than it does to bring that box from Lynchburg to this place ! How, then, can there he any employment for the Danville railroad cars upon thc Souihside railroad ? If General Mahone is put at the head ol a consolidated line from the seaboard to the southwestern boundary of the State, Richmond might well afford topresent hiin with a handsome residence and a fortune of 9100,000, provided he will make this place his residence. Does anybody doubt it f It is no reflection upon General Ma nojre to say this. His residence here would most assuredly secure fairness in the railroad business towards us. We should certainly not sutler from discriminations against us. Now, should thc State concur in a measure which gives to one man the power so to favor the local interests of a city as to justify its citizens in bestowing upon him so decided a proof of their esti mate of his power and thc value of his friendship ? If his friendship is so impor tant to one citv, his hostility may be fatal to another. Even his indifference should be feared as a calamity. Should the State or its representatives contribute towards the installation of am such official dignitary, whose words, nay, the very crooking of whose finger, may-be fatal to important commercial interests [of the Commonwealth ? The question of consolidation was de cided adversely to its advocates last win ter by the representatives of the people. Should not that decision rest as tho will of the State for the present ? Assuredly the B-aid of Public Works will not aid in dis turbing it at this critical period, when our cities are lalH.ring with all their energies to revive their commerce and rebuild their fallen fortunes. Is this thc time to go to work for the benefit of communities outside of Virginia ? Rather let them look (b the local schedules of the roads and thc canal, and see what may be dono for our local trade by reforming them. Let the State see to it that a hogshead of sugar or a bag of salt shall he transported from Rich mond to Bristol at a less cost than the same articles may be conveyed to the i-ainc pla? c from New York. Now it costs more to transport these uud almost any other article of trade from Richmond to anyplace beyond Lynchburg than from New Yqrk! This is a matter worthy of their attention. But as for tho proposed Railroad King?that sort of despot of transportation now urged upon us, who will have the power to build up or destroy as lie pleases? I'tfjinia does not need hint. The scheme puts in too mnch i?eril the great local inte rests of the State. This city pays about V,It-fourth of the taxes of the State ; and are the interests of her citizens to be ig nored, and their commerce shoved off as a wayside local bartering too contemptible for railroad accommodation, too trifling for a Railroad Emperor ? We trust that the Board of Public Works will consider the question well, and hesitate long before inflicting an iqjun like this upon this State and this people. Indeed, we know they will. If there is to be any consolidation, there should be one for the wliele State: a con solidation with reference to the protection of local interests through diminished local lares, and through compulsory facilities, giving to all communities equality. But this is quite another queation from that of the consolidation under General Mahone, who now receives 915,000 for managing 203 miles of railroad, and, as a matter of course, should get $30,000 when the Lynchburg and Tennessee road, 204 miles long, is added to his dominion.tt4 ? The Radical* and their Blindneea. In Bitlk&'s " Analogy of Natural and Revealed Religion" it la argued that the punishment of sin may perhaps be a natu ral and inevitable consequence of its com mission ; and a writer for the Xorth British Iteviexo contended in au srticle which ap peared some years ago that tbo "elect" were always punished in this world. Both these theories assume that there is a fort of necessary connection between nin and its punishment. The former that a natu-j ral sequence of sin is punishment, and the latter that even the righteous will inevita Idy be punished for their sins. In other words, that no faan can in afty way escape the consequences of his own acts. We would be as reluctant a* any one in the world to attempt to divine the liidden ways of Frovideudk We know nothing of thepi ourselves, and are totally ineompc ient to instruct others as t* the meaning of the great eventt which have nariisii the last six years. Martial law la defined to be the will of the commanding officer in any dis trict or State subjected to it. And it i would he no stretch of facta to declare ! that, like martial law, a constitution means ! nothing more and nothing lew than the . will of tho majority in power at any given time, and especially in time of war. There were so many illustrations of the truth of this statement during the existence ot the late war in this country that it is scarcely necessary to specify instances. Every reader will recall to mind the call by Pre. sident Liscor.v for 75,000 troops, without any authority of law or precedent; the numerous arrests and incarcerations of persons, in open and defiant violation of the most sacred provisions of the hills of j rights and the constitutions of the several States and that of the United States; the ( emancipation of four millions of slaves by a man who bad no more legal or constitu tional right or power to emancipate them than the King of Dahomey ; the expulsion of senators and representatives from their seats in Congress; and the forcible expa triation of men disliked by Government officials. Not ono of these acts but was done in' contempt of the common law, of constitutional guarantees, and of statutory provisions for the protection of the rights of persons and of property. To this mo ment the Kadical creed is that constitu tions were made for the people, and not the people for constitutions; which is a roundabout way of saying that the people are not l>ouud by constitutional restrictions. But, as if struck by judicial blindness, the same Radicals who have thus violated every provision of the Constitution which obstructed the accomplishment of their designs, now present to the world the re markable spectacle of relying upon consti tutional provisions to perpetuate their policy and tin ir power! They insist that certain provisions must be added to the Constitu tion before they will consent to admit southern representatives into* Congress. Their own utter disregard, 1><>th in the past md at present, of constitutional restric tions and constitutional requirements has not opened their eyes to the worthlessness of such defences. They rely tqion the identical reed which they themselves have broken. They put their trust in an instru ment which they have again and again dis honored. To say the least, this is a remarkable state of things, and might well lead us to conclude that it may possibly be a natural consequence of the acts spoken of, though it would seem but natural that they should utterly refuse to trust to a means of pro tection which they themselves have proved to be as "unstable as water." Raymond's Last. Wc do nut know how Raymond will manage to crawl back upon the Conserva tive platform even if he should be taken up by the Democrats as a candidate for Congress We censured the State Con vention for nominating a Democrat for Governor, and have for months contended that old party names' should bo dropped : yet in view of the contemptible conduct of Raymond, we cau now very well under stand how the Democrats might prefer de feat with a true man for their candidate to success with such time-servers as he is. He will hardly be able to bully them into compliance with his wishes. Wo now re gard it a> certain that they have concluded not to nominate him. In his paper of Wednesday he says: "It i* vry evident that the public mind dreads the renewed ascendancy of the Demo- j ! emtio party more than it (toes the continued exclusion of the sou'hern States. While it regards the latter as a temporary inconve- ! nienco, tnvoh ins no important or lasting eon- i sequences, it looks ujiou the former as full of permanent peril to the country.'' Tub Richmond Examiner.?This news paper changes hands. Mr. Pollard re tires from it, and Mr. Thomas H. Wynne, of this city, becomes its proprietor and editor. Mr. Pollard's valedictory ap peared in the Examiner of yesterday, and Mr. Wynne takes charge this morning. Mr. Wynne is a gentleman of decided ability and of varied aud extensive in formation, having besides some of the highest qualifications for the pursuit of journalism. At the Pittsburg Radical Convention, after the call of the States, and the various delegations ii&d responded, the hymn "Old Hundred" was sung by the as semblage, the whole Convention rising aud joining iu the music. Butler and Forney included, we suppose. This pretended religious feature of the Radical1 gatherings is disgusting. No other party that ever had a respectable position in the , country had or has so many Infidels, Athe ists, and Unitarians amongst its members. Bad Properties,?The New York Tunes, in its notice of the performance of the play of " Mary Stuart " at the French theatre in that city, says the "properties were bad?for instance, the letter transferred by Mary to Mortimer for I^iccster was in a yellow Government envelope !
