LOCAL MATTERS.
Order Postponing Railroad Elections.
General Canity on yesterday issued an order
postponing all elections lor president, di
rectors, or other officers of the Alexandria,
Loudoun and Hampshire, Virginia ana
Tennessee, Richmond, Fredericksburg and
Potomac, Norfolk and Petersburg rail
roads, and James River and Kanawha ca
nal, " at which by law the proxies or direc
tors appointed to represent the stock held
by or on behalf of the State of Virginia in
those companies are entitled to vote, until
the Constitution, ratified by the people of
the State of Virginia at the "election held on
the 6th day of July, 1869, shall have been
approved by the Congress of the United
States, and the government to he organized
thereunder shall have been duly inaugu
rated, and for thirty days thereafter, unless
the Legislature of the State should other
wise direct : provided, that in case it shall
he necessary for the legal organization of the
said company to till a vacancy in any of the
said offices which may occur between the
dale of this order and the time above speci
fied by reason of the death, resignation, or
legal disability of any of the present officers,
an election to fill such vacancy may he held
in accordance with the charter and by-laws
of the said companies."
Statu Property Claimed.?"We men
tioned a day or two since the arrest of two
negroes for having in their possession an
ice-pitcher and two candlesticks supposed
to have been stolon. On yesterday Detec
