Judp Rites, on the very day this remark apuearcd in the Dispatch, called upon us in person, and assured us that we had done him great injustice. We have been assured by himself that he Is opposed to the sweeping disfranchisement proposed by the Radicals of the Conven tion, and has never given anybodv good roasoxi to doubt his position, lie ha* fur nished us with a correct copy of his recent speech, from which we learn that it is really much more conservative than we hud sup posed it to F>e. We learn from himself?and the speech confirms his statement, though, ?>f course, it needed no confirmation ? that he t# not pledged to vote for the ratifica tion of the Constitution, but expressly re served the right to vote lor or against, as j he should think best after seeing the whole instrument. lie is not in favor of negro nde. Judge Rives acquiesced in this as a fair statement of hl? position. The speech which he handed to lis contained a declaration on the part of Judge Rives in favor of allow ing no negroes nor whites to vote except those who should have paid both their county and State taxes. This measure would have excluded nearly all the negroes from the ballot-box, aud would have re moved all grounds for fear of that " negro rule" which, upon the authority of his own declarations, we averted that Judge Rivia was not in favor of. AVe quote again the same iwuragraph. Judge Rives said to the Radical members of the Convention : "lam well persuaded that your reflec tions upon these inquiries * must ulti matelv lead you. in fidelity to vour Bill of Rights, to require a PKESEST qualifica tion of the prepayment of taxes State and vounty ; and a future qualification, at such time as your wisdom may suggest, of the ability to read und write, so the voter may *>e enabled to form independent judgment upon public affairs. Suffrage, thus guarded \ and impartially extended to all. would not fail, in my estimation, to win tne approval of your constituents, and secure the in terests and harmony of all classes." Judge Rives was not much of a Radical in those days. In the same speech he de clared that he was opposed to allowing the people to elect their own judges, sheriff's, magistrates, aud constables. The Elections on Tuesday.? The De mocrats seem to have gained a few mem tn-rs of Congress. They also carried In diana, which was a real triumph, and indi cates more clearly than anything else lhat has happened lately the possibility that the next President may be a Democrat. The next House of Representatives, however, wili be largely Republican. The truth is, the northern Democrats have uot the tact, or good sense, or wisdom, or what you will, to makeup good issues. The south ern Democrats formerly made these up foi them, and then they were always success ful. A psrtv that has no more idea of the public pulse, or of the incomes ol the masses of the people, than to claim support from the voters ou the ground that the Re publicans tax incomes which exceed ?2; 000, de nerves to be put down for stupidity. This is a single specimen of the issues upon which the wiseacres of the Democratic party went before the public last Tuesday. But not so in Indiana. The eloquent You hees, the true Democrat and friend of the South, voted and spoke for the income tax, as every Democrat in Congress ought to have done. The Second Congressional District.? We have received a circular to which are attached the name* of W. JI. Brooks, Ltrwis W?Webb, Thomas Eayne. W. R. Jokbs, J. II. Hall, and R. It. Smith, whiob elrcular Li addressed to 11. H. Wells, chair* man of the Republican State Executive Committee, and gives the reasons why the disaffected Radicals of the second district win not support James H. Platte for Con ajress. The signers of the circular say that if a new Convention is not held, they w ill nominate a " strait-out Republican." whatever that in, 44 and vote for him." We shall see how much influence these gentle men have when the election comes off. Jt becomes them to be diligent, il* they would not be utterly crushed by Platte. They have our best wishes for the success of their efforts to defeat that carpet-bagger. Our Staunton correspondent u S." writes us that he did use matter obtained from the Charlestown Spirit, but did not know it was the custom to give credit in telegrams. We are extremely careful in crediting every paper, and we would have our correspond ents not lens so If (as we hope will not often happen) they are compelled to get their news items out of a newspaper. We can assure the Spirit ?it 4 ' S." is not the man to do any one a wrong. lie has had little or no experience in the business, though be is so good a correspondent. We publinh our telegrams from Europe as we receive them, not vouching in any instance for their accuracy. The sensational rumor that the Prussians were "retreating from beforo Paris" will cause a thriU ul joy In the breast of many a French sympa thizer who to-morrow will learn that the rumor was unfounded. If the Prussians had left Pari*, it would not have been ue ceaaary to send dispatches to Tours by car rier pigeons ; nor would the nows have waited to be sent by so circuitous a route. We could fill the Dispatch with the arti ctes upon the death ol General Lkk with which our exchanges abound, or with the proceeding* o! public meetings, &e., held to do honor to the memory or the illustrious daad. We have, indeed, published much a utter of this sort already, as our columns of this morning testify. But we haw not reproduced a tithe of the articles that our exchanges contain. Many as ?ood or bet ter than those we have primed have been crowded out of our columns. The (Mr sit Henderson, N.C., is of courso not the " North Carolina State Fair," though the caption to our upecial telegram has for two day* so styled it. It wpius, nevertheless to have been an exhibition highly creditable to the Old North State. I sec r .?* which could have produced such men, we rind loading journalist* applauding the in famous act, and rejoicing at the adoption of measures which, however harmless In their earlier stages can never end otherwise than in the entire control of the ballot-box by tho Commander-in-Chief of the Army and Navy. From the commencement of the re- j cent war to the present day, the northern people have thus constantly stood by either in silence or expressing only pleasure as one by one have been removed all of the j barriers against despotic rule which the j fathers of the republic erected. They seem ! to have no knowledge of history, no idea that their dearest rights are being surren dered, no fears for the future. They hug the chains which bind them, and exult in their own infamy. The editor of the Hillsboro* (N. C .) We grudge not a drop of blood we shed around her ; for her people are sensible ; her business men are generous and noble, and her trade and enterprise are the rivals of any city north or south. The Business Men of Richmond.? A late trip to tbat city has convinced us that our people may there tind a market offering as great inducements as any other north or south. Mr. Lovenstein regretted that the Gene nil Assembly had not yesterday at once ad journed until Monday. The Legislature of Georgia had done this on the receipt of the intelligence that General Lee was dead. He hoped that without further debate or business the House would adjourn in ac cordance with his motion. Mr. Cochrane, of Augusta, stated that he was informed that there was a probability that the remains of Genera) Lee would be brought here Monday for interment, and he therefore moved to amend the motion so as to adjourn until Tuesdav, 12 M.
