Convicts mn> be taken from the prisons and put in the fhafis that descend to the mines by the prison guards almost without leaving tbe land that will be bought with it. The mines would reaaily aHord employment for the convicts who are without knowledge or experience in mechanical employment, and the coal mine is a fine reformatory school for hardened offenders. 1 he. Arsenal is healthy, retired, and susceptible of being made very strong against attempts to break i through from within. The experiments tbut have been made! with the narrow gauge railway are in the highest degree gratiiying in tneir resulis. TVe look upon this kind of raiboad as a great blessing to society. The railway upon the broad tracks has placed the communi ties of. many localities under serious em barrassment. Villages are left in inter mediate situations, having no communica tion with tbe world si\e by vehicles drawn by horses, w hich in no ui*c supplies their wants in a country of railroads. They are, therefore, lett, as it were, out of the world. This disadvantage to which so many popu lations are subjected suggests the inquiry, ? ? "W hat can be done for their relief;" 4 ' What " can be done to bring them iuto communi "cation with the world upon terms some "what corresponding with tbe intercourse '?which other parts of the world main " tained vitli one another 'the answer Is dow given. It is to bccotne the connecting link between all the trun& lines of railway and the communities not taken up by them. It will be the intersecting oross-line railway which will diffuse the benefits of railway communication through out the land, and give every neighborhood that facility of intcrcouise and transport ation that will place all upon a footiug something near equality. Therefore we luvite the attention of vil lages and local populations to this impor tant railroad plan. Dame, Grand Chaplaiu. Rev. William j a. Wyatt filled the office of Grand chaplain pro tempore. The address of the Most Worshipful Grand Muster, Col. B. P. Theifew Journal of Commerce says : The message of Governor Walker, of Vir ginia, is a straightforward, manly docu ment. In regard to the assumption by West Virginia of a portion of the State debt due before the separation, he proposes an arbi tration. It is a shame that the people of that new State should not have been ready to assume their due proportion of the fund ed obligations, and nave entered Into the arrangement, with a cheerful alacrity in it self the sufficient proof of downright hon esty of purpose. In further deaiing with the debt, Governor Walker proposes to fund all tbe accruing interest up to July 1, 1871, and to resume full payment from that date, unking the first disbursement Janu.ury 1, 1872. ibis is six months later than" we hoped for ; but if tniu is adoined and car ried out in good faith it will redeem tbe credit of the Old Lrominlon and satisfy tbe bondholders. This is iu striking contrast to the tone of the Gubernatorial message in Korth Carolina, where it is proposed to r<? lund the debt ut something like fifty cent* to the dollar.
