The western-bound Chesapeake and Ohio pas senger train collided to-day with a material train which was standing on the main track near Keswick depot. The material train had broken down and was unable to move out of the way, nnd the passenger train was too near to receive the warning In time to stop ; hence the collision. INTERNA I. REVENUE STATISTICS. Washington, December 2.? The report of the Commissioner of Internal Revenue aggregate the receipts of the fiscal year at 9144,000,000 : estimated receipts of the cur rent, ? 125, 000, 000. The number of distillerios registered Is 1,043, producing 4 VjOO, 000 taxable gallons. The fruit distillation aggregates 2,125,000 gillons. The total receipts from tobacco nre ?33, 300,000, an increase ol $2,250,000. The total yield of tobacco is nearly 106,000,000 pounds, of which 10 500,000 pounds were exported. Tho number of cigars, ehoroots, &e., upon , which tax was collected was 1,332,000 000. The continuance of the present system of stamps is recommended. The Commis sioner also recommends a uuilorm tax of thirty-two cents per pound on tobacco : a speciul t:ix on peddlers of $15, ?25, and $50, ' Increasing with the number of animals used by them ; a special tax of ?5u0 on per- j sons who sell raw or Ieuf tobacco to othere j than those who have paid tho special tax, ! or who shall sell leal tobacco in quantities le>s than twenty-live pounds. This would protect the manufacturers and increase the revenue. j Tho abolition of ih# present system of export bonded warehouses Is su2^e.stnd in the iuterest of manufacturers and the Go vernment. Drawbacks to be allowed upon proof that the goods had landed abroad ; loss at sea also entitling the shipper to drawback. The Government has gained 3,182 and lost 45G revenue suits. The seizures of property for violation of the revenue laws abrogate 015,000. The early disposal of lands acquired by direct taxes is recommended. The Commissioner, upon the results of a uniform tax at different rate?., says: From the table presented in this report u will he i seen that more than two-thirds of the man ufactured tobacco which reached taxation during tbe last fiscal year paid tho tax of thirty-two cents per pound, yielding lour tifthH of tho revenue which was collected directly from tbe article by stamps. Had a tax been collected at u uniform rate of thirty-two cents on the entire product of! manufactured tobacco, which reached tax- j ation during the last ti-cal 3'ear, the receipts J therefrom would have reached $.'10,443,- j 001.28. Adding to this sum the taxes col lected on cigars, the spccial taxes of manufacturers of tobacco and cigars, i tbe dealers in leaf and manufactured ! tobacco, &cM the total receipts would have been 833,461, 728.79. Similar calcu lations show thiit the uniform receipts per pound on tho same quantity would} have realized the sum of $30,850, S8S. 47, and that a uniform rate of sixteen cent* per pound would have realized the sum of ?23,240,048.15. Thus it will be seen that j on the assumption the same number of pounds would have reached taxation had the rate of tax been unifoim, either at sixteen, twenty-four, or thirty-two cents per pound, a uniform rate of thirty-two cents would have increased the revenue by tho sum of $4,882,821.01, while a uniform rate of twenty-four or sixteen cents would have diminished tho?e receipts in tho sums respectively of ?2, 728, 018.71 and ?10,338 ? 859.03. The Commissioner sugse.-ts 24 cent?, but under the probable decrease from other sources rather favors 32 cents per puuud as the uniform tax. Commissioner Douglas concludes his pa ragraph regarding the uniform tax on to bacco thus : My own opinion is that with our tax at 24 cents, taking into account the natural increase of the revenue as shown between the collections of preceding years, with the advautuge of the le^islation here alter recommended, we shall be able to keep the collections on tobacco up to those under the present rates. This recommendation, however, is made without regard to its re lation to future total revenue receipts. " If it tliould be the opinion of Congress that the yield of revenue from internal taxes should not be materially decreased, then, to accomplish the desirable results expected from a consolidation of the tax on tobacco, und to compensate in part to the revenue the expected large loss from the expiration of the income tax during the current fiscal year and the future mate rial loss from articles and occupations for merly taxed but now exempt, a rapidly de erea>ing item of course would advise a'con soliuation of tho tobacco tax at thirty-two cents per pound." The Commissioner makes no suggestions regarding the whiskey tax. He urges le gislation lor tbe disposal of damaged tobacco which will not realize taxes, and for relief in cases where pfamps are lost from pack ages by accident.
