Purcell presented to the county board the matter of the sup port of Mr. and Mrs. John Kosek and on motion the board instructed the district attorney to institute proceedings against Kosek, son of the said John Kosek to compel him to take proper care of his father On motion the board adjourned until two o'clock p. m. Two o'clock p. m. Members present as before. Called to order by the chairman. On motion the superintendent of schools was allowed the sum of 88.00 per month for office rent, the present office room being insufficient and needed by the register of deeds. On motion the board allowed to Ole A. Olson the sum of 930 as as sistance from the county. After consultation with the dis trict attorney on various subjects the board on motion adjourned until Thursday, February 21,1889,10 a. m. Thursday, February 21, 1889, 10 a. m. Members present, H. C. N. Myhra, Peter Kramer, Joakim. Bauer, county commissioners, and Fritz Wessel, chairman and A. E. Sunderhauf, county auditor. The minutes of the previous meet ing were read up to January 18th, 1889 and approved as read. The board proceeded' to investi gate the case of John Frundt, county pauper. On motion board adjourned until 2 o'clock p. m. Two o'clock p. m. Members present .as before, callen to order by the chairman. The board continued the investi gation of the Johr. Frundt nutter, with the assistance of the district attorney and P. J. MeCumber, Esd. and on motion the auditor was in structed to request CooIidge& Jones to send a bill of items of the sale of the property of said John Frundt to the County Board. On motion the Board ordered re fundment of 1885 taxes on lots 12, 13, and 14, Block 9, Hubbard & Ty ler's additon to Wahpeton, sold to H.C.N.Myhra, the same being a public highway. Mr. Myhra moved to adjourn sine die, there being no second the motion was lost. On motion the Board adjourned until Friday, February 22, 1889 9 a. m. Friday February 22,1889, 9 a.m. Members present as before, called to order by the chairman. This be ing a legal holliday Mr. J. Bauer movdtt to adjourn to Tuesday Feb ruary 26th, 1889, at 2 p. m. Moved by H.*C. N. Myhra that the Board adjourned sine die. There being no second Mr. Myhra's mo tion was lost. Mr. Bauer's motion was second ed by Mr. Kramer and carried as follows: J.Bauer voting yes,Pe ter Kramer voting yes, H. C. N. Myhra voting no,, Chairman not voting. On motion the following re fundment was ordered by the Board of County Commissioners. 1887 taxes to M. T. Bich on sw£ 30, 133, 47 89.65 and the taxes for 1888' on the same land was ordered abated, procf on the said tract having been cancelled by tKf General Land Of fice. On motion the board adjourned until 2 o'clock p.. m. 2 o'clock p. m. Members pre sent as before, called to order by the chairman. On motion the vote taken by the County board of Commissioners re garding salaries of clerks in the Treasurers office was reconsidered. On motion the salaries of the clerks in the office of the County Treasurer were fixed as follows: For the fiirst deputy 890 per month second clerk $75 per month, Jthird clerk 875 per month. The syfra rate of salaries to be allowed from Jan uary 8th, 1889, and the Treasurer was allowed the services of a third clerk as long as the interest of the public business requires. On motion the following refund ment was ordered. 1885 taxes to F. J. Stevens on n£ nw| and n$ ne£ 1, 128, 49, sold in Richland Co. the same tract being also and sold for taxes in by regiilar session vote him the Roberts County, Dak On motion the Board ^resolved to allow the sum of $10.00 per month commencing February 1, 1889, to Julius Raymo for the maintenance of a pauper child. On lnotion the following refund ment' of taxes was ordered 188S, 1884,1885 and 1886 taxes on swj 10,130, 50 paid by Charles Damerel, proof being cancelled by U. S. Land Office. On motion board adjourned until Wednesday, February 27, 1889, at 9a.m. Wednesday, February 27, 1889, 9 a. m. Members present, P. S. 'Larson, H. C. N. Myhra, Peter Kramer, Joakim Bauer, connty commissioners, Fritz Wessel, chair man, and A. E. Sunderhauf, county auditor. Board called to order by the chairman. Motion made by Mr. Kramer that the county board employ John C. Pyatt, attorney at law, to recover certain property taken unlawfully from John Frundt, a county pauper. Seconded by Mr. Peter S. Larson.. On being put to a vote the motion was carried as follows: Peter S. Larson Peter Kramer, Joakim Bauer, voting yes, H. C. N. Myhra, voting no. On motion the board adjourned until 2 o'clock p. m. Two o'clock p. m. Members present as before, called to order by the chairman. Motion made by Mr. H. C. N. Myhra that the license granted to John I. S. Nord of Walcott be re voked and cancelled on the ground that the license fee has not been paid. Seconded and on being pet to a vote was carried. On motion the district attorney was instructed to discontinue the proceedings brought by the county on behalf of. Mrs. John Kozek against Henry Kozek for neglect to support his parents according to written contract entered into by both parties, until further com plaints are made to the board of county commissioners. Motion made by Mr. II. O. N. Myhra that the auditor be instructed to notify E. J. Murphy, Henry Ot terson and J. M. Richmond that the county board will not permit gam bling of any kind on the premises where intoxicating liquors .ire sold, that saloons must be closed at 11 o'clock every night and kept closed until 5 o'clock the next morning, and that all saloons must be kept closed during Sundays. Seconded carried. On motion the board adjourned until Thursday, February 28th, 1889, 9 a. m. Thursday, February 28th, 1889, 9 a. m. Members presnt as before, called to order by the chairman. Motion made by Mr. Joakim Bauer that all delinquent personal property taxes which in the est ima tion and judgment of tint county board could have been collected by due diligence shall be charged to the county treasurer and deducted from his salary. Seconded by Mr. Kramei'. On being put to a vote the mo tion was carried unanimously. On motion the 1882 taxes on lot 1, nej nej 19,136, 48 were Oidered refunded to S. H. Wood, the same having been assessed twice. On motion the board adjourned until 2 o'clock Two o'clock p? m. .Members present as before, called to order by the chairman. The board investigated the list of delinquent personal property taxes, with a view to collecting the Same by distraint. The following is a copy of a mo tion introduced by Mr. P. Kramer. "Whereas it has been noticed that part of the court house has been occupied by birds of various kinds and a variety of dogs of sev eral breeds, which tj a certain ex tent cause detention of the business of the county commissioners and a great annoyance to' the puhlic, Therefore, be it hereby resolved, that the county officers be instructed to avoid if possible the admission of birds, dogs, dead meat and bones of dead or diseased animals into the offices in the court house while oc cupied for the transaction of county affairs, and that notices be posted on the doors of the offices to-wit: if No Dogs Permitted Here, Seconded by Mr. II. C. N. Myhra. On being put to a vote was car ried. On motion the following resolu tion was unanimously adopted. Resolved that the board of county commissioners of Richland county, Dakota, recognizing the ability and capacity of Mr. A. E. Sunderhauf who has been auditor of said county for three years, and desiring to evince in a public manner their ap preciation of his valuable services while holding that position, do here- thanks of the board and 'county for the services he bas so ably rendered. On motion tiio bill of the county auditor was allowed, amounting to 8199.15, On motion, the bill of the district attorney was allowed, amounting to 8125.00. jg.. plW On motitf the bill of Pete# An derson was allowed amounting to 813.33. Myhra, Peter Kramer, county commissioners, Fritz Wessel, chairman, and O. H. Perry, county auditor. Motion made by H. C. N. Myhra that Peter Kramer and P. S. Larson be made a committee to look after the condition of Mrs. Peter Reeder, she making application to become a county charge. Seconded by Peter Kramer. Carried. Committee reported as follows: she had got along so far but didn't know what she would do hereafter. Report accepted and approved. On motion the board resolved itself into a committe of the whole to investigate the saloon kept by Henry Bodson with the assistance of City Mayor, G. -D. Swaine, and after investigation it was resolved to notify each and every saloon keeper not to sell any intoxicating liquors to Peter Reeder, us his fam ily is about to become a county charge. On motion board adjourned until 2 o'clock p. m. Two o'clock p. in. Board called to order by the chairman. Mem bers present, Peter Kramer, 11. C. N. Myhra, Fritz Wessel, chairman, and O. H. Perry, countyjauditor. On motion it was ordered that notices be posted in each saloon in the city of Wahpeton notifying each saloonist not to sell intoxicat ing liquors to the following persons: Peter Reeder, Michael Schnuttz and Wm. Drew. Moved and seconded that the in terest and penalty on personal prop erty taxes of J. II. Keneivou ior the years 1881, '82, '84, and '85 be abated. Carried. Moved and seconded that the board contract with II. E. Rice to repair the offices of the sheriff and county clerk, for thirty dollars. Carried. Mr. Jilaine and Mr. Rusk are about the same age, 59. Mr. Proctor is 58 and Mr. Tracy 60. Next in order to Mr. Miller, the youngest man in the cabinet, is Mr. Wanamaker, who is not quite 51. The average age of the members of President Harrison's cabinet is 57 years. The oldest man who ever entered the cabinet was Lewis Cass, who became Buchanan's secretary of state at 75.
