THE SCHLEY
VERWCT.
The findings o( a majority of the
Schley court of inquiry as uot wholly
unexpected, but It will in no way affect
the popularity of the hero ot Santiago
with tbo people of the United States.
The people believe that Admiral Schley
has been hounded by a spiteful and
ealcus clique in the navy department.
While the verdict of the commission
attempts to detract from the heroism
of Schley, the dissent of Admiral
Dewey is in accord with the sentiment
of the country and will be accepted as
the real verdict. In standing by Schley
and exonerating him, Admiral Dewey
proved that he has lost none of the
courage which he exhibited at Manila
hay. He will receive the plaudits of
his country now for his manly action,
as he did for his bravery when he shot
the Spanish squadron to death at Ma
nila. It now transpires that a strong
effort was made to prevent the appoint,
ment of Dewey as a member of the
court of inquiry. This attempt was not
'made to secure an Impartial result, but
to make the slander of Schley an (as
sured fact. Who was more competent
to sit as a member of that court than
Admlra1 Dewey, who had won the glo
rious naval ory at Manila! The
war with Spain left to the people of
the United States two naval heroes
Dewey and Schley and they will go
down in history as such despite the
herculean efforts to pluck the laurels
from the brow of a deserving officer.
The destruction of Cervera's fleet at
Santiago was a complete victory, and
Schley being the commander of the
American vessels will remain in the
hearts of the American people as the
author of that great victory.
Claim jumpers occasionally do a
great injustice to claim owners through
a mistaken notion as to whether the
annual representation work has been
done, 6ays the Western -Mining World.
It often happens that the claim jumper
has no other authority for assuming
that a claim is jumpable than the fact
that no record of annual representation
work has been made in the office of the
counly clerk. In default of the record
he assumes that the claim has been
I abandoned. Bnt he is not justified in
this. The law does not make such a
record mandatory. It merely sajs that
the claim owner "may" make such a
record within twenty days from the
completion of the work, setting forth
certain facts. The only advantage of
making such a record is that the law
construes it as prima facte evidence
that the work has been done. If a
claim is jumped after the assessment
work has been recorded the burden of
proof is upon the jumper to show that
the work has not been done as con
templated by law; on the other hand,
if the assessment work is not recorded
the burden of proof rests upon the
owner of the claim to show that the
work has been done.
Now it seems that a Missourian,
Walter F. McEntyre, wants to be chief
Justice of Arizona. Mr. McEntyre is
said to be backed by Secretary Hitch
cock, of the Interior department. Well,
if Arizona is to be denied the cnief
Justiceship the fact that Mr. McEntyre
hails from Missouri will not render him
especially obnoxious. Bnt, if there are
no suitable Republicans in Arizona for
tne position, why not let Mark Smith
name a Democrat of this territory for
the position? Wre have some distin
guished Missouri Democrats In Arlzo
jia, who would grace and honor the su
preme bench.
AN Italian named Lerlgni Storti,
who was sentenced to be hung in Mass
achusetts and who was the first man to
be electrocuted under new law In that
state, was taken seriously ill on the day
set for his unloing and the electrocu
tion was postponed. Upon 'this recov
ery unsuccessful appeals were made to
the highest courts on the ground that
he could not be sentenced to death a
second time under the circumstances.
Hereafter the Massachusetts courts
may find it necessary to sentence a
criminal to be electrocuted "dead or
alive."
The severe cold weather which has
prevailed in the northwest during the
last few days shonld make the heat of
Arizona very attractive. In Arizona
we are enjoying Ideal weather. The
nights are cold and In Uisbee we have
bad some snow, but the days are warm
enough to render an overcoat unneces
sary for comfort.
Deltgate Mark Smith was last
week Invited to the White House by
President Roosevelt, to tell what be
knew about Arizona. After the inter
view Mark was reticent about what
was said or agreed on, but if President
Roosevelt will only take Mark's word
Jor it Arizona will bo xared for in all
ber desires and needs. .
Says the Globe Times; "A man who
will try to run a third paper In BIsbee
or Globe has about as much sense as
the) fellow who had a. big cat and a lit
tle cat, and cut a large hole in the
weather boarding for the large cat to
crawl in at and a small hole for the
HBall cat to crawl in at."

ness and wonderment in the camp of
tbo political bosses.

should encourage the hope in the juve
nile breast that Santa Claus will carry
a very heavy load when he makes his
mysterious journey on Christmas eve.
The election of Hon. Patrick Collins
as mayor of the city otJBoston, by 19000
over his Republican opponent, was the
greatest Democratic .victory achieved
in that city for years, and wss a cause
for Democratic rejoicing throughout
the country. "
Thb President, after conferring with
prominent senators, refused to make
the United States a partner of the steel
trust by accepting from Mr. Carnagie
810.000.000 In steel stock as an educa
tional gift. It is not customary to look
into the mouth of a gift hone, but It
was wise in this Instance.
JilULFORD WlNSOR and O'Brien
Moore purchased the Arizona Daily
Citizen from Hon. C. M. Shannon and
his associate owners. Col. Moore has
been in charge of the Citizen since last
spring. Mr. WInsor was formerly of
the Yuma Sun and is' a nractical and
competent man. He takes the business
management of.lhe.Citizen, while Col.
Moore continues as editor. The Rsv IEW
wishes the Citizen success. It Is a fine
newspaper property and well located
for business as well as disemlnating
news.
