WHAT DOES
IT PORTEND.
' The success ot Isaac T. Stoddard in
securing the appointment of secretary
was unlooked for In Arizona. Mr.
Stoddard belongs to what Is known as
the Murphy wing or faction of the Re
publican party in Arizona. He was
appointed last summer to succeed Char
ley Akers, an acknowledged leader of
the anti-Murphyltes in the territory,
after a very bitter fight. Charges
were preferred against Stoddard and
Akers made a trip to Washington, sup
posedly for the purpose of influencing
the Roosevelt administration against
his old political enemy. Murphy and
his friends have stood true to Stoddard
In bis fight for reappointment.
Does the appointment of Stoddard
mean that Gov. Murphy still holds his
'old job, as dictator in Arizona? Does
it mean that no Republican in Arizona
may expect recognition or office from
the national administration until he
secures the "clad hand" and approval
of Murphy? If these are the condi
tions foreshadowed by the appointment
of Stoddard, then a large majority of
Republicans in Arizona will weep and
wail and gnash their teeth.
Major James H. McClintock, of Phoe
nix, who caught a Spanish mauser in
the ranks of the Rough Riders at La
Quasina, was an applicant for secretary
of Arizona, and a competent and de
serving applicant. Does his failure
mean that Rooseielt considers that he
is a sufficient representative of that
distinguished regiment in official cir
cles? If so, then Col. Brodie, too, isnot
among the probabilities at Washing
ton, notwithstanding the reports that
Jhe already twice refused the governor
ship of Arizona.

Thk closing of the Episcopal bazaar,
which was held at the opera house
three nights this week, ending last
night, resulted in a most gratifying
success. The people of Bisbee, while
they are not all church members, still
.are always responsive to any call for
help in church work. The St. John's
.Guild, composed of energetic and ear
nest christian ladies of the Episcopal
church here, deserve (treat eredit for
.the success of the bazaar. They pro
vided a most creditable entertainment
each evening for those who attended,
and we are glad to know that they
have been able to add a substantial
amount to the church building fund.
The Episcopal chureh is to have a $5000
building. The Methodists already have
a creditable building, and the Presby
terians are boon to be provided with a
handsome edifice by the Copper Queen
company. This company has already
been generous to the Methodists, and
it is understood will help the Episco
palians. The Catholics have two
churches in Bisbee, and altogether the
city will soon be noted for its hand
some churches, and no citizen may fled
fault with the opportunities provided
for bis spiritual nourishment.

Marcus Aurelius Smith, of Arizona,
who is a record-breaker for length of
service as a delegate in congress, is
often seen in the lobby of the Shore
ham smoking an imported cigar. He
is a Kentuckian by birth, and has prac
tlced law in California, as well as in
the territory he represents. If Arizo
na is ever admitted to statehood, and
the Democrats have the legislature.
Mr. Smith will be first United States
senator choseof and then the country
will come to a quick realization of the
fact that he is one of the best speakers
in public life. In the house be has
talked rarely, for the opportunities af
forded delegates are few, and.tLen the
themes are not of absorbing interest.
The introduction by Senator Jones,
of Arkansas, of a resolution thanking
Admiral Schley and big subordinate
officers for distinguished conduct in
the war wlin bpaln Has passed a
knotty problem up to the Republican
majority in congress. The resolution
was referred to the naval committee of
the senate. Will it be allowed to re
main there, or will the Republicans
join the Democrats in a determination
to vindicate and do justice to a brave
officer? If this resolution Is smoth
ered the Republicans will becope ac
cessories, after the fact at least, in the
slander of Schley.
One day last week W. C. Greene,
through his attorneys, Instituted a
damage suit against the Tucson Star
for t50,000, because of a libel charged
to have been published in the Star.
When the papers were served on Edi
tor Hughes he forthwith brought out
'his loudest trumpets and began to sound
the many virtues of Mr. Greene and
his peculiar fitness to be one of the
first United States senators for Arizo
na. This reminds us of the children's
play of "Cross Questions and Crooked
Answers."
Tex Dally Citizen atTucaon has been
enlarged to a six column quarto and Is
putting on metropolitan airs under the
new management.
