The necessity for city Incorporation
in BIsbee becomes more apparent every
day. Now that the effort is being
again undertaken to incorporate the
city, let all who favor progress and 1m
provooTent support this measure.
The fact that historian McClay pre
ferred to be kicked out of his position
as an emnlovce of the navy yards will
month of November the prcduction of jcause no regret. The fact of his going
copper in the United States, as esti
mated by those who have the best op
portunities of obtaining the ficts, was
21.72S long tons. This quantity is leas
by 2,370 than that reported for the
month of October, t r.d lea by 1,548
tons than in November of last year.
The reports given from time to time in
our news columns indicate that a con
siderable part of the large decrease
shown last month was in the Butte
mines, where work has been very quiet
for somo time. Part of the loss was in
the Arizona mines, especially in the
group around Jerome, and probably
very little in the Lake Superior mines,
These conclusions, it must be under
stood, are drawn from our news corre
spondence, since the official rcpuit
gives no details of the production of
the reporting mines.
For the eleven months ending with
November we And that the heavy drop
in the outDUt of last month bos re
duced the United States production be
low that of 1900 by 1,311 tons. This is
not a latgo percentage, the total for
the current year being 245,452 long
tons. While our mines showed a small
loss, the reporting foreign mines In
cluding the Rio Tlnto, the ManBfeld
and all the important European pro
ducers have shown this year a total
output of 83,108 tons, ur 1,260 tons
more than in 1800. This increase Is
very nearly equal to the decrease on

months reached a total of only 80,195
tons, against 148,341 tons in 1900 and
103,364 tons in 1899. The decrease this
year was 68,146 tons as compared with
the extraordinary shipments of last
year; but only 23,169 tons from those
of.J.899. Last year the exports were
60.1 per cent of our total production,
while this year they were only 32.7 per
cent, dropping below one-third of the
total, and showing the smallest pro
portion reported for several years.

cal enterprises in Europe have shown
their full effect In purchases of copper

must be regarded as not only unprece
dented, but as altogether uncertain,
and the oldest observers hesitate to
make any prediction as to the future.
There is no doubt that our own con
sumption continues very large, but
there are some doubts as to whether it
will be much increased by a lower
range of prices. That a further drop
in production may occur is very possi
ble, but beyond this there Is really lit
tle that can be said of the future'with
any degree of confidence
was gratifying to the public, no matter
how he choosed to make his exit.

through the House, but Representative
Richardson, the Democratic leader in
tbe House, who prepared tbe minority
report against the bill, ably set forth
the attitude cf tbe Democratic party
toward this bill After quoting from
official statistics to show that our trade
with the Philippines last year was only
S5, 427,706 the report said: "This pal
try sum is insignificant when we con
sider the other side of the account. It
has cost us more than $85,000,000 -to"
maintain oar army in the Philippines
for the past year. Other nations, wi lb
oat incurring the expense of a dollar"
toward that end, are getting $18,000,
000 worth of Philippine trade. We have
already expended and will have expen
ded ben the next year closes, at the
very lowest estimate, for the mainte
nance of our army in the Philippines
and our operations in the Orient not
