Giat Britain's determination to fol low the example of the United States and remit part of her indemnity claims against China invites attention anew to the wholly immoral and unjust prin ciple upon which the collective de mand for an indemnity was made. Private claims, It is known,, were settled to a very large extent by the operations of foreign citizens who were supported by the diplomatic and mili tary authorises. American mlsslon alres took a prominent part :u the work, so did the representatives of the French church in China, and. general ly speaking, a ver thorough effort was made and pretty successfully car ried out to balance the account between Christian residents and the societies which they represented and the box ers. The actual losses of the intervening governments by the destruction of property was Inconsiderable. It is said'that the market value of Italy's legation, for whose reconstruction the Italian government asked the sum of $400,000, was $25,000. A few hundred thousand dollars would probablj cover all the just claims of the powers on such accounts as this. There remains to be discussed the cost of the military expeditions. It was stated at the time when the reduction of the American demand was announc ed that the military and naval expen ditures of this country were less than $5,000,000. In his recent report on the Russian budget for 190J M. White, the czar's minister of finance, refers back to the sum of 18,000,000 roubles which is described as the amount of the military expenditures of Russia on account of the e ents in the far East. It is less than $10,000,000 American money, but the Russian claim against China was something like $90,000,000. Probably the total claims were se en or eight times as great as the military costs and government losses, coming as they did to about 334,000,000 in gold. Now, it has been a mystery all along how the interest of 19 million taels (about 14 million dollars) on this new indebtedness was to be paid. The revenues explicitly tet aside for the purpose are insufllcient, and, further more, all the proposed additions to them are met with weight objections. Then, too, China finds increasing diffi culty in the problem because since the protocol was signed there has been a decline in the value of silver, which it is calculated will increase the liabili ties of the empire about 10 per cent. Under the circumstances, can there be any doubts as to the course which the powers should pursue? Manifest ly the debt should be scaled don by each one of the creditor nations, since the punitive object of the excessive de mand has already been accomplished in punitive expeditions and in the loot ing, which spared neither princes nor people. to cote the fact than to discover a way 1 by which they may secure a better ' fate. The complf int of an age limit under which the young secure a monopoly of employment is not peculiar in organiza tions like the Federation of Labor. It is heard in every line of business, in the newspaper offices, in politics. The vigor and activity of a youth are said to be grossly overestimated against the experience of age. It is charged that youth often wins in the competition because, having fewer re sponsibilities, it is content with smal ler pay. The boy makes a present sac rifice expecting that he will reap his reward in the future. The man is done with sacrifices, and thinks it is time that the reward was forthcoming. Conditions are such that the com plaint is by no means surprising, but, it was hardly a helpful suggestion at, the Federation meeting in Chicago j men over 45 should be shot, and it Is I certainly impossible to compell the' employment of men beyond that age. Laborers of all sorts will have to con- j tlnue in the inexorable struggle fori bread as the economic forces about' them may determine. 'If, -however, there is an arbitrary age limit it Is irrational. As may raise a. presumption one way or the other, but it can never determine the value of the individual. One man at 45 may be active, energetic, progressive, in terested in bis work and in the life about him. Another at 25 may be in-: active, and lack both energy and in terest. One man may be really yonng at 45 and another old at 25. Intelligence may increase with age, or, laying aside the question of mental growth, this person may have both years and Intelligence and that person Buy lack both years and intelligence. Limit or do limit, the individual factor can hardly be left out of con sideration, and, of course, it will not be when the individnal superiority is marked. The persons who suffer the moat cruelly and with the greatest seeming Injustice arethoe who, be lag competent but no more than com petent, are-obliged to give way in the contest.
