The Mine Inspector bill introducec by Kean St. Charles, of Mohave coun ty, creates a Mine Inspector lor the inspection of mines in this territory Tvhose duty it shall be to inspect al mines in the course of operation tc ascertain the safety of the same foi the employees -working therein -whet complaint shall be made against ealc mine or mines, and that, in the even) said Inspector shall find that the sale mine or mines are not properlj equipped for tho lack of timbering or from any other cause to rendei them unsafe for -workingmen -work ing therein then the said inspecto) shall require the owner, or other per son in charge of said mine or mine! 60 in operation to so repair the same ns to render the same safe for the op eration of the same and the said ow ner or other person so hi charge shal Immediately make the saM repair. The proposed law provides that th said Mine Inspector hall be a firs' class, competent mining engineer, ant practical miner well versed in ih science of mining, -who shall be ap pointed by the Governor and who ebal hold hte office for and during the tern of four years unless booner removec by the Governor. The bill further provides that anj person, body corporate, employer oi other peraon in charge of any mine In this territory who shall faH to make sufficient repairs on any such mine after due notice to him or them by such inspector that the same is nn Taie? and demand by said inspectoi that the came be so repaired", shall b guilty of a misdemeanor, and on con viction thereof, shall be fined in tlu cum of not less than one hundred dol lars nor more than three hundred 'dollars. The bill provides for no salary oi compensation for this new officer and for this omission the people shoul he thankful. A PRIMARY ELECTION LAW Kean St. Charles has introduced a primary election law for Arizona. The measure, if enacted, will place every candidate for office, and candi date for a party nomination, on his anerits before the people. The pri mary election for all political parties -will be held on the same day and: un der the Australian ballot system. The name of all candidates for a nomina tion on any party ticket will be print ed onthe ballot to be used under ap- propriate headings and vignettes des-1 ignating the several parties. Wallace. has this to say regarding the status of the statehood bill: "'When I left Washington last Saturday, statehood had much more than an even chance for passage, but I want to say that any assertions that Senator Quay will weaken in his efforts to secure the passage of the omnibus bill is without authority. The Pennsylvania sena tor -will not only push the bill -with all of his marvelous ability" during the remaining days of this session but if an extrasession is called he will attach the measure to the appropria tion bill and fight it out to a finish, and if he fails then, he will devote the remaining four years of his term to pushing this measure to his utmost He is in this fight -with all the earnes.t ness and force of a great mind and nothing can daunt or stay him until he succeeds. It is evident that Marks knows what he is talking about." INCREASING JURY FEES. House Bill No. 20, introduced bj Mr. Henry, of Gila county, provides that hereafter, each juror for eacl day's attendance on court shall b paid by the county, three dollars, an for each mile actually and necessarilj traveled by the juror from his resi dence to the court, twenty cents to b computed one way only, and to bi paid by the ounty. The bill is a just one. The pe diem jury fee has been 12 in the pas which is not enough to pay board at a first-class hotel. Alrother officer required to attend court receive am ple pay for their time and we do no believe it is right to require a man t attend eourV--as a juror without a least .paying enough to meet his actua exnenseE. A bill has been iatroduced in the legislature -which provides that coun ties of the first class, having an equalized assessed valuation of three million, five hundred thousand dol lars or more, the district attorney may, with the Approval of the board of supervisors, employ one deputy at a salary of not more than twelve hun dred dollars per annum, and in all othtr counties of this territory, the district attorney nay employ one deputy at a salary not to exceed sir hundrd dollars per annum, to be paid i by the county. The hill now in the legislature which provides for five members of the boards of supervisors in first class counties is not a desirable one in our opinion, but -we heartily en dorse the proposition to divide the counties into supervisorial districts. As a rule tie board of supervisors, as now composed, are slow enough in transacting public business, and if there were five members instead of three, the business would be simply confused and delayed. There is a bill in the legislature which provides that common councils' of incorporated towns shall be 'al lowed to determine whether or not they will publish their proceedings. Wfe presume that this bill is proposed servative and useful members of thati body. Packard may be depended on ,at all times to support those meas ures which -will result in good for the) territory.
