IMMIGRATION SHOULD BE RESTRICTED
By WILLIAM WILLIAMS. Commissioner of Immigration
AM of tlie opinion that before long tbo necessity will
be rcaliicd of enacting a law the effect of whiclr
will bo to exclude all persons who arc not phys
ically vigorous and wliobo presenco will tend to
lower our standard of living or civilization. This
would cnablo tho government without legislative dis
crimination against any nationality to meet tho situation arising
upon the approach of a period of industrial depression or when a
stream of undesirable immigration sets in from particular sections
in Europe, the certain effect of which, if unchecked, will be to
- diluto and debase the elements which in the past have made this
country great.
: : k
ALIENS HAVE NO INHERENT RIGHT TO COME
HERE, and if tho American people, as I think it does, wishes to
exclude from tho country generally undesirable people, even though
they do- not come within the rangd of specific disabilities, and those
who will bo obviously unfit for American citizenship, I fail to see
why it should not do so. We should see to it that our rapid
growth is not at tho expenso of national character. However we
may have looked upon this matter in the past, it is, on account of
cur own present largo population, of tho changed character of tho
immigration and of the efforts of interested persons to induce peo
ple to come here ilio would otherwise necr think of doing so, full
, time for us to protect ourehes and our institutions by uhatccr
means may be appropriate.

of wealth and energy
As a result of this and the concentration
certain great evils grow up.
The phases that seem to be most appalling at thL stage are the
tendency to increase child labor and the insanitary conditions which
carry off many worlanen. Another manifestation is the enormou
number of accidental deaths and physical injuries to xvorldng peo
ple. America is the only country that lias not wrestled with that
difficulty in an adequate way. Nearly all European nations have
established complete systems of isuranee of Trorking people against
accident, sickness and old age.
AMERICA IN FAILING TO MAKE ADEQUATE COMPENSATION
TO THOSE WHO SUFFER INDUSTRIAL ACCIDENTS HIDES BEHIND
ANTIQUATED LEGAL THEORIES.
German statistics prove that in this ago of complex machinery
accidents are due to no negligence, but are necessary concomitants
of machinery production. SOCIETY, AS A WHOLE, GETS
THE BENEFIT OF THE MACHINE. SOCIETY, THERE
