Cheap labor, no union organizations, low taxation, absence ot legal com plications, a complaisant government, excellent climate, low cost of living, tc, form such an Ideal combination of conditions that the steady and in creasing investment of capital in Mex ico Is not to be wondered at, cspec laly when we turn to conditions now existing in Colorado, California and Montana. Yet it is to be feared that many disappointments will bo exper ienced. Conditions axe changing so rapidly in the southern republic that it is by no means certain the condi tions in, say, two years' time will be anything like what thy are now. Until recently business enterprises were well scattered, and interests did not clash to any serious extent. Now interests are beginning to overlap, and it requires but a very slight gift of prophecy to foretell fierce litigation, with heavy legal and government fees, in the near future. Labor, too. Is getting scarcer and higher priced. Taxation, so far as it affects mining, is steadily increasing. The cost of living is going up. "With powerful and conflicting interests the government must stand clear of complications, and. undoubtedly, the chief executive will leave more and more business to the courts. Instead of exercising his pres ent policy of benevolent despotism. It must take at leist two or three years before the enterprises now be ing started will be well under way, "Will the conditions then be as they are now? We believe not. So dif ferent in our judgment, will bo the state of affairs that esterprises which require conditions such as those which now exist for their success will fail. The men who will wia out are those who know the people, the language, customs and the miner side of the governmental organization. This knowledge can only be -obtained by long residence and study of condi tions. Men who attempt to do busi ness with large capital and without such experience are inviting tailure. That has been the crerience in the past. Yet it is only fair to 'state that after dearly buying lli knowledge re ferred to, and after an initial failure, many men have taken that experience and with little resiJ.u-l capital have made great successe-s. Mining Re porter. t LION COPPER COMPANY. G. W. Foreman, a well known bust ness man. of Los Angeles, returned home this morning after spending several days looking over the Lion Copper company's property in the Agua Fria district. .11 Foreman is a heavy stockholder in this company, and says that he is more than pleased with the showing that has been maoe during the past few months, and that preparations have bcti made to push work as fast a3 possible. Some very high grade copper ore has been euncountered, sarpples of which Mr. Foreman has takon with him to p!ace on cxnibition at the company's omce. The recent strike in the Lake Su perior & Pittsburgh is an ever increas ing wonder. It has been stripped in the direction of the original drift, and it has been crosscut by lateral drifts for nearly 100 feet on each 6ide, and it increases as developments proceed. The Hoatsons have indicated their claims to the championship as the best judges of mining on the Michigan plan in the camp. In this instance they have mado a big hit. As a con sequence of the recent strike the company are rushing coal and other supplies to the South Bisbee. or Lake Superior and Pittsburs No. 3, the plan being to sink to the level correspond ing to the 1,000 on the No 2, then drift to connect with the drift and the new discovery on the No. :'. The ore body which has just been -discovered runs vouth to southwest, ind is within 1,700 feet of tho Calumet & Bisbee line. Now the same character of ore is to be seen in Bellesisle ana Baxter slopes on the 200 in the Copper Queen, and though they have produced their mil lions arc still unexhausted. In the Scuth Bisbee No. 2 the same charac ter of ore is to be found on the 900, end at the end of the drift which s.tmck the discovery it dips to 1,000, and at the White Tail Deer over the hill it ccmes close o the surface a gam. Now the South Bisbee No. 2 has struck it properly on the 1,000. It runs in :lie direction of the Calumet & Bisb. The Scuth Bisbee just f latched its back it :,000 The Cal umet & Bisbee, topographically, is ubout 140 feet lower. - Calumet & Bisbee is now S. f'iet deep, with every indication at tending tho operations cf the South Bisbee. At a depth of 1,000 feet the Calumet & Bisbee would be on a level about corrospondinj; with the 1,140 en the South Bisbee. Then to the drift, they would not scracth the back of the great ore body but,would. hit it scuarely r.round the waist. Now since the immense ore body is tipping to ward the Calumet & Bisbee, and the indications at a corresponding depth are strikingly identical, and tho prox imity is intimate. The Calumet & Bis bee people have a right to be enthus iastic over their projects. TWO CHANCES. B F Copple yesterday brought to our office some very fine samples of copper ore from two claims he has in the Dixie mining district. The claims are known as the "Only Chance" and the "Last Chance." On the former Mr. Copple has an incline shaft down 30 feet, in a ledge tne width of which has not been determined. In the bot tom of the shaft Is an -re streak about 13 inches wide from which some good assays have been obtained. A short distance below the surface the ore gave 14 per cent copper, $2.98 in gold and $1.60 in silver. The Last Chance has only an assess ment hole, but shewji a streak of ore rirh in copper No -says have yet ben made. Pieces of -ork, melted in the forge, give buttons of copper that can readily be worked by an ordinary hsmmer. Mr. Copple has taken up his resi dence in Mesa, and is anxious to in terest mining men in the Dixie dis trict, which he thinks :s bound to come to the frpnt with so:c bic mines. Mesa Free Press. It is confidently predicted now that the Calumet & Bsbce has a sure thing, all of which gives the county tround Don Luis an elegant send off. The last payment on the Blair group was made on the 14th. It amounted to $31,200, and settle the title to the Calumet & Bisbee. Tne original T'cperty consists of four claims, and the Calumet & Bisbco shaft Is on the same. LET IT BE ARIZONA. (Rrom the New York 'limes.) According to present report, New Mexico, instead of trying to get pro motion to statehood in company with Arizona, thinks it will be easier for herself :f she abso-bs the rival aspi rant, with the result that one boom instead of two will have to be asked. That Is a very pretty scheme for New Mexico. Arizona, however, re gards it with high disapproval and our smpathies are all with Arizona, not because ihe idea of seeing her a state gives us any fervid joy, but because the proposed absorption would oblit eiate rrom the map of the United States a name in every way satisfac tory and perpetuate there one that possesses no single merit. "Arizona" is a delight to the eye and ear alike, v.hile "New Mexico" has every fault a rsme can combine without becoming resolutely repulsive. It long since ceased to be true in meaning and it will be more and more false with ev ery year that passes will, that is, if there is any accuracy at all in the cairns and prophecies of the New Mexicans. It would be far better for Arizona to do the absorbing, or, if not that, to do the naming. This done, the quarrel would lose all interest to outsiders, except that on general prin ciples tho outsiders would prefer to have these territories come in as one state instead of two, there being a full sufficiency of their kind in theu nion already.
