THE CONDITION AT CANANEA. Tie people of the Tilted States, some rich, but many more poor, have an Investment In the Oreene-Canaea mines In Sonora amounting to more tha twenty-nve million dollars. Dur ing the past "week the general man- ' ager of this monstrous enterprise wa9 force'd,by a mob, composed of people In Canities, to lcae the mining camp and pie state. The normal force re quired to operate the Cananea mines and-reductlon works amounts to be tween Ihree and four thousand men, all of whom, many being American citizens, are now threatened with loss of employment To the Mexicans this means practfeaj starvation, as few of them have any means of gaining food pther than their daily wage. ble: "Should you find your land among those given as Included In any of the selections act at once by filing In the Pboeuix land office, an affidavit ot protest, making same In duplicate nnd having It corroborated by two witnesses nnd sworn to. The fact ol having had our filing accented either on a homestead or desert entry. Is cot sufficient protection, for a soon after the legal publication of these li?ls Is completed, the evidence of the same will be produced and the same has been acting In the Sulphur Spring valley. Tho Arizonlan makes the as tounding announcement that the pro posed selectloiulncludes land tha; had prevlosjyjeerf taken by settlers under Ihe homestead act which may resjlt in the settlers losing their homes unless they rre 'prompt In fil ing protests vrtilch will retail much trouble and expense. The Arizonlan also Intimates that some of the big cattlemen are behind the land s1ec tlous In the Sulphur spring valley wno hope thus to have the land put Into the hands of the state and thus put a stop to further settlemtt and conse quent curtailment of the range area arid hoping later to get the land from the state en long lea?e3 The Review Is not thoroughly posted on Ihls public land scramble. rfere-js'a condition thai Is deplorable, tut to sa-v n? e"t " I "t another not only for those who hold tho stock j example o fthe slipshod and Inefli In tb .mining company. Tint for, those Ulency cf ihe work done by tho press wWhave been employed In the mines put land commission which spent so at Cananea. I ranch money last year In automobile The"' .Cananea mines are regarded touring over the state. We extract the as the richest copper properties In'the following from a long article In the stalest Sonora: certainly they DaveJArIz0IIan tcllinq of this land scram been .operated on a larger scale than any other, but the outlook now is that this great enterprise, upon which so many have depended on for em ployment, will he closed and the Ca anea. population, amounting to 12000 to15Q,00, scattered. - This will surely come to pass un less 'the state of Sonora or the Mexi can government Is quick in overcom ing the mob spirit at Cananca and providing a condition that shall spell security and safety for every man re quired to operate the property from general manager to the employe hold ing the humblest position. The Greene-Cananea in Mexico, or any company in any country cannot submit to such propositions and de mands made at Cananeff. A not may not be allowed to say who shall or shall not be general manager pf an Industrial enterprise. The state may regulate conditions under which In dustry may proceed, but it may not confiscate either In Mexico or else where. Reports have come out of Cananea during the last few days saying that threats have been made to destroy the reduction plant of the Greene Cananea. Surely" those who are con" trolling In Sonora are not so devoid ol sense as to allow anything of the kind to occur; it wuld mean the loss of many millions which would have to be made good sometime by either the state of Sonora or the republic. to the last penny, besides it would mean the loss of opportunity ot em ployment to several thousand Mexl cans;at a time when there is no em ployment available elsewhere. A state of anarchy now exists a: Cananea "which is far more threaten ing to the welfare cf Sonora than any condition which has arisen dur ing all the revolutionary trouble in our unfortunate neighboring country and it Governor Pesqueria is wise .he .will allow every other unsatisfac tory condition to wait for attention until anarchy is crashed and driven out ot Cananea, for if this spirit -bs allowed to have its way in Cananea 1 it will quickly spread oer the state when Industry v ill be imposcible any. 1 . This measure Ig nores the recommendation of the mine owners as to what would be an equit able basis for taxation of tha out put ot all the properties of ta? state. That recommendation was tor taxing 100 per cent of the net and 12 Mi Pr cent of the Kross. It was expectea that the legislature would agree with tho tax commission that these per centages were too lowl but we can not understand why cither the com mission or the legislature should refuse- to adopt s basis that lias been agreed to by the mine owners as be ing equitable among themselves, as by Tetalning this bails a measure coald be made to'yleld as much rev enue as the basis proposed In the house.
