All bids for the purchase of said bonds shall be accompanied by a certi fied check for a sum not less than five per centum (5) of the total amount of such bid. which shall be returned to each unsuccessful bidder. The certified check which shall be deposited by the successful bidder of said bonds shall be forfeited in the event that such successful bidder shall not carry out the terms of hi bid.
