* - ---w.. - - —- —* I Criminals’ Terms Too Short J Says Medical Expert CRIMINALS ought to be “sent up" for terms twice to twice and a half as long as they gen erally get That's the opinion of Superintend ent William A White of St. Eliza beth s Hospital. Washington. D. C.. one of the foremost alienists who testified at the Loeb-Leopokl trial. Severer punishment isn t what Dr White has in mind His object is reclamation of the criminals. His idea is that when a criminal is dis charged from prison, he should be discharged—cured. Crazy criminals arc sent to St. Elizabeth's St Elizabeth s doesn t necessarily release them when their prison terms are up It keeps them, since they are mentally unsound, as its patients, until it can pronounce them well again •‘And our records.” says Dr. White, • show that this is two to two and one-half times longer than their court sentences call for. RECLAMATION J "And that shows, m turn, that if you confine a prisoner with the idea of helping him. and keeping him un til you've done it. instend of sending him ixiek to the world Just as he was before, you'll keep him longer than our prisons usually- do. Yet it isn t so much out-and-out Insanity that Dr White seems to think makes crime, as childishness in people who are physically grown up. "Age doesn't mean anything.” he maintains. "Many men and women of 30 and -to are nothing but chil dren.” < In fact, the doctor would give the Juvenile courts jurisdiction over all i crimes, even murder, committed by culprits under 21. | “And there should be an absolute DR. WM. A. WhITE : separation of the child and his 1 crime.” he adds, “in the minds of those in authority. 1 “The important thing is the child I himself, not his crime.” He impressed the District of Co i lumbia Commission on Public Wei* * fare Legislation with this view so i much that it recently voted in favor of the trial of major as well as minor i criminal cases in Washington in the i juvenile court, if the offenders are i under 18. Congress will have to I amend the law to accomplish this i but the commission will work for the 1 change. i "In my opinion.” says Dr. White, I ”our whole court system is anti i quated. It’s rusty and creaks with 1 age.” No More Piets Charlie Chaplin and Lita Grey, > leading lady, have been mar: ' , Charlie will have to quit tossing * •'round now By Stanley THE GREAT AMERICAN HOME r 'HOW MUCH LON^EK' ARE YOU <50/M<q To A&™tTsCpp1sBERD come our THcrRE AND SHOW You HOW TO HANDLE HIM-.J HE womt bite you” 1 L(£W,0£d<5RAB => HIM "FOfcE HE SETS AWAY asain- see I CANT HOLD (THIS BOX UP all pay: 1 ">N A SATURDAY x APTER/sJoom^ x: before THF SUNDAY DINNER PeevedJ TWrocAgTKRl Boy C.
