Criminals’ Terms Too Short J
Says Medical Expert
CRIMINALS ought to be “sent
up" for terms twice to twice
and a half as long as they gen

That's the opinion of Superintend
ent William A White of St. Eliza
beth s Hospital. Washington. D. C..
one of the foremost alienists who
testified at the Loeb-Leopokl trial.
Severer punishment isn t what Dr
White has in mind His object is
reclamation of the criminals. His
idea is that when a criminal is dis
charged from prison, he should be
discharged—cured.
